• Building Commissioning Association Essential Attributes
• GSA PBS Building Commissioning Guide.
The Cx Plan describes the organization, documentation requirements, and tools to evaluate that the design, construction, and operation of the systems comply with the Owner’s Project Requirements. The initial Design Phase Cx Plan was submitted to GSA on July 19, 2019 (Appendix A.1). Review comments were received on July 26, 2019.
Design Phase Cx Plan Rev.1 was submitted to GSA on July 31, 2019 (Appendix A.2). The revision included an increase of the project size and budget and Carly Bruno was replaced with Stephanie Kline.
Design Phase Cx Plan Rev.2 was submitted to GSA on September 9, 2019 (Appendix A.3). The revision included the addition of the Owner’s Project Requirements.
Design Phase Cx Plan Rev.3 was submitted to GSA on January 16, 2020 (Appendix A.4). The revision included changes to the commissioned systems per RFP-02R1 and additional Cx requirements per LEED Enhanced Cx requirements.
Design Phase Cx Plan Rev.4 is the current approved version and was submitted to GSA on February 10, 2020 (Appendix A.5). The revision included the addition of the current OPR, 65% CD Review Report, and several Construction Phase activities.

· compliance with the OPR
· coordination between systems, equipment, and components
· access for testing, maintenance, and service.
GPI shall submit a 65% Construction Document Review Report identifying noncompliant issues.
M+Sa shall submit responses to each issue. The 95% Construction Document review shall include back-checking the 65% review responses to ensure inclusion. The Cx review shall not be considered a peer or code design review.

5. Construction Phase
5.1 Commissioning Meetings
GPI shall organize and conduct regularly scheduled Cx meetings with the Cx Team throughout the Cx Process. GPI shall prepare and distribute agendas prior to the meetings and distribute minutes within seven (7) calendar days of the meeting. GPI shall conduct a Cx kick-off and scoping meeting with the Cx Team to explain Cx procedures and discuss the Cx Plan in detail.
GPI shall conduct twelve (12) additional Cx meetings during the Construction and Occupancy and Operations Phases. Cx meetings shall be scheduled immediately after regular construction meetings.
5.2 Commissioning Schedule
The Cx schedule shall be based on the approved Construction Schedule. Cx activities shall be coordinated with the actual completion dates provided by the Construction Contractor. The detailed Cx schedule shall be submitted to GSA within fourteen (14) calendar days after receiving the approved Construction Schedule.
5.3 Construction Submittal Review
GPI shall review construction submittals, pertaining to commissioned equipment, to evaluate compliance with the OPR. The Cx submittal review does not replace the designer of record submittal review. GPI shall identify construction submittals to be provided for the systems being commissioned. The construction submittals shall be reviewed concurrently with the Design Professional’s review. The submittal review report shall include a list of the submittals reviewed, the date reviewed, and a summary of the submitted equipment that appears not to meet the OPR.
A copy of the submittal document review report and responses shall be included in the final Cx Report. The Construction Contractor shall submit to GPI the manufacturer’s Installation, Operations & Maintenance (IOM) manuals within one month of receiving approved submittals.
5.4 Installation Checklists
GPI shall develop Installation Checklists for each major piece of commissioned equipment. The Checklists shall include the minimum requirements for the installation to be considered acceptable. The Checklists shall include installation requirements identified in the Contract Documents, Manufacturer’s Installation Manuals, and industry standards. The Checklists shall be completed by the Installing Contractors and submitted to GPI for approval. The Construction Contractor shall maintain the original paper Checklists on-site until they are completed and signed. The Construction Contractor shall submit the approved paper Checklists and an electronic copy to GPI. Installation Checklists shall be accepted by GPI and GSA before Functional Performance Testing shall be conducted.

5.5 Field Observations
GPI shall evaluate the installation of equipment and components as work progresses. Field observations shall be conducted in conjunction with the Cx Meetings. The Construction Contractor and Installing Contractors shall support GPI by providing access to equipment and components. The Construction Contractor shall notify GPI two (2) weeks prior to concealing work (insulation, sheetrock, ceiling tile, etc.), conducting tests (piping pressure, duct leakage, NETA, etc.) and equipment/system start-up.
Within one week of the site-visit, GPI shall list all deficiencies discovered in the Issues Report and prepare a Field Observation Report summarizing the site visit. The Construction Contractor shall be responsible to resolve all deficiencies. The Construction Contractor shall notify GPI in writing when each deficiency is resolved.
5.6 Issues Report
Throughout the construction process deficiencies or unacceptable conditions shall be identified by GPI or other members of the Cx Team and GPI shall log the deficiency in the Issues Report.
The Issues Report shall include the following information for each deficiency:
· Issue number
· Concise description of the deficiency
· Party responsible for resolving the deficiency
· Concise description of how the deficiency shall be resolved
· Date the deficiency was distributed to the Commissioning Team
· Date the deficiency was resolved, accepted, and closed GPI shall regularly update and distribute the Issues Report to the Cx Team.
5.7 Functional Performance Tests
Functional Performance Tests (FPT) verify that the commissioned equipment and integrated systems operate according to the approved sequences of operation. GPI shall prepare the FPT procedures and distribute to the Cx Team for review and comment. Procedures shall be modified, as necessary, to ensure a mutually agreeable procedure. FPTs shall not be witnessed until Installation Checklists have been completed and signed.
The Installing Contractor shall provide all required tools, test equipment, lifts, ladders, and personnel required to successfully demonstrate the FPTs. The Installing Contractors shall demonstrate the FPTs and GPI shall witness the demonstration and record the results. Twenty percent (20%) of ancillary equipment, such as VAV boxes and occupancy sensors, shall be witnessed by GPI.
FPT results are either pass or fail. When the entire system operates according to the sequence of operation, the result shall be pass and GPI shall document the acceptance of the system. If any part of the system does not operate according to the sequence of operation, the result shall be fail and GPI shall document the deficient part(s) of the system. Any system that fails a FPT shall be re-tested after the deficiencies have been resolved. A failed system shall be re-tested

However, certain weather conditions, load conditions, or occupant interactions are required to complete some verification activities. Such deferred performance verification shall be conducted at an appropriate time, and under appropriate conditions, as early as possible after occupancy.
6.2 Commissioning Report
GPI shall prepare the Cx Report after all commissioned systems have been accepted and approved by GSA. The Cx Report shall summarize the activities performed throughout the Cx Process, the disposition of the commissioned systems, and include the following documentation:
· Meeting Minutes
· Cx Process Plan
· Cx Process Schedule
· Cx Progress Reports
· Completed Installation Checklists
· Completed FPTs
