1.0 INTRODUCTION
Langan Engineering and Environmental Services, Inc. (Langan) has prepared this limited hazardous materials (Hazmat) survey report for the Exterior Ramp Entrance Project at the Robert N.C. Nix Federal Building, 900 Market Street, Philadelphia, Pennsylvania. The survey was limited to the north and south revolving door entrances on the 9th Street and side door entrance on the Market Street of the subject building.
The remainder of this Report presents our observations, findings, laboratory test results of samples collected, plans showing sampling locations, and an itemized inventory of hazmat identified in the building.
2.0 SITE DESCRIPTION
The Robert N. C. Nix, Sr. Federal Building is located at the southwest corner of Ninth and Market Streets in downtown Philadelphia. It is situated on a rectangular lot measuring approximately 2 acres in size and encompassing nearly half of a city block.
The lot is bounded by Market Street to the north, Ninth Street to the east, and Chestnut
Street to the south. An alley on the west side of the property provides access from
Market Street to the building's loading dock. The building is constructed of steel reinforced concrete foundations and masonry constructed in 1937 with approximately
80,000 square feet of footprint.
3.0 HAZMAT FINDINGS
3.1 Terminology
Suspect Asbestos-Containing Materials
Asbestos was used in certain types of construction and building materials. Until a material is examined using light microscopy or a similar technique, the building material is considered as a suspect asbestos-containing material. A few examples of these materials include floor tiles, ceiling panels, thermal system insulation, fireproofing insulation, roofing materials, etc. Any suspect ACM of unknown asbestos content (that is not tested) should be handled as if it were an asbestos containing material.
Asbestos–Containing Material
A material with an asbestos concentration greater than one percent by weight is considered to be asbestos-containing by the United States Environmental Protection
Agency (USEPA). Thus, a material which contains asbestos in concentrations greater than 1% by weight is considered as “Positive” while materials that do not contain asbestos or asbestos is detected in concentrations less than one percent by weight are considered as “Negative”.
Friable Asbestos–Containing Material
A friable material is one that can be easily crumbled, pulverized, or reduced to powder by hand or mechanical pressure. This characteristic of a building material is directly
Robert N.C. Nix Federal Building
900 Market Street, Philadelphia, PA
Langan Project No. 270054302 linked to the potential of the material to release asbestos fibers into the air.
Non-friable Asbestos–Containing Material
Materials that are organically bound normally fall into this category as long as they are in good condition. Some of the materials, which would be defined as non-friable material, include floor tiles, roofing materials, mastic, etc.
3.2 Survey Methodology
Asbestos-Containing Materials
The asbestos survey was conducted in accordance with the United States
Environmental Protection Agency (EPA) protocol outlined in the EPA publication
“Asbestos in Buildings”. Suspect ACM was visually identified during a room-by-room, floor-by-floor survey of the building. Suspect ACM was categorized into various homogeneous materials and types, and sampled and analyzed for asbestos content.
Sampling and analysis was conducted in accordance with the EPA protocol 600/M4-82-
020 per 40 CFR 763. Samples collected were properly packaged in individual containers, sealed, catalogued, and chain-of-custody documentation was completed. Quantities of suspect materials were recorded and observations such as physical condition and friability of the materials were also noted.
Lead-Based Paint
A Heuresis Pb200i X-Ray Fluorescence (XRF) Spectrum Analyzer was used to inspect the subject buildings to identify lead concentrations in painted surfaces. The Heuresis
Pb200i analyzer uses a cobalt 57 radioactive source and an advanced solid-state radiation detector to generate an x-ray fluorescence spectrum of a painted surface.
During the analysis, the intensity of the x-rays is converted by the instrument’s internal software into an estimate of the concentration of lead in the substance being analyzed.
The results are interpreted as concentrations of lead in milligrams per square centimeter. This device is a field-screening tool, used to collect multiple readings in a short period of time. The method of measurement is based on spectrometric analysis of lead x-ray fluorescence within a controlled depth of interrogation. The reading is an estimate of lead content in all layers of paint. The results are displayed in milligrams per square centimeter (mg/cm2).
PCB in Caulk
The PCB survey involved a visual examination building spaces affected by the scope of work and sampling of suspect caulking materials. Composite samples of the caulking materials were collected from the building and submitted for PCB analysis. Samples were analyzed using EPA method 8082.
As per USEPA Code of Federal Regulations (40 CFR 761.3) any product which contains
PCB concentration of greater than 50 PPM is considered as PCB containing material.
Any product which contains <50 PPM PCB is considered a non-PCB product.

4.0 OBSERVATIONS AND FINDINGS
4.1 Asbestos-Containing Materials
The field survey of the subject building spaces was conducted on June 5, 2019 by
Langan’s Sanjay Patel. Suspect materials observed during the survey were documented, assessed, quantified, and sampled as necessary. Bulk samples of the suspect ACM were analyzed using the Polarized Light Microscopy (PLM) analytical methodology in accordance with 40CFR 763 and NESHAP regulations. The samples were analyzed by AmeriSci Richmond (AmeriSci) of Midlothian, Virginia. AmeriSci laboratory is accredited by the American Industrial Hygiene Association (AIHA) and
National Voluntary Laboratory Program (NVLAP).
Robert N.C. Nix Federal Building
900 Market Street, Philadelphia, PA
Langan Project No. 270054302
The survey was limited to the following building spaces:
North and south revolving entrance doors on the 9th street
Corner of alley and Market Street side entrance door
A detailed summary of asbestos survey findings is provided in Table 1. Refer to
Appendix A for the analytical test results and chain of custody documentation. Sampling locations are depicted on Drawings ASL-1.
4.2 Lead Based paint
The LBP screening was conducted on June 5, 2019 by Langan’s Sanjay Patel, a
Pennsylvania State Certified lead inspector. The locations screened primarily consisted of paint on walls, and door components. A total of ten (1) painted locations were screened for LBP during the survey.
As per 40 CFR Part 745, TSCA, Title IV (Lead Exposure Reduction), the term ‘‘lead-based paint’’ means paint or other surface coatings that contain lead in excess of 1.0 milligrams per centimeter squared (mg/cm2) or 0.5 percent by weight. Based on the XRF screening data, the paint on the following building components was identified to contain lead in excess of 1.0 mg/cm2:
Overall, the paint on building components was observed in fair to good condition. A summary of XRF screening data is provided in Table 2.
4.3 PCB in Caulk
Three (3) composite bulk samples of homogeneous suspect caulking were collected from the subject building spaces and submitted for PCB analysis. Samples were analyzed using EPA method 8082. PCBs were either not detected or the concentrations were less than 50 parts per million (PPM). Test results are summarized in Table 3.
5.0 CONCLUSIONS AND RECOMMENDATION
5.1 Asbestos Containing Materials
Asbestos containing materials were not identified in the spaces surveyed, and therefore, no abatement actions are necessary.
5.2 Lead Based Paint
Based on the XRF screening data and comparison of the results to 40 CFR Part 745, TSCA, Title IV, the paint on tested building components was identified to contain lead below of 1.0 mg/cm2. Refer to Table 2 for the XRF screening data.
Although the EPA defines lead based paint as paint having lead concentrations equal or greater than 1.0 mg/cm2, the Occupational Safety and Health Administration (OSHA)
Robert N.C. Nix Federal Building
900 Market Street, Philadelphia, PA
Langan Project No. 270054302 considers any concentration of lead in paint to be lead containing paint. Regardless of the lead concentrations in paint, the contractor shall comply with 29 CFR 1926.62, OSHA regulations, and take precautionary measures for dust control and limit employee exposure to lead dust during the renovations.
Painted surfaces that would be impacted by planned activities such as drilling, cutting, scrapping, etc. and create dust should be properly addressed by following safe work practices, good housekeeping procedures and/or following proper abatement procedures. Grinding and sanding of paint without HEPA filter exhaust, open flame gas fired torch, unconfined abrasive blasting, and chemical strippers containing methylene chloride or other human carcinogenic chemicals are not recommended.
The Federal Resource Conservation and Recovery Act (RCRA) regulation governs the handling, transportation, and disposal of hazardous materials. Every demolition/renovation debris generator has the responsibility to determine whether the debris exhibits one or more of the characteristic wastes listed in subpart C of 40 CFR
Part 261. In the case of demolition debris, lead in LBP is a characteristic waste, and therefore, it is the responsibility of the renovation/demolition debris generator to characterize the waste prior to its disposal and, if found to be hazardous waste as defined by Federal Statutes, to be properly handled and disposed.
Metal objects painted with LBP are exempt from disposal regulations applicable to lead, provided they are properly recycled. All metal objects that are painted with LBP should be sent to a certified recycling facility.
5.3 PCB in Caulk
PCBs were either not detected in caulking samples or the concentrations were less than 50 parts per million (PPM), and therefore, no abatement actions are necessary.
Refer to Table 3 for the summary of caulking sample PCB analysis results.
