About this file
This is a Questions and Answers document issued by the Franklin County Purchasing Department regarding RFP #2025-04-20 for Fleet Vehicles. The RFP seeks proposals for the supply of four vehicle categories: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than requesting bids on specific makes and models, the county intends to use the winning bidder as a preferred vendor to request detailed specifications and pricing for individual vehicle orders as departmental needs arise. Examples provided indicate that requests may include full-size SUVs for Adult Probation, sedans and small SUVs for EDP, and mid-size pickup trucks with specific features for PFM. The county explicitly stated it is not seeking vehicle upfitting services. Sealed proposals are due by 3:00 p.m. on February 25, 2026, and must be submitted in person or by mail to the Franklin County Purchasing Department; electronic submission via email or fax is not permitted. The deadline for submitting questions was February 13, 2026, and no further questions will be answered. The opening of sealed proposals will take place virtually via Microsoft Teams, with proposer names to be read aloud during the public opening.
No pricing terms, set-asides, incumbent information, funding sources, or contract award amounts are specified in this Questions and Answers document. The document serves solely to clarify RFP requirements and address vendor inquiries regarding vehicle specifications and submission procedures.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
