About this file

This is a Questions and Answers document issued by Franklin County, Ohio (specifically the Emergency Management and Homeland Security Division) regarding RFP# 2026-62-10 for a Technology Upgrade to the Franklin County Emergency Operations Center (EOC). The project encompasses comprehensive audio-visual and technology infrastructure upgrades across three rooms: the EOC, training room, and assessment center. Key requirements include installation of a video wall system (maximum 19 feet wide, capable of displaying a minimum of 32 sources), network infrastructure utilizing fiber connectivity between the server room and in-room racks with CAT6A/CAT7/CAT8 cabling for endpoints, replacement of speakers in the EOC and assessment center while retaining existing speakers in the training room, installation of PTZ cameras, mobile carts with integrated decoders, touch panel controls with passcode protection for cross-room source routing, and an in-rack UPS system. The contractor is responsible for all electrical work associated with the new displays. Sealed proposals were due by 3:00 p.m. on July 1, 2026, and must be submitted in person or via USPS, UPS, or FedEx to the Franklin County Purchasing Department; faxed and emailed submissions are not acceptable.

The document establishes that each room must operate independently, with the interconnected system designed so that individual rooms can continue functioning if inter-room connectivity fails. The existing lectern in the EOC and furniture in the assessment center are to remain, while tickers and clocks are to be removed and are not part of the scope. The county confirmed flexibility regarding certain specifications, including acceptance of direct-view LED video walls as alternatives to LCD solutions, CAT6A cable as an alternative to CAT8, and the vendor's recommendations for display specifications such as brightness and mounting conditions. Franklin County has no brand preference for the in-rack UPS system, and the contractor should coordinate with Public Facilities Management during implementation. The bidder must acknowledge receipt of this Questions and Answers document by submitting the final page with their proposal.
