About this file

This is a Questions and Answers document issued by the Franklin County Purchasing Department on March 17, 2026, regarding RFP# 2026-08-05 for Process Server Services for the Franklin County Child Support Enforcement Agency. The RFP solicits services for an estimated 2,000 service request packets annually, with approximately 97 percent of requests occurring outside Franklin County but within Ohio and less than one percent requiring 8-hour rush service. The deadline for sealed proposal submission is April 15, 2026, at 2:00 PM EDT to the Franklin County Purchasing Department, 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315. Proposals must be submitted as one hard copy and one electronic copy on a flash or thumb drive; fax and email submissions are not permitted. The proposal opening will occur virtually via Microsoft Teams following the submission deadline.

Testimony services are required to be included within the quoted unit pricing with no separate compensation provided. The estimated annual service volume of 2,000 packets is not guaranteed, as the Franklin County Child Support Enforcement Agency may refer fewer services than estimated. Vendor registration is required through the Franklin County Bid Opportunities website but is free of charge and does not require separate OhioBuys registration. The RFP references a potential MBE Set Aside designation; however, this is identified as informational rather than a mandatory eligibility requirement. Vendors are instructed to confirm receipt of the Questions and Answers document by submitting the signature page with their bid proposal.
