1. BACKGROUND
The National Weather Service (NWS) Sacramento Weather Forecasting Office (WFO) and the River Forecast Center (RFC) are currently co-located in a Department of Commerce (DOC) leased suite from the State of California. Not only are these two NWS entities collocated in the current facility, they are also co-located with the State of California, and the Department of Interior Bureau of Reclamation (BOR). The NWS operationally benefits from this colocation arrangement to enhance our products to our partners.
NWS is looking to relocate their Sacramento operation to a new facility with BOR. Due to the operational benefits, it is imperative that NWS remain collocated with BOR.
2. BUILDING REQUIREMENTS
2.1 Office Requirements
In order to meet the unique mission requirements of a WFO/RFC, the NWS requires between 12,392 usable square feet of space to 13,632 usable square feet located in the Sacramento, California area. The entire space shall be on the first floor and have a finished floor ceiling height of 9 feet minimum throughout all spaces, and the Operation Room will have a ceiling height 12ft minimum above a raised access floor. The A/E shall design and coordinate all above ceiling building items and NWS special equipment including backup HVAC as described, raceways, cable trays, in-wall solid backing for mounting TV’s/ Monitors, and several 3X3 Monitor Arrays for the SAD systems.
The area is be arranged in accordance with Table 2.1. Specific Room Data Sheets are in Appendix A. Adjacency diagrams are in Appendix B.

The operations of the WFO and RFC are interdependent and therefore must be collocated in the same facility.
2.2 Parking Requirements
NWS requires the following Parking Spaces in order to meet the operational needs of the WFO.
Secured/Fenced Parking for Government Owned Vehicles: 6 spaces Parking for Privately Owned Vehicles: 40 spaces Circulation space is required for tour buses that visit the facility. Buses need an ample amount of room to drive through the parking lot and make turns. The parking lot should not be tight and should allow for this type of traffic.
2.3 Site Requirements
● The proposed location must be coordinated with the current zoning and growth plans of the local jurisdiction. The current growth plans must not interfere with Government operations
● The facility must have two (2) separate vehicular access points on two (2) separate roads acceptable to the LCO, each outside the 500 yr. floodplain.
● The property must be located outside of the 500-year floodplain.
● The property will have a turnaround for delivery trucks, touring buses, and large commercial vehicles (i.e. garbage or recycling vehicles, Fed Ex, cranes, equipment trailers, etc.)
● Circulation space acceptable to the LCO is required for tour buses that visit the facility. Buses need an ample amount of room to drive through the parking lot and make turns. The parking lot should not be tight and should allow for this type of traffic.
● The Property must have an Architectural Barriers Act Accessibility Standard (ABAAS) accessible route that provides a short and unobstructed path from the parking to the main entry point of the building.
● The Government has 24/7 operations and does not want to disturb neighboring residential or other properties. The Government’s 24/7 operations must also not be adversely impacted by the operations of neighboring properties. In considering these requirements, the property shall have a dividing barrier (such as a two-way public road, canal, open space, tributary, etc.) acceptable to the LCO between the property and any residential areas, retail, or commercial properties having operations (such as deliveries, after hours activities, etc.) that would impact the Government’s operations. The property shall also not be located adjacent to high traffic or trucking areas and must support a 24/7 operation without significant noise or light interference.
● Provide ground space with a security perimeter fence in the rear of the building to locate the emergency generator for the ease of access, maintenance, and support for the WFO operations.
● Provide separate metering for all utilities to the NOAA NWS space.
● Provide ground space (20’ x 20’) with security perimeter fence for a 12’ -16’ diameter dish with a clear (unobstructed) line of sight aiming in the South Western quadrant at a minimum of 20 degrees off the horizon. This area must be open and remain clear at all times on the property for the duration of the lease. A maximum cable distance is 280 LF from the dish to the server rack.
● Provide ground space (15’ x 15’) for a 60’- 70’ Communications Tower with security perimeter fence.

One antenna must point towards 005 to 010 degrees and the second antenna must point towards 085-095 degrees.
● The Government has the right to reject any properties that do not meet the Satellite Dish and Communications Tower radio frequency testing requirements prior to lease award if their proposed locations are not acceptable to the LCO.
● The Lessor will not obstruct and will not keep any obstructions on the property for the term of the lease that causes any interference with the line of sight for satellite dish and communications tower and path of radio frequency.
2.3.1 Outside Storage
NWS requires 800 square feet of secured land with hard surface (i.e. pavement, gravel, etc.) to place a 12-foot by 24-foot government procured, prefabricated exterior concrete storage unit.
This portable concrete unit will provide general storage, workspace, and storage for flammable and hazardous chemical materials. The area must be able to accommodate a chemical container for ethylene glycol. A dedicated 20’x20’ enclosed structure is required to house support equipment with 2- garage door entryways and 1- standard man door.
Additional gated fence parking for support equipment:
● Support trailers – 6 spaces for 2- 24’ foot trailers & misc. support equipment

2.4 Design Requirements
2.4.1 Hardened Safe Room & Design Strategy
The WFO has stringent requirements for hardened safe room, electrical, telecommunications, fire protection, lightning protection, mechanical and structural systems. These requirements must be met otherwise the critical operations of the WFO/RFC will be negatively affected.
Therefore, NWS will pursue a design recommended to ensure these requirements are addressed and met during the initial tenant build-out. The building shall be designed using resilient materials, either cast-in-place, concrete or brick cladding on all vertical surfaces.
Roofing materials shall be resilient; standing seam metal roofing to insure resilience to mitigate operational risks.
2.4.2 Design Submissions
Design and construction activities for the Space shall commence upon Lease award. The Lessor shall schedule the following activities to achieve timely completion of the work required by this Lease. It is the Government’s intent to bid all of the work out at once and accept all of the space at once instead of in phases.
