About this file
This file is a Subsurface Utility Survey Report prepared by George F. Young Inc., a Florida-licensed surveying firm under Professional Surveyor and Mapper Michael J. Curley (Certificate of Authorization Number LB21), for the Hillsborough County Capital Programs Department in support of the CR 584 (Waters Avenue) at Florida Mining Boulevard intersection improvements project in Tampa, Florida. The survey was conducted to locate and record subsurface utilities at the project intersection, with test holes performed between July 30 and September 3, 2019. The report documents 23 utility test holes (VVH101-VVH123) that identified various subsurface utilities including fiber optic cables from multiple providers (XO Communications, Crown Castle, MCI), telephone lines from Frontier Communications, cable television lines from Charter Communications, gas lines from TECO Peoples Gas, water/force mains from Hillsborough County, and traffic signal conduits. Survey coordinates were established using Real-Time Kinematic (RTK) GPS methodology tied to the Florida Permanent Reference Network, with vertical datum referenced to North American Vertical Datum of 1988 (NAVD 88) based on Hillsborough County benchmark VA-393.
The survey report provides precise horizontal and vertical locations for each utility, including station and offset information relative to the Waters Avenue baseline, surface elevations, depth measurements, utility sizes (measured in outside diameter in inches), materials, directions (N-S, E-W, or NE-SW), and utility owners. Utility depths range from approximately 1.4 to 8.0 feet below surface grade, with materials including PVC, cast iron, polyethylene, coated steel, and concrete. The report notes that all measurements and utility locations are approximate and valid only as of the survey date, reflecting information obtained from field observations and utility research. Several utilities could not be field-verified (NFV) due to environmental or soil conditions. This digitally signed and sealed survey document serves as the official record for subsurface utility conditions supporting the design and construction of the traffic signal interconnect project estimated at $2,582,238.00, with a 7% Small Business Enterprise (SBE) subcontractor participation goal.
