About this file

File Summary

This is a Drainage Memorandum prepared by Element Engineering Group for Hillsborough County Project No. 69600318, documenting drainage improvements associated with intersection enhancements at CR 584 (Waters Ave) and Florida Mining Boulevard. The project includes signalization installation, milling, resurfacing, minor sidewalk additions, drainage improvements, and signing and pavement marking updates. The primary objective is to increase vehicular and pedestrian safety by adding a traffic signal at the intersection and widening the northeast quadrant to better accommodate truck traffic. Field reviews conducted on April 20, 2021 identified minor ponding in the northwest quadrant and off-tracking in the southwest corner. The drainage analysis confirms that the proposed improvements, including a new curb inlet at the northeast corner and a ditch bottom inlet for the signal pole on the northwest corner, will maintain the existing closed drainage system's functionality with hydraulic grade line clearances meeting the minimum 1-foot standard. A Supplemental Agreement No. 1 dated November 8, 2021 outlined Phase I services focused on signalization and minor roadway improvements.

The drainage design incorporates Storm Sewer Tabulation analysis and spread calculations across multiple inlets and structures to ensure proper stormwater management. Existing runoff along CR 584 (Waters Ave) drains via curb and gutter into a closed drainage system ultimately discharging into Sweetwater Creek west of Anderson Road. The proposed design maintains this drainage pattern while accommodating the intersection redesign. The related contract opportunity, estimated at $2,582,238.00, seeks competitive sealed bids for installation of the new traffic signal with two mast arm structures in the northwest and southeast quadrants. An SBE (Small Business Enterprise) subcontractor goal of 7% has been established for participation. Questions and requests for interpretation must be submitted no later than 14 calendar days following the solicitation issuance, site visit, or pre-bid conference, whichever occurs later.

TABLE OF CONTENTS

1. Project Description

2. Scope of Work

3. Existing Condition

4. Proposed Conditions

1. Project Description

Improvements to CR 584 (Waters Ave.) at Florida Mining Blvd. include signalization at the intersection of Florida Mining Blvd., milling, resurfacing, minor sidewalk additions, drainage improvements, and signing and pavement marking improvements.

2. Scope of Work

The purpose of this project is to increase vehicular and pedestrian safety at the intersection of CR

584 (Waters Ave.) and Florida Mining Blvd by adding a signal. Widening on the northeast quadrant of the intersection will help better accommodate truck traffic turning onto Florida Mining Blvd. from westbound CR 584 (Waters Ave.).

3. Existing Condition

Field Reviews

The project was reviewed 4/20/2021 during a rain event and the following was observed:

(Photos and field notes are included in Appendix B)

• Minor ponding was observed in the northwest quadrant at the intersection of CR 584

(Waters Ave.) and Florida Mining Blvd. (See Photo #1)

• Off tracking and minor ponding was observed in southwest corner of the existing driveway directly south of Florida Mining Blvd. (See Photo #2)

Drainage Flows

In the existing condition, runoff along CR 584 (Waters Ave.) drains via curb and gutter along both the north and south sides of the road and into a closed drainage system.

Runoff along Florida Mining Blvd drains to the closed drainage system on CR 584 (Waters

Ave.) via a curb inlet on the east side of the road and an open ditch to mitered end section on the west side of the road. The closed drainage system drains into Sweetwater

Creek to the west of Anderson Rd.

4. Proposed Conditions

At the intersection of Waters Ave and Florida Mining, the redesign of the northeast curb return to better accommodate large semi-trucks will require a new curb inlet. The signal pole on the northwest corner will impact the existing mitered end section requiring the addition of a ditch bottom inlet.

Although the runoff will be routed in a slightly different manor, the ultimate outfall of the runoff remains the closed drainage system on CR 584 (Waters Ave.). Storm Sewer Tabulations were utilized to ensure that the closed drainage system will continue to function in its proposed condition as it does in its existing condition. The Storm Sewer Tabulations confirmed that the hydraulic grade line

(HGL) clearances meet the minimum 1-ft standard (See Appendix C). Spread was also analyzed for the new curb inlet (See Appendix C).
