About this file
This document contains a technical questions and response tracking sheet for a project to retrofit campus-wide infrastructure systems at the White City VA Southern Oregon Rehabilitation Center and Clinics. The contractor will provide all labor, project management, materials, tools, and equipment to complete upgrades to potable water, sanitary sewer, and surface restoration per the drawings and specifications. Six questions were received from potential offerors between July 29 and August 17 regarding proposal submission instructions, missing drawings, a job site layout sketch, and clarification on trenchless construction methods required around existing trees and a new duct bank. The contracting officer provided responses to ensure proposals are submitted electronically by the due date and that offerors account for non-trenched construction where necessary to avoid site obstacles.
The related federal contract opportunity notice is for the same retrofit project at the White City VA facility with a magnitude of construction between $10-20 million. In accordance with applicable legislation, this opportunity is set aside for service-disabled veteran-owned small businesses. The work must be completed per the statement of work and specifications included in the solicitation package issued by the Department of Veterans Affairs Headquarters.

| There were several locations shown during walk-thru that discussed trees being in the way, as well as a new duct bank that had been placed since the design was complete. Can you provide more information? |
| A group of trees exists over the storm drain at B202; this will require trenchless methods not shown in drawings. A new duct bank was installed near CC201 (east of B201) which requires the extension of the planned trenchless construction to the west (under the new ductbank). A sewer line goes under a noble spruce in the memorial garden that is important to the facility to save; this will require trenchless methods (whereas the plans show trenched methods). To ensure that these are addressed, and to allow for one additional instance not yet determined, provide 800 additional lineal feet of trenchless methods with up to 4 distinct run locations. This would be in lieu of said lengths being otherwise trenched. |
