3. Wall Tile in Rooms 103, 104, 105 and 108: Which product and product size is to be used on the walls? The specs call for a 6" x 6" wall tile; however, the DalTile Linden Point product is not available in a 6" x 6" size.
This product is available in two sizes: 12" x 24" and 10" x 14". DalTile Linden Point 12”x24”.
4. Floor Tile for Rooms 103, 104, 105 and 108: The Flooring Selection calls for the porcelain tile to have a polished stone visual; however, the DalTile Linden Point Porcelain Tile is offered in only a Matte finish.
Matte Finish.
5. Rooms 119, 120, 121, 122 and 123: The Finish Schedule calls for Luxury Vinyl Tile. However, the Flooring
Selection calls for the product to be DalTile 1319326 Cotto Contempo, which is a porcelain tile, not a luxury vinyl tile. Further, if in fact the DalTile 1319326 Cotto Contempo is the desired product, what size tile is to be specified? The available sizes are 6.5" x 6.5", 13" x 13" and 20" x 20". Porcelain DalTile
1319326 Cotto Contempo 6.5”x6.5”, with coordinating Cotto Contempo wall base 13”x3” bullnose trim.
6. Building Vinyl Cove Base on Porcelain Wall Tile: It's unusual for vinyl cove base to be installed on Porcelain wall tile. 9. The Scope of work issued (SOW) FY21 Construction project, in section 7.3. are the items listed the ones to be abated only? The items listed, to confirm are the ones in the hazmat report. Please clarify. Abatement work in contract is covered in both the SOW and the HazMat report together.
10. The appendix E of the hazmat report, does not line up with the first pages of the report and gives different numbers and results, What is the Purpose of Appendix E and does it apply to this project. Please see attached hazmat report with correct Appendix E.
11. Spec Section 02-42-96 – Page 4 states Owner will remove hazardous materials under a separate contract.
Please clarify. This is an error in the specifications since it is in conflict with the SOW and the included
HazMat report, HazMat removal/abatement is by contractor.
12. Since we have to set up Restroom and 2 office trailers for the buildings, and be operational before we begin work, When does the official clock start for duration of work? Pretty much when you tell me you want date you want for the notice to proceed with construction.
13. What clin numbers will the trailers be priced under? Include cost in Base Contract CLIN.

16. Keynote No. 8: Replace slate roof on both east and west porches to match in kind. These porches currently have flat seam metal roofs installed; these roofs are too flat (Low Pitch) to install Slate Roofing.
Recommendation is to apply a new TPO grey in color membrane roofing. PLEASE CLARIFY. Cottage
(ASSISTANT DIRECTOR'S LODGE) – if existing porches have flat seam metal roof – replace roof to match in kind. TPO does not match historic appearance of the building.
17. Keynote No. 9: Replace half round eight-inch diameter gutters and round downspouts three inches in diameter. Existing gutters are currently five-inch half round with three-inch round downspouts.
Recommendation is to replace with five-inch or six-inch half round gutters and three-inch or four-inch round downspouts, PLEASE CLARIFY. Five-inch half round gutters with three-inch round downspouts.
18. Clin item 05 Fuel station- is this the fuel tank pads as shown on A-100? This is a cost line item for all fuel station work, not just the tank pads, to be clarified by the CO.
19. Clin item 07, Spoil storage, What is this in reference to? There is nothing on the drawings for Spoil Storage. See area D on sheets LD-103 and LS-103. Replace fence with vinyl coated chain link, include privacy slats to match. Include gate where needed.
20. The scope of work, under 7.3 items, the line item for perimeter fence state option 1 and base contract.

21. There is no quantities given for the hazmat removal of the fence and walls in the haz mat material report, how are we to price with out quantities. Please provide and where they are located on the drawings, nothing is shown. VA NCA is not going to provide this, you have to study the SOW and the HazMat report to determine extent and cost of HazMat mitigation, site visits for your team have been on the table.
22. Sheet A-111-am, there are 3 cross sections at the new stair location, When referencing cross section 1-
A303 and 1/a301, 1/a303- does not show concrete work under the stairs and 1/a303 shows under concrete work at the same intersection. Please clarify the concrete work needed for the stairs. Concrete work under all stair columns is a must.
23. Will water collection be required for this project? NO.
24. Can collected water be disposed on site storm drains? Collected water from roofs can be disposed on site from downspouts, since it is existing condition around all buildings.
25. IF cleaning products are biodegradable, is water collection required? Need more specific clarification -where cleaning products are mentioned in this project. If this question refers to note 8A (CLEAN
CONCRETE FLOOR IN MECHANICAL ROOM FROM OIL) on sheet D-111, consider using biodegradable cleaning product and dry-out the area after cleaning, dispose leftover of cleaning material in general trash.
26. Will work have to stop for funerals taking place? Yes, extremely noisy construction operation will have to cease during all interment ceremonies.
27. How often will architect be on site to check, point up repairs, mockups? There will be an inspector on site daily.

29. A-100-FS Keynote 1 calls for the replacement of broken bricks, please provide the estimate of bricks to be replaced. Couple bricks may (not necessarily) need replacement where existing cracks are over the door.
For bidding purposes estimate approximately 20 SF of brick replacement.
30. Spec 05-01-70.63 calls for sand blasting with pulverized walnuts, there are better options in lieu of walnuts. Will other options be allowed has long has it meets the requirements. Other options will be considered if they are guaranteed to not damage the substrate being blasted.
31. How much railing is to be “blasted with abrasive” there is no designated areas sown on the drawings.
Please clarify. All of it!
32. Spec 07-13-52 water proofing , where is this spec being applied too? Bituminous sheet material for exterior below grade waterproofing is not used on this project.
33. The site has several feet of ML material directly under the subgrade in a majority of soil borings. This ML material is extremely high in the #200 sieve, above 50%. And looking at the proposed 1.5 inches of "
Milling and Replacing" of asphalt in Option #03, I don't think one and a half inches of new asphalt is going to work for a one year guarantee period for the contractor, it's like a catch 22 arrangement, 513 linear feet of milled road is going to fail. From the photos in the specs, it looks like from all the alligator cracks and asphalt spalling that has happened, and will continue to happen, is because of the high capillary action of the ML material. ML material can pull water up 15 feet or laterally from any water source, like rain water that gets absorbed in the adjacent soil. I doubt that the weight limit that is used for this road is what caused this asphalt failure, I think freezing and heaving of the subgrade from the moisture that is drawn laterally and probably from perched groundwater ( no way of knowing because over 90% of the borings average under 6 feet deep, what's below that ? ) is what caused and will continue to cause the failing asphalt. I think Option #03-milling and installing 1.5 inches of asphalt should be replaced with demoing of the asphalt down the 12 inches to subgrade, then undercut 2 feet and fill with #57 stone on fabric to subgrade.
We should defer to the Geotechnical Engineer report dated December 29, 2020. Specifically, the Geotech wrote (page 5):
“Based on our observations in the field during our condition survey and exploration, the asphalt pavement in the project area may be milled and overlaid. The pavement should be milled 1 ½ inches and should be overlain with a layer of surface course asphalt. In consideration of the pavement inspection, areas with significant cracking or damage should be cut and patched. The patched areas should be overlayed with the balance of the parking lot pavement. A tack coat should be placed prior to installing the overlay. The tack coat will help the new pavement adhere to the existing pavement.
“Prior to milling and overlaying the pavement, locations with alligator patching should be cut, removed and patched up to the depth of the milling. The pavement should be saw cut in a rectangle or square. The asphalt and sub base stone should be removed down to the pavement subgrade. The subgrade should be cut as necessary to allow for a 6 inch subbase stone alter, a 3 ½ inch base course asphalt layer, and the overlay layer (1 ½ to 2 inches).
The subgrade should be inspected and approved in accordance with Sections A and B of this report. The subgrade should be compacted to 95 percent compaction of the Modified Proctor maximum dry density. The subbase stone and base course asphalt layers should be installed and compacted in preparation of the overlay pavement layer.
The pavement should be inspected for large cracks such as those shown in Photograph Nos. 5 and 8 near borings P-7 and P-9, respectively. The contractor should cut and patch the cracks prior to the milling of 24 inches wide to allow for adequate compaction of the sub grade, sub base stone and base course asphalt layer. The repair shall be as discussed above for alligator patches.”
