About this file
This document provides the details of a hazardous materials investigation report for the Baltimore National Cemetery. The report summarizes asbestos testing and lead-based paint screening conducted at the cemetery's Administration Building, Directors Lodge, Assistant Directors Lodge, and Flammable Storage Shed.
Asbestos sampling identified chrysotile asbestos in off-white undersink insulation in the Administration Building and gray exterior window caulk at the Assistant Directors Lodge. XRF testing detected lead-based paint on numerous wood, metal and brick components at levels exceeding HUD and EPA standards. Affected areas included doors, walls, windows and exterior trim at the Administration Building, Directors Lodge, Assistant Directors Lodge and Flammable Storage Shed. The report recommends proper removal and disposal of asbestos materials and lead-based paint during any renovation work. It provides a detailed inventory of sampling locations and results to guide future abatement activities.

Original Report: November 24, 2020 Amended Report: February 25, 2021
Mr. Michael Conly Principal, President Architura Corporation 9800 Westpoint Drive, Suite 400 Indianapolis, Indiana 46256
Ref: Hazardous Materials Investigation – Baltimore National Cemetery
5501 Frederick Avenue Catonsville, Maryland 21228 Job No. 271803072.06
1.0 Introduction
KCI Technologies, Inc. (KCI) was retained by Architura Corporation (Client), to conduct a limited hazardous materials survey of the Administration Building and connected Administration Maintenance Garage, the Flammable Materials Storage Shed, the Kitchen and Upstairs Bathroom of the Directors Lodge, and the exterior of the Assistance Director’s Lodge of the Baltimore National Cemetery located at 5501 Frederick Avenue, Catonsville, MD 21228.
The scope of work included a survey of the above-mentioned areas to determine if suspect building materials are asbestos containing and for the general prevalence of lead-based paint. KCI had previously performed asbestos sampling and a lead-based paint screening of the exterior of the administration building in 2018.
2.1 Asbestos Containing Materials (ACM) Survey
KCI performed an Asbestos Containing Materials (ACM) survey of the Administration Building and connected Administration Maintenance Garage, the Flammable Materials Storage Shed, the Kitchen and Upstairs Bathroom of the Directors Lodge, and the exterior of the Assistance Director’s Lodge on November 16, 2020. The scope of work included a visual evaluation of potential ACMs, quantification of suspect ACMs, and the collection of bulk samples of these materials. KCI collected fifty-three (53) suspect asbestos bulk samples were submitted for analysis by Scientific Analytical Institute, Inc. (SAI) located in Greensboro, NC. SAI is accredited by the National Voluntary Laboratory Accreditation program (NVLAP# 200664-0). The ACM laboratory results are included in Appendix A.
Polarized Light Microscopy (PLM) analytical method was used to analyze bulk samples for the presence of asbestos. PLM is an optical microscopic technique that distinguishes the different types of asbestos fibers by their shape and unique optical properties. The technique is based on the refraction of light from various crystalline asbestos structures and the observation of the corresponding color changes through the
Baltimore National Cemetery November 24, 2020 microscope. All PLM analyses were performed following the methodologies documented in the EPA method 600/R-93/116, July 1993, “Method for the Determination of Asbestos in Bulk Building Materials.

2.2 Lead Based Paint (LBP) Screening
KCI performed the screening on November 16, 2020 in order to determine the lead content on exterior and interior painted surfaces. The testing for lead content in paints was performed with a Heuresis Corp. XRF Lead Paint Analyzer (model # Pb200i, serial # 1769, sourced on June 1, 2019), an instrument that detects lead by reading the fluorescence emanating from a painted surface when exposed to small amounts of radiation. XRF readings are in mg/cm2, a mass per area reading.
LBP is defined as >0.7mg/cm2 by Maryland Department of Environment and ≥1.0 mg/cm2 by the U.S.
Environmental Protection Agency (EPA) and the U. S. Dept. of Housing and Urban Development (HUD).
The Occupational Safety and Health Administration (OSHA) Lead in Construction Standard (29 CFR 1926.62) defines lead based paint as any detectable amount and guidelines must be followed for any activity which may bring a worker in contact with lead. Therefore, a negative classification based on the MDE/EPA/HUD definition does not necessarily mean the component is lead free. The LBP action level used is >0.7 mg/cm2.
KCI collected one hundred and sixty-nine (169) x-ray fluorescence (XRF) readings including six (6) calibrations. Wall codes (A, B, C, D) were used to show location of building components. Wall “A” indicated the front facing wall parallel with the main entrance of the building with wall “B” being the next wall going clockwise in order, etc. The results of the XRF testing are provided in table 2.2.1 and table 2.2.2 and also included as Appendix E:

3.0 Recommendations
KCI recommends removing and disposing of all friable and non-friable ACMs which are anticipated to be affected by any proposed demolition activities in accordance with applicable federal, state, and local regulations. In the event that it is not feasible to safely remove the ACM prior to demolition, KCI recommends that a request for assistance be made with the Maryland Department of the Environment.
Additionally, if any suspect building materials not included in this report are identified during demolition/renovation activities, the material should be assumed to be asbestos containing unless proven otherwise by laboratory analysis.
Lead Paint
Primarily the lead in paint on a renovation project is regulated in two (2) ways: 1) airborne lead dust by the U.S. Occupational Safety and Health Administration (OSHA), and 2) lead in waste by the toxicity characteristic leachate procedure (TCLP) by EPA and MDE.
During renovation, it is recommended that the contractor follow OSHA "Lead in Construction" standard, in conjunction with dust control and containment to prevent lead contamination of the surrounding areas, and the use of personal protective clothing to protect worker health and safety during renovation.
KCI recommends that the construction waste containing LBP and Lead Containing Materials (LCM) generated during renovation be tested for the toxicity characteristic leachate procedure (TCLP) by EPA and MDE to determine the appropriate disposal method.
