REQUEST FOR INFORMATION (RFI); QUESTIONS & ANSWERS:

Prebid RFI Questions 11/29/2021

1. DA-201-AM states to remove window above proposed kiosk and drawing A-302-Am states to infill using cut opening. Cut opening is smaller than Fill area. Is there another area stone can be salvaged from to match in similar nature? Correct hole to be infilled is larger than stone to be cut out, contractor will have to acquire additional stone to match existing for infill of window opening. Consider maximum area (about 20 sf of window opening) to be filled-in with new stone in case if existing cut stone (about 10 sf) may be not re-usable.

2. A-100-TT states 2 gravesite locators (owner provided), drawing DA-111-AM shows only one to be relocated to trailer by Contractor. Does contractor need to touch 2nd locator? If so provide details. Existing gravesite locator will be relocated at temp offices, contractor shall provide data a power for such. A new gravesite locator is to be government furnished and contractor installed at the new location thru the existing exterior wall during construction.

3. Is new kiosk to be furnished by client or by contractor? If by contractor, does client have a recommended vendor to use which is compatible with current system? A new temporary gravesite locator shed/enclosure including data and power shall be provided by the contractor at the temporary offices.

4. There is no mention of updating new kiosk with facility information, service/maintenance plans, or commissioning for kiosk. If they are required, please specifically state what is required. New gravesite locator will pretty much be plug and play. Contractor to provide power and CAT 6 data drop line back to IT closet.

5. GC-101 Sequence # 5 – GC will locate gravesite locator. Note 5 indicates that VA to make data and other connections, other than electric line voltage, to gravesite locator. No, contractor is to provide power and CAT 6 data line from new gravesite locator to IT closet.

6. Confirm that some of the Admin building interior walls to demolished are masonry and some are drywall.

Assume all walls are masonry that may or may not be furred out and clad with wall board.

7. Please note if any of the Admin Building interior partition walls that are to be removed are considered load bearing or not. Existing roof trusses are supported by exterior walls and interior walls are not assumed to be load bearing walls. For demo estimate purposes consider all thick demo walls shown on plans (8” and thicker) are bearing walls.

8. Are there any special regulations on how to dispose of Fuel oil tanks (interior and exterior) and any does any special documentation need to be given to client? If yes, please provide detail on requirement. The Contractor shall adhere to the requirements stipulated in Specification 026500 regarding the preparation and disposal of the AST system. No regulatory notifications are required for the closure of an AST system. Refer to Section 1.5 of Specification 026500 for documentation that is required to be submitted to the Client post tank closure.

9. During the task of the equipment fuel tank replacement, how long of a duration can the fuel tanks be out of commission for? Contractor must provide temporary fuel tanks while existing are out of commission.

10. Must Contractor provide temporary equipment fuel tanks until new ones are commissioned, or will that be responsibility of client? Yes, contractor is responsible.

11. Spec 02 65 00 states that existing concrete pad and bollards to be reused for the fuel tank, drawings show new. Spec 23 13 23 says to reuse pad. What is to be done? It looks to be in a different position.

Specification 026500 states in Sections 1.1(B) and 3.5 (M) that the Contractor is responsible for the removal of the existing concrete pad and bollards. Specification 231323, Sections 1.1 and 3.1 (D) states that the tanks are to be installed on a new reinforced concrete pad with protective pipe bollards.

12. There are no landscape plans for this project, but it is stated that all disturbed areas must be sodded.

Drawing CG-100 states total LOD to be 4,804 SF. Should contractor account for 4,804 SF of sod? Part of the LOD is in paved areas; therefore, the contractor should account for 2,800 sf of sod. Areas within the LOD that are disturbed by construction activities and do not receive paving or other materials in the finished condition should be restored to lawn with sod. Much of the LOD will be paved in the proposed condition. Any areas of incidental disturbance due to construction operations (even if outside the LOD) should be repaired with turf sod. Contractor shall restore all areas occupied by temporary facilities back to their pre-construction condition after the temporary facilities are removed (e.g. restore sod in footprint of temporary trailers).

13. There is a landscape spec 32 90 00 which states both seed and sod. Where is seed to be used? Per general note H. on the cover sheet, all disturbed areas are to be restored with sod. The seed spec is provided for reference only. The VA specifies sod for stabilizing all pervious areas; however, Seed was permitted by the COR on a case-by-case basis for the Philadelphia Cemetery project (disturbed areas under one square foot). The seed spec was included in case seed is permitted by the COR. Contractor should allow for the sf of sod listed above. If seed is permitted, it will be instead of sod. Seed can only be used in specific areas only if specified by the COR.

14. Can water from facility be used to water sod/seed as needed? Yes

15. Since the landscaping is minimal, and not clearly identified, can maintenance be responsibility of facility? No not during the required establishment period per specifications.

16. Have the proper approvals for the gas line to be installed been achieved? VA NCA is still working on this with the gas, the gas company is currently designing the service extension they will be bringing in to hook up to main meter.

17. SOW states for contractor to include $150k budget for gas company charges. Is it agreed that if costs exceed that amount, they will be reimbursed by client? Yes $150k is the allowance, see section 8 in the statement of work, if the gas company charges the contractor more, VA NCA will cover the delta in cost with a contract mod.

18. Is gas company responsible to restore the area back to existing when they are done their work, or is that responsible to be done by contractor? If responsible by contractor, is that to be included in the $150k budget. The contractor will be responsible for replacing any lost landscaping and turf, sod to be used for turf replacement.

19. It seems if Option 4 for the director’s lodge is awarded, the gas line main will need to be extended further.

Does the base bid $150k budget account for that as well? Yes

20. Is the only site utility being updated the gas line? In addition to extending the new gas line on site the contract will also be responsible for temporary electrical service shown on EST-100 and ES-100. Fuel tank electric service is shown on drawing E-111 FT.

21. LS-104 states to trim brush as required and clouds approximately 10’ wide path through the trees. Is the requirement up to contractor, or by client? Access should be allowed from other side unless specifically not allowed by client, eliminating the need for heavy trimming/clearing. Clear 10’ wide path adjacent to the fence so the cemetery can keep it cleared and maintained.

22. Are the gates at the cemetery closed at the end of each workday? Yes, at 5:30pm

23. Detail 6 on drawing LS-503 states for contractor to assume 1500LF of crack repair of asphalt pavement. Will credit/cost be required for less/more? Generally, we would request a credit for work that is included in the contract but not done, and generally we pay additional for additional work due to unforeseen site conditions like more crack repair than the 1500LF included in the base bid.

24. Is signage list on LI-101 considered the complete qtys for signage? Generally, yes, there are occasions when the cemetery asks for additional signage or changes to the new signs after installation, this type of request would be a contract modification.

25. Drawing GC-101 states to remove and salvage stone monuments and flagpoles. Monuments look to be 4000lbs+, and currently leaning in position. Can these monuments be removed and moved over in same area to replacement later, or must they be transferred to maintenance yard? They probably have to be moved to a safe location on site nearby where they can be protected during construction, this can be worked out during construction.

26. Can you confirm that the power is available from main panel to satisfy the requirements of the temp facilities indicated? After looking at the existing panels it seems they are all full.

The electrical drawings indicate to tap the mains for the temporary power to the temp. facilities

27. GC-101 Sequence # 4 – Note indicates that service shall be maintained to all buildings during construction.

Other than temporary electric at each building, we understand that power will not be required for buildings that are undergoing renovations and work. Specifically, we will be utilizing the Admin/Office Bldg electric to power the trailers. I believe the note means you need a temporary service connection from the electric company at the temporary facilities and that you cannot tap into existing electrical panels and service.

DAE: the electrical drawings indicate tapping the main and running power by temporary power poles to the trailers.

28. E-122AM, E-123-GS, EST-100 Existing electrical capacity and panel sizes are not indicated. Please confirm that the electrical engineer has reviewed existing conditions and finds them to be adequate for all new and temporary work. Existing conditions have been surveyed and the project calls for all new electrical panels.

29. There is a big requirement for data for the temporary data at the facilities. Can you confirm that there is availability by utility company nearby for the requirement? Is there an allowance dollar amount contractor can use to make sure the utility fees are covered? Internet service must be available on site since we have it now, temp offices will have to tap into existing ISP available on site.

30. Does contractor pay monthly utility usages charges for temp facilities for facility? Contractor to pay for all temporary utilities, power, and data service for temporary buildings.

31. Is there any requirement of temporary facilities for construction inspector hired by client? Good question, on this project no there is not.

What is required to be restored back to historic standards, and is there any special certifications needed by contractor who will be restoring? If yes, what certifications? Please be more specific about which aspect of the work this question refers to. If it refers to the iron fence rehabilitation, the required qualifications for the fabricator and installer are in the specifications for that work. Refer to SECTION 02 42 96 - HISTORIC REMOVAL AND DISMANTLING and Section 013591 "Historic Treatment Procedures" for general historic treatment requirements. The most critical conditions on the building exteriors including masonry repair, mortar joints, doors, windows, frame glazing paint and trim. Qualifications are required for that work.

32. Is the only asbestos to be abated as part of base contract to be shown on the asbestos sampling report? If any further is found is to be a change on contract amount. Follow the 802CM3023 hazardous materials report, and section 7, special considerations in the statement of work. If additional hazmat is found it will be a contract modification.

33. Lead is found on much of the metal railings. Is contractor to account for lead abatement on the full lengths of metal railing to be restored, or only in the specified areas? This is a federal project so we got to do it all.

34. Div 03 30 53 shows a maximum concrete slump of 4, which is not common or suggested by contractor or concrete vendors. If concrete vendors have a state approved mix design for the specified PSI required, can that be used with their standard slump allowances?

Submit concrete mix design to confirm to design standards for cured concrete strength and submit cylinder tests and strength reports at 7 and 28 days. 4” max slump is preferred. Please give reference material supporting reason not to meet the max slump requirement. state approved mix design will be reviewed.

35. Div 32 05 23 shows a maximum slump of 3” for curb and pavements. Since most of this will be hand formed, 3” is not common or suggested by contractor or concrete vendors. If concrete vendors have a state approved mix design for the specified PSI required, can that be used with their standard slump allowances?

The slump indicated is the NCA standard for the type of construction indicated. If the specific slump is not a significant factor in the bid price for this item, suggest further discussion with the selected bidder & engineer during the submittal process.

36. Masonry spec references Portland cement mortar, while drawings indicate lime-based mortar for repointing.

What is to be used for exterior building repointing? Our historic architect at VA NCA requires that lime-based mortar be used on all historic walls, brick, masonry, stone structures.

37. If lime based mortar is to be used, is there any special certifications needed by mason contractor? Yes they need to be certified to do historic preservation work.

38. IR-100 Cutting is not permitted at existing concrete roadways. Plans do not indicate location of existing irrigation supply piping near new water stations. Please provide location of existing irrigation supply lines, or confirm that roadway crossings are not required for this work. The existing mainline pipe routing is identified by a thick line and noted at location B1 on the sheet IR100. Cemetery to Confirm that there are no street crossings. FWS1 has an existing mainline pipe routed to an existing hydrant at the location indicated, but we were unable to determine the exact routing.

39. A-122-AM Ceiling plan does not indicate location of HVAC diffusers / returns. Refer to Mechanical plan M-

102-AM.

40. A-200-CO Slate roof replacement is indicated at Asst Director cottage porches. GC is concerned that minimal pitch could result in water penetration and freezing that will displace completed roof work. I kind of agree, low slope slate roofs do not work. Underlay low slope roof with “ice and water shield” below slate.

41. A-100-GS Existing gutters will need to be removed for replacement of trim and are likely to be damaged during removal. Reuse of existing gutters is unlikely, so replacement of gutters is recommended rather than painting. I agree, provide and install new gutters and downspouts to match what is existing.

42. Confirm that ALL Clins001-009 will be awarded in base contract, and add alternates 01, 02, 03 & 04 are option price items that may/may not be awarded with contract. This is correct/confirmed.

43. Please confirm if the contract duration is 300 calendar days as stated in the Scope of Work document or if its 240 calendar days as stated in the solicitation. Period of performance is 300 days per the statement of work.

44. How many calendar days should be budgeted for client move-in to new facilities? Is this duration supposed to be budgeted within the schedule for overall completion of work? The cemetery staff should be able to move into new facilities within the contract period of performance.

45. There are currently client storage containers in the yard near the contractor staging area. Is contractor to anticipate the facility moving these prior to Notice to proceed. We have never moved these before NTP on other projects. They will be moved during early construction operations this work will be coordinated with the construction team. GC-101 indicates which Cemetery owned items will be removed by the Cemetery and which ones will remain in place, as well as what areas are available for contractor use.

46. Is any access allowed inside the assistant director’s lodge during work? It is currently boarded up with hazardous materials signs on it. Access to the inside of the assistant directors’ lodge during construction is not to be permitted, if absolutely necessary, workmen going in there must have full PPE as required by OSHA for exposure to hazmat.

47. Confirm that no work is to be done on the interior of the Assistant Director’s Lodge (CO). Only one drawing shows exterior elevations. No work on the interior unless absolutely necessary in order to do the work on the exterior.

48. Confirm if contractor should anticipate installing the new windows on the Assistant Directors Lodge from the exterior. Installation from exterior is preferable due to hazmat inside the building, means and methods is by contractor.

49. Please confirm if Federal Acquisition Regulation (FAR) 1.404 to implement Executive Order 14042, Ensuring COVID Safety Protocols for Federal Contractors will be required for this project. Yes, as I write this it is required.

50. Due to the holiday and the short timeframe between RFI response and Bid due date, can the bid due date be extended an additional two weeks? It will allow more ample time to include complete proposal. Please Read Amendment A0005.

51. Please provide Sign in sheet from Pre-bid meeting. Contracting Officer will only provide Pre-Bid sheet on individual contractor’s request via email to the CO.

Prebid RFI Questions 11/29/2021

1. Please confirm if all equipment (copiers, fax, computers, etc.) will be moved by VA. All equipment is to be moved by the Contractor.

2. Please confirm all IT equipment will be moved & installed by VA. Is GC to provide conduit / pull strings? All IT to be moved and installed by the Contractor, Contractor to provide all conduit and CAT 6 data and phone drop wiring from telecom/IT room/Cabinet to all workstations.

3. Please confirm if the $150,000 allowance for BGE cover both buildings. Should the entire allowance be carried in the Base Bid? The allowance is to cover only what is charged by BGE for their incoming gas service work, all other utility infrastructure work is to be included in the base contract.

4. Please confirm if GC will be responsible for any traffic controls. Yes, of course GC is responsible for traffic controls.

5. DWG CG100 Note 2 states that all disturbed areas not in paving shall be stabilized with SOD at the end of every shift. Please confirm. Confirmed, this keeps the appearance of the cemetery better for our visitors.

6. Please provide accurate phone number for BGE. The number that is in the drawings is an emergency outage reporting number. Please be reassured that VA NCA is setting up the Gas service installation with BGE, you do not need this number until after award.

7. DWG LS501 Note 10: Is GC responsible for obtaining an Architectural Conservator for this project? Yes

8. DGW DA-111 AM Note 21: Please confirm window removal & wall demolition is for installation of the Grave Site Locator. Confirmed, you will need more stone to match existing to fill in the window opening.

9. Please confirm if GC is to furnish & install all appliances. Confirmed.

10. Please confirm if there is an existing Roof Warranty. If so, who? Cannot confirm at this time.

11. Please confirm there is no sprinkler work to be performed. There is work involved with piping for the Flower watering stations.

13. Please confirm if there are any existing controls, if so, who? Motion sensors in Admin, and the Lodge, alerts ADT.

14. Please confirm who the existing Fire Alarm vendor is. ADT.

15. DWG A100 shows the fuel pads as existing but states we are to install new. Please confirm scope. Provide new fuel pad.

16. Are there any required permits needed for the Fuel Tanks? If so, please confirm which Government entity – County or Baltimore City. If permits are required VA NCA has them already.

17. Please confirm if the existing Fuel Management system is to be re-used. Per Specification 026500, Section 1.1

(B) – the Contractor is to remove the Gasboy fuel management system and related appurtenances.

18. Please confirm who is responsible for removing the fuel from the existing tanks. The contractor.

11/29/2021

1. Bid Guarantee, section (c) references that the bid bond should be either 20% of the bid price or (blank), whichever is less. What is that amount that is missing so that we know what price to submit for a bid bond?

Please see Attachment #1. Please consult with your Surety Bonding Agent as well.

2. Can you confirm that we should carry an allowance of $150,000 for the BGE gas service and permit?

Confirmed, this money is only to pay BGE, amount that is not paid will be returned as a credit on the contract.

Pre-Bid Questions (RFI)

1 Specification’s page 86 of 157 talks about limiting decibels of heavy equipment, trucks, rollers, etc sound from 50 feet away must be maintained at approx. 75 decibels at all time with sound deadening devices. This is approx. the sound a leaf blower makes from 50 feet away, I have read. Can we be directed to the company that provides that service?

11/24/2021 We understand that this may not be realistic, disregard, however during interment ceremonies all loud construction operations on site must cease during ceremony, these times will be coordinated with cemetery staff

2 On page 102 of 157 of the specifications, it says to limit the weight of heavy equipment in excavated areas because of the possibility of pumping the underlying soil, which is predominately CL and ML poor material, but we have to drive over proposed milled areas that are cracked, spalled, and failing to get to these work areas. What is the weight limit of heavy equipment, and compaction equipment that is allowed to drive over proposed milled and excavated areas for this project

11/24/2021 Means and methods, contractor is responsible for repairing any damage done to existing work in place during construction at no cost to the government.

3 This project does not have an undercut/backfill unit price in the bid schedule, and on page 861 of 930 of the specs, it says the excavation is unclassified, and no extra payment will be made for undercut and backfill. But on page 865 of 930 of the specs, it contradicts this by saying unsuitable material will be removed by the cubic yard using " Differing Site Conditions " clause, but that clause would not apply to poor subgrade on this site because the borings already show all the CL and ML material that exists. So the contractor would have to include undercut and backfill below subgrade in his base bid and proposed bid in excavate to subgrade areas, correct?

11/24/2021 Yes, the contractor is to include undercut and compacted backfill where it is needed according to the Geotech report and the boring information, other than that contract modifications will be considered for what can be deemed as a truly unforeseen condition.

4 Specification’s page 16 of 157 also says that we might have to build temporary roads to transport material into the work areas around proposed milled roads, at our expense, in order to prevent damage to existing roads. I assume that refers to these failing, proposed milled pavement areas. Can you give us some idea where these temporary roads might be built to avoid existing graves, and underlying utilities? I'm concerned that we will be forced to travel over proposed milled roads and a COR subjectively thinks we have damaged an already failing road, and it has to be repaired at contractors’ expense, isn't that a possibility?

11/24/2021 There is nowhere on site that has space for a temporary road so you will be using the existing roads. Prior to construction the condition of the roads will be indicated in a pre-construction report. At the end of construction any damage done to existing work in place will be evaluated and responsible party will be identified, if existing work in place was already failing VA NCA will be reasonable about this.

5 Can you confirm a material/color for the solid surface countertops on this project?

11/24/2021 Specs: Article 2.1 Countertop – Molded Resin. Color to be determined by Owner.

6 Is the countertop in the Men’s locker room solid surface or are those sinks wall hung? Floor plan says wall hung. Sink spec says drop in.

11/24/2021 Sinks in Men’s Locker room to be wall hang as noted on the drawing.

7 The site has several feet of ML material directly under the subgrade in a majority of soil borings. This ML material is extremely high in the #200 sieve, above 50%. And looking at the proposed 1.5 inches of " Milling and Replacing" of asphalt in Option #03, I don't think one and a half inches of new asphalt is going to work for a one-year guarantee period for the contractor, it's like a catch 22 arrangement, 513 linear feet of milled road is going to fail. From the photos in the specs, it looks like from all the alligator cracks and asphalt spalling that has happened, and will continue to happen, is because of the high capillary action of the ML material. ML material can pull water up 15 feet or laterally from any water source, like rainwater that gets absorbed in the adjacent soil. I doubt that the weight limit that is used for this road is what caused this asphalt failure, I think freezing and heaving of the subgrade from the moisture that is drawn laterally and probably from perched groundwater (no way of knowing because over 90% of the borings average under 6 feet deep, what's below that ? ) is what caused and will continue to cause the failing asphalt. I think Option #03-milling and installing 1.5 inches of asphalt should be replaced with demoing of the asphalt down the 12 inches to subgrade, then undercut 2 feet and fill with #57 stone on fabric to subgrade
