QUESTION & ANSWERS (A0010)

Contractor to refer to the following spec sections attached herewith as part of the PRFI response and this addendum.

Question #28: 099600 High Performance Epoxy Coatings

Question #37: 092216 Non Structural Metal Framing

Question #38: 095426 Suspended Wood Ceilings

2021-12-07

Question: 8 - Option 3

The site has several feet of ML material directly under the subgrade in a majority of soil borings. This ML material is extremely high in the #200 sieve, above 50%. And looking at the proposed 1.5 inches of " Milling and Replacing" of asphalt in Option #03, I don't think one and a half inches of new asphalt is going to work for a one year guarantee period for the contractor, it's like a catch 22 arrangement, 513 linear feet of milled road is going to fail. From the photos in the specs, it looks like from all the alligator cracks and asphalt spalling that has happened, and will continue to happen, is because of the high capillary action of the ML material. ML material can pull water up 15 feet or laterally from any water source, like rain water that gets absorbed in the adjacent soil. I doubt that the weight limit that is used for this road is what caused this asphalt failure, I think freezing and heaving of the subgrade from the moisture that is drawn laterally and probably from perched groundwater ( no way of knowing because over 90% of the borings average under 6 feet deep, what's below that ? ) is what caused and will continue to cause the failing asphalt. I think Option #03-milling and installing 1.5 inches of asphalt should be replaced with demoing of the asphalt down the 12 inches to subgrade, then undercut 2 feet and fill with #57 stone on fabric to subgrade.

Refer to Geotech Report included with solicitation package document (802CM3023 BNC GEOTECHNICAL REPORT)

Specifically, the Geotech wrote (page 5):

“Based on our observations in the field during our condition survey and exploration, the asphalt pavement in the project area may be milled and overlaid. The pavement should be milled 1 ½ inches and should be overlain with a layer of surface course asphalt. In consideration of the pavement inspection, areas with significant cracking or damage should be cut and patched. The patched areas should be overlayed with the balance of the parking lot pavement. A tack coat should be placed prior to installing the overlay. The tack coat will help the new pavement adhere to the existing pavement.

“Prior to milling and overlaying the pavement, locations with alligator patching should be cut, removed and patched up to the depth of the milling. The pavement should be saw cut in a rectangle or square. The asphalt and sub base stone should be removed down to the pavement subgrade. The subgrade should be cut as necessary to allow for a 6 inch subbase stone alter, a 3 ½ inch base course asphalt layer, and the overlay layer (1 ½ to 2 inches).

The subgrade should be inspected and approved in accordance with Sections A and B of this report. The subgrade should be compacted to 95 percent compaction of the Modified Proctor maximum dry density. The subbase stone and base course asphalt layers should be installed and compacted in preparation of the overlay pavement layer.

The pavement should be inspected for large cracks such as those shown in Photograph Nos. 5 and 8 near borings P-

7 and P-9, respectively. The contractor should cut and patch the cracks prior to the milling of 24 inches wide to allow for adequate compaction of the sub grade, sub base stone and base course asphalt layer. The repair shall be as discussed above for alligator patches.”

Plans reflect the Geotechnical Engineer recommendations.

PRFI 2021-12-13

1) Drawing set BK02 - Drawing LD-101 - There are notes to R&D receptacles. Are the receptacles electrical outlets or trash receptacles? Trash receptacles.

2) Drawing set BK02 - Drawing LD-101 - If electrical do they just get removed and demoed or will they be replaced with new? No electrical at flower watering and flower vase trash receptacle stations.

3) Drawing Set BK04 - Drawing ED-101-AM - Note 2 states existing carriage light to remain and to retrofit with new

LED. What is the model number and manufacturer of the current carriage fixture to be retrofitted? Don’ know, its probably historic, means and methods.

4) General - Is boring acceptable for electrical services being relocated underground or should we figure trenching and backfill? Means and methods up to contractor, generally all this is done with trenching and backfill.

5)Wall Tile in Rooms 103, 104, 105 and 108:

Which product and product size is to be used on the walls?

The specs call for a 6" x 6" wall tile; however, the DalTile Linden Point product is not available in a 6" x 6" size. This product is available in two sizes: 12" x 24" and 10" x 14". Admin. Bldg Walls in restrooms: DalTile Linden Point wall ceramic mosaic tile size 2”x2” (comes as block 12”x24”) color Bianco LP19, Matte Finish. See attached cut sheet.

Coordinating ceramic wall base 12”x3” - the same mrf., color and finish as specified for wall.

6)Floor Tile for Rooms 103, 104, 105 and 108:

The Flooring Selection calls for the porcelain tile to have a polished stone visual; however, the DalTile Linden Point

Porcelain Tile is offered in only a Matte finish. Admin Bldg Floor in restrooms: DalTile Cotto Contempo 12”x24”, color PENNSYLVANIA AVENUE", Matte Finish. See attached cut sheet. Base: see answer 5 above.

7)Rooms 119, 120, 121, 122 and 123:

The Finish Schedule calls for Luxury Vinyl Tile. However, the Flooring Selection calls for the product to be DalTile

1319326 Cotto Contempo, which is a porcelain tile, not a luxury vinyl tile.

Further, if in fact the DalTile 1319326 Cotto Contempo is the desired product, what size tile is to be specified? The available sizes are 6.5" x 6.5", 13" x 13" and 20" x 20". Admin Bldg Floor in storage/closets - no ceramic tile to be used to keep price lower, use other LVT: color SECOYA C0009 123 BENMORE 5”x 59” plank tile M-Force (20 year warranty) by Mohawk Group. See attached cut sheet. Use 6” vinyl base as specified in the schedule: COLOR 42-

SABLE BY JOHNSONITE.

8)Vinyl Cove Base on Porcelain Wall Tile:

It's unusual for vinyl cove base to be installed on Porcelain wall tile. Yet this is what is being specified in Rooms

100, 100A, 100B, 101, 102, 106, 107119, 120, 121, 122, 123 and 124. Disregard vinyl base cove (COLOR 42- SABLE

BY JOHNSONITE - this will be deleted from the project). Floor in these rooms is DalTile Linden Point floor ceramic tile size 12”x24” Bianco LP19, Matte Finish, coordinating ceramic wall base 12”x3”, the mfr., same color and finish as floor.

6" ceramic base is specified in Rooms 103, 104, 105 and 108.

Please clarify. See answer 5 above.

9)Second Floor Bathroom - Drawing A-102-DL: Please provide the desired product selection for the Floor Tile and

Wall Tile. Lodge: Floor - ADESSI Revival Gray Matte Porcelain Tile by FloorDecor, Grout color to match tile 1/8” thick. Wall- ADESSI Zellige Perla Polished Ceramic Tile by Floor & Décor. Final selection to be approved by the

Owner.

10)Trailers - Drawing A-100-TT:

Please provide the desired product selection for the Carpet and for the Floor Tile. Use the same carpet as specified in room finish schedule for Mezzanine 201 in Administration building (carpet tile 24"X24" COLOR: CORK 83170 BY

SHAW), 4” vinyl cove base JOHNSONITE color 9 “CLAY”.

11) The SF 1442 states that the length of the project to be 240 calendar days after receipt of notice to proceed.

Should the actual length be closer to 365 or 400 days. There will be longer lead times for materials and equipment due to the supply chain issues that are currently affecting the country. Also the time involved with getting the required documents and installation of the new gas service could potentially take 16-24 weeks alone. The gas service is currently being designed by the gas company. Project performance schedule is 300 calendar days from notice to proceed, the project will be awarded before Notice to proceed after award you can immediately order long lead items that you can.

1. Based on the temporary trailer layout of the Temporary Cemetery Office Trailer, would it be acceptable to have (4) rooms/offices and the middle of the trailer be open concept in lieu of the 4’ partitions for the work stations?. The specified layout can be provided but it would be a custom trailer that is significantly more expensive, (10 times more expensive.) This is the standard temporary office trailer layout that was provided by the National Cemetery Administration and has been used on other projects. A proposed substitution would need to be approved by the Cemetery.

1) Is this a tax-exempt project? No

2) If tax-exempt, will the government be providing a tax-exempt certificate to the Prime Contractor for use by subcontractors and vendors? No

3) Can the Superintendent fulfil multiple roles, i.e., SSHO, QC Manager, etc? This has not worked out on past VA NCA projects, the paperwork required on Federal jobs is pretty much a full time job for a construction PM, the site super will be too busy with daily challenges on site.

4) Does the NCA anticipate this project will require off hours work? Generally working outside of cemetery business hours is not permitted, VA NCA wants our staff on site during construction operations.

5) Does the NCA require a third-party scheduler to maintain the project schedule/updates for this project? This is means and methods, on past projects of this scope and magnitude, due to the large number of elements and multiple sub-contractors a scheduler that knows what they are doing is a good to have.

6) If so, what trades or scopes will be required to perform off hours work? Typically none.

7) If the gas allowance is over $150,00 will the NCA issue a contract mod for the overages? This allowance is to be used only to pay fee to gas company, if it is more, which is unlikely a contract mod will be issued to cover the delta in cost.

8) Is the expectation that we can find a temp office arranged like the one shown on GC-101? If so, does the NCA have a contact for such a trailer? This is the standard temporary office trailer layout that was provided by the National Cemetery Administration and has been used on other projects. A proposed substitution would need to be approved by the Cemetery. It may need to be custom.

9) If not, is the GC expected to rent a trailer and modify it to this floorplan? See above.

10) What are the electrical requirement for the Gravesite locator on GC-101? Dedicated 20am power feed and data drop.

11) How heavy is the unit? Is there any structural work expected on the temp office floor? No structural mods needed.

12) Please provide the NCA Sign Design Guide http://www.cfm.va.gov/til/signs/Signage12-Cemetery.pdf

13) Does the NCA maintain a list of approved sign manufacturers? No

14) There is no Keyed Notes Legend on DA-301-AM. All items that need to be demo are shown as “dash line” and noted as “DEMO”. All items “TO REMAIN” are noted as well.

https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttp-3A__www.cfm.va.gov_til_signs_Signage12-2DCemetery.pdf%26d%3DDwMFAg%26c%3DeuGZstcaTDllvimEN8b7jXrwqOf-v5A_CdpgnVfiiMM%26r%3D__C6vIyPou3HlTsM526F8yPXLnsztKFY10_4G1NBDRtSqNl40DBQppE4goNwlP56%26m%3DIVU9mBtKgcJ-ZNe26x6U19QQxoihgSpxdT3yk3DJaDA%26s%3D0fxYSwuxPKfkV4ZE0wmQkCvR6pDeCE61SW4gldLzUy0%26e%3D&data=04%7C01%7C%7Cc7420567e77d48eeaefa08d9c156082d%7Ce95f1b23abaf45ee821db7ab251ab3bf%7C0%7C0%7C637753397514204310%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000&sdata=t5qG5zWTEDOp9SiHgGWaQgDkCMLKacdjQRLwRft7PXQ%3D&reserved=0

15) Can’t find section cut marker for DA-301-AM, meaning which plan is this coming from? It is the same as section A-301-AM. A-301 shows new work, DA-301-AM shows demo work.

16) Same for DA-301-AM. See answer above.

17) DA-100-DL states basement areas are assumed to be LBP or ACM. Does this mean we are to abate these surfaces? Later inspection of Director’s Lodge indicated that there are no LBP or ACM in the basement.

18) If so, what are the quantities of each? Without knowing these it would be a guess at best. See answer 17 above.

19) If abatement is needed and quantity is unknown, can the NCA specify an allowance and then bids are based on an allowance, with overages or underage’s handles via contract mod? No, all required abatement to be included as noted in SOW and Hazmat report.

20) 01 00 01 – 16, 2.7, A stated Prime Contractor shall within 15 days after NPT provide trailer. Is this correct or should it only be provided relative to contractor’s mobilization? We would spend some time in Preconstruction with submittals before mobilizing. Means and methods, the trailer must be operational and VA NCA staff moved in with furniture, restroom, HVAC, power, data, gravesite locator, public restrooms operations prior to demolition work on admin building. All this is contractor responsibility.

21) The specs for the trailer are very specific and it’s doubtful a rental trailer can be found meeting every spec listed in the specifications. How will this be handled? Generally, we need the temp office space as designed in the CDs.

22) Same goes for the restrooms covered in 1.18. Ditto

23) Same for restrooms in 1.19. Ditto

24) What Covid provisions are being enforced on the project site? Please see Amendment’s Two (A0002) COVID-19 attachment.

25) Can contractors use Primavera P6 instead of MS Project? Yes, we only need .pdf copies of the schedule, with regular updates with each pay app.

26) Please confirm no negative pressure machines or ICRA containments are required for general construction activities (we know its required for abatement). Later inspection of Director’s Lodge indicated that there are no LBP or ACM in the basement.

27) Is further abatement expected over what’s shown? Required abatement is per CDs, SOW, and HazMat report included with solicitation.

28) I cannot find any specs for Ardex and epoxy coating for rooms 114,115,117 and 118 and walls epoxy as well for bathrooms. See attached spec section (09 96 00 High Performance Epoxy Coatings - will be added to specs).

29) Sub section 7.5: Abatement Contractor must be licensed in the local municipality. Question: Does the Asbestos Abatement Contractor and Lead Abatement Contractor current employees must have a current License for the City of Baltimore in addition to having a current Maryland Department of the Environment (MDE) license? It’s our understanding that the City of Baltimore does not issue a license. If the contractor has a MD license, he can work on this project.

30) Can the NCA provide a material testing schedule so it’s clear the frequency and type of testing required? No, means and methods

31) Have there been any plan or spec changes since the bid docs in September? NO

32) Does the government have a different budget than the budget number listed in the publicly available documents? Budget publicly listed is for planning purpose to support potential NCA requirements.

33) The POP is listed at 240 days. The previous solicitation had a POP of 300 days. Please advise if 240 day is negotiable. The costs will increase exponentially if the POP is shortened to 240 days and the pricing will certainly not be cheaper. There is a lot of work on this job and a 300-day POP was aggressive. A 240-day POP may require 2 shifts and even weekend work. We can bid this way, but the think the government should understand up front the cost will increase substantially. POP is 300 calendar days

34) Is the listed POP only for the base bid? POP include base bid and alternates/options.

35) If yest to the above, how many days are the alternates worth (i.e, how many days will we be given in addition to the base bid POP)? N/A

36) How will LD’s be assessed, meaning will we be assessed LD’s for every day we go over the POP or is this negotiable? Excusable delays will be evaluated and considered if and when required.

37) We don’t see a spec for metal studs. Spec section 09 22 16 Non Structural Metal Framing is attached.

38) There are no specs or details for the Admin Building 2nd floor Grill Ceiling. See attached spec 09 54

26 Suspended Wood Ceilings.

39) Is the NCA providing the kiosk? Yes, the new gravesite locator will be government furnished and contractor installed, the existing gravesite locator will be removed, relocated and installed at temp office facility by contractor

40) What rate are we to use for Asbestos Abatement / Davis - Bacon List – Asbestos Abatement / Insulators at $57.94 / Hour? Please contact the dept of Labor (DOL) for any labor rates clarification.

41) Are we to hire a 3rd party Industrial Hygienist during the project or use KCI that conducted the Hazardous Inspections for Asbestos and Lead Based Paint? Industrial Hygienist to be provided by contractor.

42) Has the Window caulking been tested for PCB’s? No.

43) Please clarify that the components that tested positive for LBP located at the interior and exterior of the buildings should be removed by Lead in Construction or by other means of removal Strip Removal)? for example

(Chemical Yes, as indicated in the report. Also refer spec section 02 83 33.13 Lead-Based Paint Removal and

Disposal.

44) Bid Set Drawing DA-201-AM (Key Notes) Specify that Demolish existing Windows & Frame, existing doors but on the following Drawing DA-301-AM Says that the Windows & frames to remain. Please clarify? Refer to plans and window & door schedules as well. There are 2 existing windows and one existing louver to be demolished. 2 new windows to be installed (one window opening above new information kiosk to be filled-in with stone). All other windows and frames to remain. All windows listed in schedule are to receive new storm windows.

45) Would we be able to shut down access to the public sidewalk located on the North side of the Perimeter Fence during the Lead Based Paint Abatement? Closure of public access sidewalk is contractor responsibility, this would have to be coordinated with local regulators, required permit and temp safety measures by the contractor.

46) What requirements would need to be made such as required permits to close off the sidewalk during perimeter fence work? Contact the respective permit office in Baltimore to find out.

47) Under Section 7: SPECIAL CONSIDERATIONS Paragraph 7.1: All work associated with hazardous material mitigation (including additional testing and sampling if required) is to be included in the project and fee proposal.

Following review of the Hazardous Materials Investigation Report Amended on February 25, 2021, Under the Lead Based Paint inspection. There were no Soil samples collected to test for potential Lead Paint concentrations.

Should contractors include a price line item for initial testing of soil and a post sampling of soil following the completion Lead abatement projects?

Soil sampling was not included in our SOW for this project. We would recommend that the contractor have soil samples collected prior to exterior lead-based paint abatement in order to have data that shows they didn’t cause any of the lead-based paint they are removing to get into the soil. Pre-sampling should be done to determine concentrations in the soil prior to the start of abatement activities and post-sampling should be done when all abatement activities are complete. The delta between pre/post sampling results will provide data to show that the engineering controls implemented by the abatement contractor were sufficient to prevent the migration and contamination of lead-dust outside of the regulated work area.

Please note: If the contractor does pre-sampling and there is an exceedance of lead in the soil, the property owner will need to decide what to do. If this soil is excavated at any point, the soil will need to be characterized and possibly disposed of as hazardous waste. This a bit of a gray area and this specific item would need to be discussed in full with the client, the abatement contractor, and with Hazardous Waste experts. All stakeholders should have an open discussion about plans of action for what will happen in the event that the soil is determined to have concentrations of lead that are above EPA thresholds.

48) Drawing EST-100 Note 1 States to tap the existing service. Please advise if this tap needs to be UL listed. Please advise if a BGE shut down is needed to perform this work, or can the owner turn the power off to this existing service? VA NCA is currently coordinating the gas service design with BGE. All gas service work not done by BGE is by the contractor. Per the Statement of Work the contractor also has an allowance of $150,000 to pay BGE to provide gas service, this money is only to be used to pay BGE invoice, remainder will be credited back to VA NCA.

49) Will Owner be making connections to Existing Fiber to feed the Temporary Office trailers? By contractor

50) Will Owner be making all final connections to New Data Cabinet once all cables are ran? (Fiber and CAT6) By contractor

51) What size ground is required from each Tele/Data Ground bar to existing main grounding system? #6 ground wire is required.

52) what material are they calling for to be used for the gas piping shown on drawing PS-00 Schedule 40 black steel with plastic wrap.

PRFI 2021-12-13

Per detail 6/LS-503 “Assume 1500 LF of crack repair” should this be a cold pour, hot pour or do you want us to install paving fabric on those areas? It mentions to see detail but I’m not seeing any other details for additional clarity.

Detail 6/LS-503 states “repair cracks with self adhesive crack repair strip as specified”. The specifications contain the product and execution information for the self-adhesive crack repair. Crack repair material is specified in specification section 32 12 16. See Geotech report also.

1. In regards to question 7 on page 7. The question was about the 1125 sy yds of milling 1.5'' of surface asphalt and replacing 1.5'' surface asphalt, and the taping of the 1500' of asphalt cracks. This is how it is explained on the plans and in the specification asphalt section 32 12 16 for the work to be done in this area; but the answer to question seven says to go to page 5 of the soils engineers Recommendations, which says to demo asphalt areas that have cracks down to the subgrade, then test the soil to see if any further excavation and filling is recommended by the engineer. This interpretation can greatly change the cost of this project, considering the photos show over half the milled areas have cracks throughout. The construction documents describe the areas where the asphalt is to be milled and overlayed, and the areas where the asphalt is to be replaced at full depth. For areas to be milled and overlayed, follow Geotech report, specifications and drawings for milling, crack repair, and paving, the more stringent of them applies. The milling process should not expose the subsurface. In the areas of full depth replacement, follow directions given in the Geotech report, specifications, and drawings. See answer to question 8 option - 3 above. As a reminder, full depth replacement (including undercutting) should not be performed outside of the Limits of Disturbance as shown in the drawings.

Are we supposed to go by the plans and specs section 32 12 16 to bid this project or does the soils engineers recommendations take precedent over the plans and specs. Soils report applies, drawings apply, specifications apply, use the more stringent of the 3. See answer to question 8 option – 3 above.
