About this file
This document contains questions and answers regarding a federal landscaping contract opportunity. The opportunity requires landscape contractors to be certified by the Professional Landcare Network, though certification by a labor union may substitute if the union can prove its workforce is similarly certified. Offerors must use a revised cost estimate worksheet that includes contract line items. The period of performance is 365 calendar days from notice to proceed, though if an option for additional work is not exercised within 120 days, that work must be completed within 245 days of its notice.
The related federal contract opportunity is a solicitation for gravesite expansion and new bathroom construction at the National Memorial Cemetery of the Pacific in Hawaii. It is set aside for verified service-disabled veteran-owned small businesses and will be awarded on a lowest price technically acceptable basis. Offerors must register in beta.SAM.gov and acknowledge any amendments, which will be posted rather than mailed. The estimated award date is July 15, 2021. The point of contact is provided for any questions.

Additional Questions
· Landscape Installer Requirement - Specs say that as a landscape contractor, we need to be a member of the Professional Landcare Network and be certified by them. We are signatory to the Local 368 AFL CIO laborers union and our workers come from them and are certified by them. Can this be waived for us to bid and do the work?
· Only if the Labor Union can prove their labor workforce is certified Professional Landcare Network. Otherwise, the answer is No. Contractor must meet the spec and provide the certifications. This ensures the company is educated and trained in proper application and installation methods which promote best practices of the industry when it comes to installation, maintenance and irrigation construction.
· Contractor Cost Estimate Worksheet - For the contractor cost estimate worksheet, are we going to provide the worksheet per CLIN/ITEMS or just one worksheet that combines all CLIN/ITEMS?
· Please see revised attachment “IFB Lump Sum Division Spreadsheet” that will include CLINS. This will be required with the Bid Package in place of the original estimate spreadsheet.
· What is the expected period of performance if Option 1 (CLIN 0005) is not awarded at the time of award?
· The anticipated completion of this project is 365 calendar days after receipt of Notice to Proceed (including Option 1 (CLIN 0005).
· If Option 1 is not accepted within 120 calendar days of original Notice to Proceed, the completion of Option 1 work is 245 calendar days after receipt of Notice to Proceed of Option 1.
