Solicitation Questions and Answers

1. Question: When is the GC’s anticipated Substantial Completion date (or BOD)?

Answer: February 2029

2. Question: The objective in Section 1 of the PWS states that the first patient day is projected for September 2029; the Price/Cost Schedule shows that contract line item number 0002 ends on 8/28/2029. In other words, the contract POP ends before the projected first patient day. Question: It is in error that LIN 0002 does not run an additional month after FPD to allow time for the IOTA contractor to handle post-move issues, log vendor claims and direct issues/claims needing resolution, facilitate project files/history transfer between the project SharePoint site and the COR, provide a list of lessons learned during the project, and ensure closeout is complete?

Answer: The IMS utilized at the time of establishing the IGCE PoP, IMS 3/2/26, projected the 1st use date as 7/25/29. PoP ends one month after 1st patient date. PoP shall be amended as project progresses to accommodate for any slippage or acceleration in the lessor/building contractor’s schedule.

3. Question: Please clarify. In Section 18.1 of the Deliverable Schedule, item 16.8.1 references "14 calendar days after award of optional task". What Optional Task?

What Task is Optional other than Warehouse?

Answer: Deliverable schedule for 16.8.1 was revised to read “Start of Building Occupancy Date (BOD), completed one week prior to Day One”

4. Question: Has the Lessor for this project been awarded? If so, can you please provide the info?

Answer: No

5. Question: In Section 16.1 CPMS, regarding Meeting Facilitation Services, PWS notes "The IOT&A contractor shall participate in design/construction meetings as determined by the COR." Can the government provide a reasonable estimate of the number of our types of meetings in which the IOTA contractor may need to participate, so the IOTA can provide an accurate BOE?

Answer: Design Kickoff, DD1, DD2, CD1, CD2 during design. At least monthly during construction.

6. Question: In 16.2 CID, regarding Mock-up Services, the PWS p.15 states: "IOT&A contractor to provide laminated/Velcro cutouts for power, data, light switches, thermostat, panic buttons, and other small devices attached to the walls. IOT&A contractor is to coordinate with the site to obtain samples of furnishings, equipment, and other FF&E items to use in the mock-up rooms. All coordination or delivery and installation is to be done by the IOT&A contractor." And additionally in the Deliverable Table on p. 17 "Facility shall provide an exact list of rooms required for physical mock-up." This appears to acknowledge that physical mock-ups will be required. Can the government confirm that the IOTA contractor will be required to develop physical mock-ups?

Answer: No physical mock-ups. Only 3D rendering mock-ups are required. PWS has been revised to reflect.

7. Question: PWS 16.6 Relocation. Does the government have a prescribed number of boxes needed for the staff relocating?

Answer: No.

8. Question: The PWS states a target Day-One of September 2029 but does not specify the total Period of Performance or any option periods. Could you confirm the anticipated total PoP (base + options, if any), and whether the Government expects award approximately July 2026?

Answer: The award date is anticipated to be May 2026. The total period of performance is currently estimated to be 5/29/26 to 8/28/29.

9. Question: Could you confirm how past performance will be evaluated — specifically, whether corporate past performance, key personnel individual past performance, or a combination will be considered, and whether relevance is weighted by dollar value, scope similarity, or both?

Answer: The Government will evaluate the offeror’s past performance on active and physically completed federal contracts. The Government will contact the offeror’s submitted references on Government contracts. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to: Contract Performance Assessment Reporting System (CPARS) or other databases; interviews with Program Managers, Contracting Officers, and Contracting Officer’s Representatives (CORs). Offerors shall provide up to three references for contracts of similar scope and complexity performed within the past three (3) years, including both Government and private sector work.

10. Question: The PWS pre-prices the Warehousing optional task but does not indicate Government expectation of exercise. Could you confirm whether offerors should assume the Warehousing task is likely, possible, or unlikely to be exercised, to help calibrate our pricing approach?

Answer: The optional task, Warehousing and Warehousing Management Services, is likely to be exercised.

11. Question: PWS Section 9.0 establishes the primary place of performance at VA Maine Healthcare System in Augusta, ME. Could you clarify the Government's expectation for on-site presence of the IOT&A Activation Project Manager during the construction phase versus the activation phase, and any minimum on-site days per month prior to construction turnover?

Answer: It is estimated that at least 1 day a week be on construction site once building is fully framed and enclosed. During the last two months of construction would expect the PM to be on site more frequently as needed.

12. Question: As this solicitation is expected to exceed $750,000, could you confirm whether a full FAR 52.219-9 subcontracting plan is required with the initial quote, or whether a small business subcontracting intent statement is sufficient?

Answer: A subcontracting plan is not required. This clause does not apply to small business concerns.

13. Question: Will a pre-proposal site visit or industry day be offered prior to the May 6 deadline?

Answer: No.

14. Question: I would like to confirm the deadline for RFP 36C77626Q0145 Bangor OPC; the SF1449 shows May 8th but SAM shows May 6th. Could you please kindly confirm which one is correct?

Answer: The close date for RFQ 36C77626Q0145 was May 8th.
