About this file

This document contains pre-bid responses to technical questions for an EHRM infrastructure upgrade project at the VA medical center in Fort Wayne, Indiana. The solicitation number is 36C77622B0028 and involves upgrading fiber optic and category 6A cabling, installing new cable trays and pathways, and temporarily spot cooling an equipment room. Acceptable manufacturers for structured cabling include Panduit and General Cable. The contractor must coordinate work between subcontractors and is responsible for any ceiling tile damage during installation. Night and weekend work requirements apply to exterior work as well during normal business hours.

The responses clarify requirements for fiber optic and category 6A cable quantities, pathways, and locations between equipment rooms and telecom rooms. Temporary spot cooling equipment must be 10 tons total and consist of multiple smaller units within the space rather than a single large unit located outside. Drawings provided do not include all floor areas or room numbers, and the VA will provide additional documentation.

PRE-BID RFI RESPONSE

PROJECT NUMBER VA101F-17-D-2913 (1791.10)

PROJECT NAME EHRM Infrastructure Upgrade

NO. QUESTION RESPONSE

28 In regards to Drawing T-502, Notes #1 and #2 states that we have to provide and install (7) each 12-strand SM and 24-strand MM fiber from MDA- A/MDA-B to (7) TR’s. Can you confirm that it is 7 TR’s and not 8? I see 2 on Lower Level, 2 on the 1st level and one each on 2nd, 3rd, 4th and 5th levels.

The quantity of 12SM/24MM Fiber Optic ISP Cables between the MDA-A & MDA-B in the New SR/DC Room #57, and the intrabuilding TR’s, should be (8), and not (7), as is currently depicted.

29 Does the Indoor/Outdoor 24-strand SM fiber going to the outlying buildings have to be green in color?

Will you except black as the lead time for green cable will be substantial?

The sheath (jacket) color for the Indoor/Outdoor 24-strand Singlemode OSP Fiber Optic Cable does not have to be green in color. It was listed that way so as to distinguish between the newly installed fiber cables versus the existing fiber cables. A standard jacket color can be installed so long as care is taken to keep it from being damaged when the existing fiber cables are demo’d after cutover.

30 Can you clarify what is required in the MDA/TR’s for a cable pathway just above the racks and cabinets, basket tray or ladder tray? It shows basket tray but all the parts shown on T-503 are for ladder rack. Please advise.

Wire-mesh (basket type) Cable Tray, along with the associated installation hardware, is required to be installed above the SC’s, HDA’s and MDA’s in the New SR/DC Room #57, and in all TR’s.

31 Is the Electrical Contractor responsible for the basket tray material and installation in the corridors?

Contractor to coordinate work needed by each of their subs.

32 Is the Electrical Contractor responsible for the new duct banks/conduit pathways from building to building?

Lockset is low voltage and shall be electrified from junction box for EPT10. Refer to detail 3/TY-101.

33 In regards to Drawing T-402, Detail #6, it states to leave enough slack in the fiber to reach the new TR location. Are we supposed to do the same with the new Cat6A cables that we are installing? If so, is there a requirement for the location of 100+ft of extra Cat6A cables, approximately 540 on the 3rd floor?

Under this Contract, the Contractor will install both of the 12SM/24MM ISP Fiber Optic ‘A’ and 12SM/24MM ISP Fiber Optic ‘B’ Cables from the new SC/DC Room #57 to TR-3302, and leave enough slack to reach the proposed new future TR. Additionally, the Contactor will install new Category 6A cables from the North and East Wing WAO’s, into TR-3302 for termination, but no additional slack will be needed for those. Reason being, is that the Re-model Contract will cover the installation of new Category 6A Cables from the North

34 We are missing areas of the floorplan, example is T103D. The end of the hallway is cutoff and per the overall drawing T103, there are several more rooms not shown on T103D. Can you clarify if that was intentional and no cabling is required?

T-103 thru T103D are all of the same floor plan. See matchlines on Drawings

35 The 3rd floor shown on drawing T103A is hatched.

Is the hatch legend shown on drawing T103C apply to drawing T103A?

That is correct, the “hatch” item listed in the “Legend” column is listed on all of the Area Plan Sheets for the Third Floor, however it only applies to the areas that are shown as “hatched”.

36 Please confirm there is not cabling needed in area A on the 3rd floor per drawing T-103A?

There are no new Category 6A Cabling/WAO’s required to be installed in the “hatched” areas depicted on the Third Floor. Any new Cat6A Cabling/WAO’s for these hatched areas will be addressed in a future Re-model Project.

37 On drawing AD111, reference notes 2.72 & 2.73.

(building 1 room 063A) The plumbing work of these notes do not have a specification reference is RFP specs. Note there are no Division 22 specs included with RFP.

Floor drain to be relocated within HAC room.

38 On drawings AD111, reference note 2.73. (building 1 room 063A) Note calls for relocation of floor drain. Where is the new floor drain location? There are no plumbing drawings showing existing condition and relocation of floor drains.

Floor drain to be relocated within HAC room.

39 General note #13 references the design binder for the ICRA Information documentation. We can not find this design binder. Please provide.

40 On page E-601, panel CR-DP-B shows it as a new panel. Though there are existing feeds to it. Is this mislabeled?

Panel CR-DP-B is new and replacing an Old panel CR-DP-B that is demolished. Refer to Key notes 33, 34, 35 and 24.

41 Drawing E-601 shows a new breaker being installed in 208V Substation North. Please provide the model of existing substation.

Model of breaker is Westinghouse. Refer to sheet E- 601of Bid Documents, no new breaker appear to be required for new work.

42 Drawing E-601 shows a new breaker being installed in SWBD GDP-2A. Please provide the model of existing switchboard.

Existing Switchboard model is Eaton (Pow-R-Line, pnl type PRL4B)

43 Drawing E-601 shows a new breaker being installed in PNL PP1. Please provide the model of existing panel.

Existing panel board model is Eaton

44 Drawing E-601 shows a new breaker being installed in PNL B3A. Please provide the model of existing panel.

Lockset is low voltage and shall be electrified from junction box for EPT10. Refer to detail 3/TY-101.

45 Is it permissible to use a conventional releasing panel for releasing the Novec-1230 system in the main server room 057 and monitor this panel with three new Simplex addressable monitor modules connected to the building fire alarm system for alarm, trouble, and supervisory?

No, the Fort Wayne VAMC will not accept Simplex modules.

46 Can you provide a drawing (2) for the basement floors to include room numbers? The buildings basement floors do not have room numbers, especially building 1. It’s a challenge relating detailed rooms with numbers to the basement floor plan without a room number.

Room name and numbers for all rooms are located on Telecom drawings. As-built drawings from VA can be provided for reference only.

47 The mechanical controls are written around Havel.

Is Havel the preferred controls contractor at this campus?

Yes

48 Do the night and weekend work requirements apply to work on outside of buildings too? i.e. can the outside work on campus be done during normal hours of 7:30AM to 5:30PM?

Work can be done during Business hours as well;

however all work needs to be coordianted with COR and can not disrupt daily operations.

Please advise regarding Panduit and General Cable as acceptable manufacturers for Category 6A, and Fiber structured cabling systems.

Lockset is low voltage and shall be electrified from junction box for EPT10. Refer to detail 3/TY-101.

On the telecom drawings, the plan indicates the fiber/CAT6A is to be terminated in existing datacom outlets (WAO). If for some reason, the existing WAO can't be used, a new WAO would have to be installed. Can the existing WAO be abandoned in place with a blank cover plate?

Romove all terminated WOA’s

With running backbone overhead fiber, CAT6A, cable trays in existing ceilings, the tile and grid will need to be removed and replaced per the area need. How much replacement grid and/or tile should be added as a percentage in the bid for repair of broken or damaged pieces?

The intent is to not remove/replace existing ceilings or ceilig grids since areas will need to remain open to patients during business hours. Any removed ceilings will need to be restored prior to normal business hours. Contractor is responsible for any damaged ceiling tiles resulting from removal/storage/re-installation.

For both hardware sets there is a continuous hinge with a TW8 option which is a “Through Wire – 8 count” wired through the hinge to power the door and there is an EPT10 which is an

Lockset is low voltage and shall be electrified from junction box for EPT10. Refer to detail 3/TY-101.

“electric power transfer – 10 count” listed to power the door. Is the door supposed to be powered through the hinge or the EPT? Please clarify

Lockset is low voltage and shall be electrified from junction box for EPT10. Refer to detail 3/TY-101.

Note 16 on M-121 notes 10 tons of cooling is required for temporary spot cooling at room 053A.

Our vendor noted that the units come in 208V or

480V capacity. What is the voltage capacity for use of temporary cooling?

We answered one question about 208v rooms, if that holds true with this question feel free to ignore this question.

Note 16 on M-121 notes 10 tons of cooling required for spot cooling at room 053A. Our vendor notes that the temporary units are 86" long x 34" wide x 78" tall. Where shall these large units be installed? Outside the building? Or internally inside the building? What would the route be to bring these large units inside basement of the building?

Note 16 indicates 10tons (in total load) of temporary cooling. The intention is to place multiple smaller spot coolers within the room and route the exhaust out of the space as indicated in the rest of Note 16. The size of the unit suggested by the vendor is for a large packaged 10ton unit that would have to be located on the ground outside and ducted into the space,
