Once the government owned temp chiller, Pad Mounted Switch and Transformer is removed from service and relocated. Will the Switch # 95 located in Bldg. 17 be able to support the load of (3) 500 ton air-cooled chillers and pumps. I would estimate the load for each chiller/pumps would be less than 1500 amps per unit. The contractor could run temp cabling (in a raceway) from Switch 95 to a rental 15KV to 480V transformer. From the transformer cabling would be installed to the (3) rentals. This would be more economical to the government if that switch can support the load. We would then need rental generators for a estimated period of < 3 months to make the final 15KV connection to the new central plant followed by start-up and commissioning.
If the temporary chiller is offline and will not run at the same time with the rental units, the loading is available for use for rental power purposes. This consists of approximately 891,244VA for the temporary chiller, approximately 54,040VA for the 50hp temp chiller water pump, and approximately 79,813VA for the temp cooling tower fan for a total of 1,025,047VA and 1,233A at 480V/3-phase. This is insufficient for the proposed 4,500A total required by this question. The A/E does not have current power draws for the campus as a whole and any additional power will need to be coordinated with the VA. As of 12/19/2019, the peak demand on Circuit #90 was 47.8A at 13,800V and peak demand on Circuit #95 was 116.7A at 13,800V. Each is on a 200A circuit and includes a tie-breaker to connect both circuits to a single 200A circuit with the combined load if needed. The A/E does not have current data to know if the circuit has increased, decreased, or stayed the same to determine if additional power can be made available at this time or in the future when this project will require additional power for temporary use. Rental generators will be required for power beyond what can be made available. The contractor, at their discretion, can also contact the local utility company to obtain temporary power once their specific power needs are determined.

The estimated period of time for rental equipment is contractor dependent based on their specific phasing plans. The time frame for temporary equipment needs to be determined by the contractor.

Questions

1.
Spec 23 64 00: Water-cooled Chillers

With regards to spec 23 64 00 line 1.4.D.1, will a 5 year compressor parts and labor warranty which covers motor and internal gear cover warranty required in lieu of the 5-year motor, transmission, and compressor warranty?

This is acceptable.

2.
Spec 23 64 00: Water-cooled Chillers

Submittals in spec 23 64 00 line 1.6.b.1.c are asking for efficiency at full load and part load WITHOUT applying any tolerance indicated in the AHRI 550/590/standard, want to clarify that this chiller is not required under zero tolerance conditions, efficiencies are just to be ran at this standard for submittals?

Chiller to meet AHRI 550/590 rating as specified for all operating conditions as scheduled.

3.
Spec 23 64 00: Water-cooled Chillers

In spec 23 64 00 line 2.1.B says that “part load and full load efficiency ratings of the chiller shall not exceed those shown on the drawings.” By the inherent nature and design of conditions, either part load efficiency or full load efficiency of competing manufacturers will exceed efficiency rating of the chiller shown on the drawing, please make allowances for full load efficiency rating required for competing chiller manufacturers to bid system.

Shall not exceed values as scheduled and must meet ASHRAE 90.1 current standard as approved per current VA standards.

4.
Spec 23 65 00: Cooling Towers

With regards to the cooling towers, as long as most requirements are met, could a high-density polyethylene cooling tower be considered in lieu of stainless steel?

No, only stainless steel per specifications.

5.
We could not find a soils report in the specifications. Can you check on the availability of one if it exists?
Terracon soils report was previously provided.
6.
There is no specification for the auger cast piling work. Will there be one issued?
ACP were not listed as an option in the geotechnical engineering report. They are not part of the design.
7.
Can the VA provide “ AS Built” drawings of the site underground utilities in the area of the new chiller plant?
The original construction plans for the tunnel were previously provided, but have not been verified in the field. They are provided for information only.
8.
Can the VA provide a complete layout of the existing tunnel with elevations?
The original construction plans for the tunnel were previously provided, but have not been verified in the field. They are provided for information only.
9.
There is a new building presently being constructed with new underground piping, can the VA provide shop drawings of the approximate locations and elevations of the new piping?
That project is a design-build project current being constructed. Shop drawings may be available from COR.
10.
Is there an existing water treatment contractor that presently services the existing chiller plant?

Existing water treatment to be coordinated with existing VA.

11.
Page 84 of the solicitation states the COVID Requirements for this project. Are those COVID-19 requirements valid for this project.
Yes, it is a hospital. Follow the requirements based on current conditions.
12.
There is no mention of tax exemption status. Is this project Tax Exempt?
No, this project is NOT Tax Exempt.
13.
Sheet 0-M-001 Notes: Phase 1 B: PROVIDE TEMPORARY CHILLERS WITH POWER. Are these temporary chillers existing currently on site? Are they new to be provided and rented for the VA?
These chillers are to be provided as part of this project and are not currently rented. Total capacity is the requirement. If quantity exceeds 2, and 3 are provided this is acceptable as long as total capacity exceeds 1250 Tons. Contractor can provide temporary generators or coordinate power by new temporary feed from local utility company. The VA's building and site distribution system does not have capacity for providing power to the temporary chiller.
14.
Sheet O-MS-001 Note 10: TEMPORARY CHILLERS”S TOTAL CAPACITY TO MEET OR EXCEED 1250 TONS. Are there any other requirements for the temporary chillers? Are these rented as part of this project or are they currently being rented by the VA.
These chillers are to be provided as part of this project and are not currently rented. Total capacity is the requirement. If quantity exceeds 2, and 3 are provided this is acceptable as long as total capacity exceeds 1250 Tons.
15.
Various Spec Sections Reference Section 13 05 41 “Seismic Restraint Requirements for Non-Structural Components.” This section is not included in the specification. Are seismic restraints required for this project?
This project is not in a seismic zone. No special restraints are required. Follow manufacturer installation instructions for all equipment.
16.
While drawing 0-M-001 and 0-MS-001 | References ‘provide power to temporary chillers’ there is no reference to any existing spare electrical panels/buckets/switchboards/etc. to power the contractor furnished temporary chillers. Without knowing the electrical infrastructure of Building 17 how is the contractor able to provide accurate estimate to the government (please note that (1) 500 ton air-cooled chiller is rated at +/- 1000 MCA – for a total of 3000 amps needed for (3) chillers in order to meet the campus load). If there is no power available is the contractor required to provide rental generators to power this 3000 amp service? If rental generators are required is the contractor to assume N+1 generation back-up? Please provide clear direction to this very costly temporary rental chiller plant.
Contractor can provide temporary generators or coordinate power by new temporary feed from local utility company. The VA's building and site distribution system does not have capacity for providing power to the temporary chiller.
17.
Is structural calculations really needed for signage? Please see specification section 10 14 00 section 2.2.

For typical single pole signs, no.

18.
Specification section 32 12 16-Asphalt Paving was provided in the specs but it is not shown on the drawings. Please advise.

There is new paving on the west and south sides of the new chiller plant building, and asphalt patching in areas where new chilled water, etc lines are to be installed.

19.
Specification section 07 18 13-Pedestrian Traffic Coatings was provided in the specs but it is not shown on the drawings. Please advise.

This spec section is not required.

20.
Specification section 32 31 13-Chain Link Fence and Gates was provided in the specs but it is not shown on the drawings. Please advise.
The contractor will need to provide temporary fence around construction areas and there are two locations where permanent chain link fence will be modified. These are at the existing fuel storage tanks north of the new chiller building, and at the liquid oxygen tank next to the existing cooling towers to be demolished.
