About this file

This document contains a federal solicitation and related questions and answers regarding a construction project. The Department of Veterans Affairs is soliciting proposals to construct a new chiller plant adjacent to an existing boiler plant on the Omaha VA medical center campus. The project scope includes furnishing all labor, materials and equipment to demolish an existing metal shed, construct the new chiller plant building to house two centrifugal chillers and relocate a temporary chiller, with the design to allow for future expansion. The estimated cost is between $10-20 million. Proposals are due on March 8, 2022. The anticipated award date is July 30, 2022, with a 550 calendar day period of performance starting from the notice to proceed. The solicitation is set aside for service-disabled veteran-owned small businesses. The questions and answers provide additional clarification on the proposal requirements and evaluation criteria.

Questions
Answers
1.
On page 8 of 96, “15. SOLICITATION QUESTIONS” it says that “Questions will be accepted up to the close of business 2:00 pm March 2, 2022. What is the correct date?

The correct question due date is at 2:00 pm on March 30, 2022.

2.
On Page one of the SF 1442, should it be “550 calendar days after receiving award” or “520 days after receiving notice to proceed?”
Both are actually correct with the assumption of taking 30 calendar days after award to get bonding and hold the pre-construction meeting. For all contractual items use: “520 calendar days after receiving Notice to Proceed.”
3.
SF 1442 Block 13.d identifies our bids to be valid for 90 days. Solicitation Page 9 Paragraph 21 notes Funds are not presently available and continues with “The Government anticipates funds will become available by September 30, 2022. Despite submitting proposal on the current bid date or a later bid extension date, the bids will expire before September 30, 2022. With inflation and material shortages and inability to hold pricing for long periods, how does the government plan to address the delay in making award until end of Fiscal Year?

This is a good question… The funds are not currently on site, but they will do the best to get them within 90 calendar days. If we have to, we will issue amendments to all of the contractors who submitted proposals to accept an extension of acceptance period and provide a new proposal, if needed.

4.
Factor 1- Experience. Will the government accept Design Build projects for complete replacement of multiple chillers at VA Campus that included complete removal and replacement of multiple chillers, piping, circulation pumps, controls and retrofit concrete basin cooling tower with values less than $5M?

We will not tell you what to put in your proposal – put your best foot forward. This is best value. You need to present a package that shows that you can do similar work. If it is not similar, it may still be taken into consideration – just not rated as high. We recognize that this project is for $20M and several SDVOSB’s may not have experience over $10M.

5
Factor 4- Draft Schedule. This factor requires schedules to assume an award date of July 30, 2022. This presumes construction activities will begin according to this measure and impacts cost assumption. If award as stated in Paragraph 21 does not happen until end of Fiscal Year, added costs may be required due delayed start and Winter work. Please clarify how this condition will be addressed if award is delayed per Paragraph 9?

This schedule is for comparison purposes only. This is to show you know what steps are required. How much have you thought out the process? Once awarded, a revised firm schedule will be required.

Keep in mind, with an assumption of award date on July 30, 2022, that also assumes that the Notice to proceed will be issued on August 30, 2022.

6.
Solicitation Page 16. No deductive Alternates are listed on the Bid Schedule. Does the government plan to issue Deductive Alternative schedule of options should the Base project exceed the undefined government budget should all proposals exceed the limit forcing Solicitation cancellation?

There are no deduct alternatives on this project.
