About this file

This pre-solicitation notice and related documents describe a federal construction contract opportunity for the Department of Veterans Affairs (VA). The VA's Nebraska-Western Iowa Health Care System is seeking to construct a new chiller plant adjacent to the existing boiler plant at the Omaha VA Medical Center campus in Omaha, Nebraska. The project involves building a new facility to house two centrifugal chillers and relocate an existing temporary chiller, with space for future expansion. Work includes demolition of an existing metal storage shed. The estimated construction cost is between $10-20 million. The solicitation will be posted on February 8th and site visits will be held thereafter. Proposals are due on March 8th. The 550-day period of performance will begin with the notice to proceed. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses. The documents include questions and answers to clarify requirements, and addenda with revised plans and specifications.

1.
There is no specification for the auger cast piling work. Please provide.
2.
How are you handling the Commissioning Agent scope? Is that a 3rd party contract? Or if already selected, who are you working with?
Third Party Contract
3.
Specification 26 23 00-2.1.A.3 states AIC ratings shall not be less than shown on the drawings and not less than 100K. However, XX-E-601 shows 48,506 FCA on NSWBD1 with “65KAIC minimum”. Should the equipment be configured for 65 or 100K AIC?
Addendum 0003 revised the drawings to match the 100kAIC rating in the specifications.
4.
Specification 26 23 00 LV switchgear section 2.1.A.2 calls for front access switchgear. ANSI rated switchgear is normally specified as front and rear accessible, not just front. Floor plans on XX-EP-101 show there is sufficient access to both front and rear of the gear (5’ or more as scaled on the LV side). Additionally, for front only access switchgear, the number of sections would have to be doubled from what is shown on the floor plan and the 1 line, adding significant width to the low voltage switchgear lineups.
Addendum 0003 revised this to front and rear access.
5.
The scale on the civil drawings appears to be wrong. Please review and advise.

The scale is shown to be 1"=10', but this doesn't agree with lengths provided in Notes 1 & 2. Which is correct? (no lengths are provided for the new hydronic piping to XBLDG17) See the revised Civil Sheets issued under Amendment 0003.
