1.
For Factor 1 – Experience and Factor 3-Key Personnel Experience, will the Government please consider the use of 10-Point Size Font?
For Factor 1 and Factor 3, it is ok to use 10-point font size.
2.
The schedule has some conflicts between the chiller data and tower data. The chiller has 3750 GPM listed for condenser flow and the tower schedule shows 4500 GPM. This makes a completely different tower selection if we go from 3750 to 4500 per chiller. What is the reason behind the discrepancy? Please clarify.
The flow rate on the cooling tower is the “design Selection” an addendum under separate cover will follow to add “Operating” Values to be consistent with the chiller schedule.
3.
We are going to quote Tower Tech for the cooling towers on the project.
The specifications only have provisions for an “all” stainless steel cooling tower. Alternative materials were reviewed during design with the government. All other options were removed and will not be allowed.
4.
Is this project sales tax exempt? If the project is sales tax exempt, will the government/VA provide a sales tax exemption certificate?
This project is NOT sales tax exempt. A Form 17 will NOT be provided.
5.
Please confirm if the listed SSHO position can be double-hatted with a qualified superintendent?
No, the SSHO position cannot be the same person as a qualified superintendent.
6.
Can the VA release the Geotechnical report?
See attached report – Geotechnical report -Terracon no 05215161R01.
7.
What is the depth of the foundation piers?
See Drawing Sheet S-1.2
8.
Please clarify the VA’s preferred method of submission for proposals? Will electronic copies via email be sufficient?
Please submit one hard copy with a CD of the proposals. Be sure to separate technical factors in Volume 1 and pricing factors in Volume 2. Electronic is not sufficient.
9.
What temperature and pressure will this system need to be rated at? The chiller water system is specified at 160 PSI @50F deg.
The pressure rating at 50F is 160psig and 80F is 125 psig (237fthd)
10.
Confirm the proposal due date.
The proposals are due April 12th.
11.

See attached report.
13.
Specification 26 11 16-2.3 calls for liquid filled transformers (FR3 high fire point), however, floor plans show the substation transformers to be indoor in a NEMA 1 environment. That electrical room does not seem to be a vault. Liquid transformers cannot be used indoors unless in a vault (or with silicone insulating liquid that most manufacturers do not use anymore). Vendor requests that these be changed to dry type transformers, either VPI or cast to allow safe installation in the rooms indicated.
The electrical room meets the requirements for indoor installations per the NEC with liquid confinement with the less-flammable liquid and a fire sprinkler system in the building. Liquid confinement will be added in Addendum #1 consisting of a 12” high metal pan/barrier around the transformer section to act as containment of minor leaks with depressing the electrical room 6” for full leak containment.
14.
Specification 26 23 00 LV switchgear section 2.1.A.2 calls for front access switchgear. This ANSI rated switchgear is normally specified as front and rear accessible, not just front. The floor plans on XX-EP-101 show that there is sufficient access to both the front and rear of the gear (5 feet or more as scaled on the LV side). Additionally, for front only access switchgear, the number of sections would have to be doubled from what is shown on the floor plan and the 1 line, adding significant width to the low voltage switchgear lineups.
Addendum #1 will revise this to front and rear access.
15.
Can the contractor bid groved mechanical fittings, in addition to welded and sweat? Normally the hydronic specification has a provision for this as contractor’s option. The VA master specification is silent on this option (doesn’t prohibit it) in Division 23.
Grooved pipe connectors are allowed for connections of valves per specifications. Additional grooved piping connections are upon allowance of local VA representative.
16.
On sheet 17-MPD100, they indicate a field report (Report No. 636-18-304 dated October 22, 2019) that contains photos of the areas that are requiring asbestos abatement. No where in the documents does it contain this report with photos. During site visit we could not visibly see any possible asbestos containing materials in the area noted for demolition. We need the report to properly bid this project.
See Photos attached.
17.
In specification section 02 82 13.13, they note to remove asbestos using a glove bag method. Further in the spec then also note to build an enclosure to perform abatement. Do to conflicting notes in this section, can we get verification that if we follow state of Nebraska regulations for abatement, this will be adequate.
The use of “glovebag(s)” for the abatement of asbestos-containing thermal system insulation in the absence of a work site containment, the abatement contractor shall comply the requirements of the Nebraska Asbestos Control Program Title 178 Chap. 22.
Ref. 178 NAC 22-011 - “Establish general security and management work practices”.
18.
See response to RFI #14.
19.
Please confirm that the binder cover, cover letter, table of contents, and page dividers don’t count against the page limit.
The binder cover, cover letter, table of contents, and page dividers, DO NOT count against the page limit.
20.
Sheet AI-000 shows 4 phases. Are these to be project areas and not phases? Please confirm that all areas show on this drawing are part of the solicitation documents as it pertains to this contract, which the Government has labeled “Phase 1” and are not phases of a future contract.
These are phases (areas for work to be performed) within this particular contract and correspond with project phasing per MEP drawings.
21.
CU-111, CD-111, CS-400 Area 4, CS-413, CU-113, and every page of the drawings depicting this area shows electrical transformers and switches that are to be deleted or relocated. This plan indicates that the Building 17 Transformer is being deleted and chilled water lines are to be installed in its place. Is this transformer to be removed in the scope of this project?
Building 17’s transformer will not be relocated. The Air-Handling Tower construction project will relocate the existing pad-mounted switch east of the Building 17 transformer to the location as shown on 0-ES-101 and called out by Keyed Note 2. Refer to 0-ESD101 for existing electrical equipment scope in the vicinity of Building 17 that serves the Temporary Chiller Connex Container that will be relocated to the new Energy Plant.
22.
Existing Underground Hydronic Lines noted for removal are believed to be 14” lines that were installed over top of 24” ductile iron encased in concrete at various intervals. Are the 24” ductile iron lines and concrete to be removed as well as the 14” lines?
Only removal of underground 14” lines are within the scope of project.
23.
Please provide the scheduled shaft diameter to be used for bidding. [reference sheet S1.207 Typical Footing Detail]

25.
Should the situation arise, how is the VA going to handle the payment of stored materials? Will the VA require proof of payment from the contractor to the suppler before allowing it to be billed to the VA? Will the VA allow full payment? Partial Payment?
FAR 52.232-5 Payments under Fixed-Price Construction contracts must be followed. The CO may authorize material delivered on site and preparatory work done to be taken into consideration.
26.
Specification 01 35 26 1.7 C states the Site Safety and Health Officer must to be a separate individual from the Superintendent and/or Quality Control Manager. However, can the appointed Quality Control Manager be the same individual as the Project Superintendent?
No.
27.
Can the Commissioning Manager outlined in 01 91 00 1.10 A be the same individual as the project’s Superintendent, SSHO, or Quality Control Manager?
No.
28.
Can mechanical pipe joints such as Victaulic for the HVAC systems are allowed on this project?
Refer to question 15 above.

Available information is shown on the Drawings.
32.
On Sheet 0-MS-001 in reference to note 9 and 3. Do the new underground 24” Chilled water pipes tie into the existing 16” and 12” Condenser water lines? This is unclear?
New chilled water lines do not tie into existing condenser water lines. Existing condenser lines to be removed as part of 0-MSD001.
33.
Are there any Seismic requirements? According to the forces listed, with Site class = D the SDC = A, this project would exempt from seismic certification.
The only thing that mentions vibration isolation is on drawing O-M-503 detail 2 and on drawing O-M-504 detail 2 & 3.
Refer to Seismic requirements as listed 01 45 35.
34.

The simple answer is “yes”, but follow FAR 25.200 for Buy American Act – Construction Materials.
38.
What piping on the roof of the chiller building needs heat traced? Is it make up water, the tower drains and the condenser water?
Make up water, condenser water, sweeper system, and drains require heat tracing.
39.
For Factor 1 – Experience, will the VA consider changing the requirements from projects that are 100% completed to projects that are 75% completed?
My recommendation is that most of the vendors competing on this project are going to have issues with the size. It is best value – put your best projects on your proposal.
40.
Since most subcontractors are not known at the time of bid, it will be difficult to obtain subcontractor company and key personnel resumes. With that in mind, will the contractors that do not submit resumes for subcontractors be ranked lower than those that do provide subcontractor resumes?
Include the subcontractor that you are most likely to go with, if needed. Please follow the evaluation factors on page 9 thru 15 of the solicitation. The main emphasis is the prime contractor.
41.
Can a contractor submit multiple subcontractor resumes for the same positions (e.g., three electricians) since the contractor may not be able to determine which subcontractor will be used at the time of bid document preparation?
You can submit multiple resumes, but keep in mind resumes are included in the 40 page limitation.
