B.1 INTRODUCTION:
This requirement is part of VA’s nationwide initiative to improve the facility infrastructure that supports the deployment of the Department of Veterans Affairs’ New Electronic Health Record Modernization (EHRM) for the West Los Angeles (WLA) Medical Center located at 11301 Wilshire Boulevard, West Los Angeles, CA 90073. This project will provide complete construction of all communication cabling and IT equipment to meet Cerner infrastructure requirements. This requirement is classified under construction as it calls for the alteration of real property.
B.2 BACKGROUND / DESCRIPTION OF WORK:
The Veterans Affairs Healthcare System located in Los Angeles; California (691) requires construction services to improve the facility infrastructure that supports the deployment of the Department of Veterans Affairs’ New Electronic Health Record Modernization.
B.3 CONSTRUCTION DOCUMENTS:
Contractor shall furnish all labor, equipment, certification, supervision, and materials necessary to perform all operations in connections with this order. Contractor shall perform work in strict accordance with the General Specifications, Statement of Work, schedule, and all other supporting documents for this contract to include, but not limited to the following documents:

B.4 SPECIFICATIONS

B.5 SPECIFIC REQUIREMENTS
1. Project Scope of Work: The intent of this project is to provide infrastructure improvements to prepare for CERNER Electronic Health Record Modernization (EHRM) implementation. Upgrades will be made to Telecommunication Rooms (TRs) in the following buildings: 158, 206, 210, 213, 214, 215, 217, 218, 220, 256, 257, 258, 301, 304, 345, 401, 402, 500, 507 and 527 at the Veterans Affairs (VA) West Los Angeles (WLA) Medical Center campus. The project involves the renovation of portions of the existing buildings’ infrastructure and systems and requires a thorough survey and preparation of comprehensive and detailed shop drawings by the Contractor. The following is a summary of major project components:
The project includes upgrading existing vertical and horizontal fiber backbone systems to TRs within these buildings and upgrading fiber distribution in manhole communication duct banks throughout the VAWLA Medical Center campus. The existing fiber infrastructure includes a main fiber distribution hub for the North campus at Building 301 as well as the main distribution in South campus at Building 500. The fiber distribution hub at Building 301 will be eliminated with a redistribution design of fiber and all buildings will have fiber distributed directly from the Building 500 new Main Computer Room (MCR).
The project upgrades communication cabling for CAT5 and below cables or where cables are terminated on Telephone 110 blocks. Deficient cables will be replaced with CAT6A cables.
The fiber patch cables will be upgraded to multi-mode OM4 fiber. Site fiber distribution will be air blown 24 strand single-mode fiber (OS2) per TR for each building. 12 strand single mode and 24 strand multi-mode fiber will be distributed from each building entry TR/MCR to other TRs within the building.
The project provides upgrades for TRs including mechanical heating, HVAC systems, LED lighting, electrical power, data racks, power distribution units (PDUs), uninterruptible power supplies (UPS), and telecommunication cable management systems. Room temperature and humidity monitoring sensors and rack temperature sensors will be provided in each TR with the mechanical HVAC and electrical upgrades.
To meet Cerner requirements, the project includes Architectural provisions to create new TRs in Building 500 floor spaces to relocate telecom equipment currently located in the interstitial catwalk spaces.
This project includes upgrades to 89 Telecommunication Rooms (TRs) in Buildings 158, 206, 210, 213, 214, 215, 217, 218, 220, 256, 257, 258, 304, 345, 401, 402, 500, 507 and 527 as identified in Table 1. The MCR will be located in Building 500. Building 301 fiber distribution node will be deleted.

2. Project Completion Schedule: The anticipated construction phase will be in 730 calendar days as indicated below:

Contractor can propose an expedited schedule for government’s approval.
Upon award of the construction contract. The Contractor is to submit the work plan how they plan to execute the contract. They are to submit the submittals and shop drawings for VA’s approval. Upon approval, the construction will start in a phased sequence.
B.6 CONFORMANCE STANDARDS:
All construction accomplished pursuant to this contract shall comply with the latest edition of the following documents unless the contractor is directed otherwise by the Contracting Officer. Any exceptions must be approved in writing by the Contracting Officer prior to construction startup.

B.7 HOURS OF COVERAGE:
1. Normal hours of operations are 24 hours a day 7 days a week for in-patient care facilities at the Medical Center and Monday through Friday from 7:00 am to 5:00 pm Pacific Time Zone for administrative and clinical spaces. Work is expected to be performed during normal hours for preparation work and after normal hours (evenings and weekends) of coverage for switch over of systems.
2. Before commencement of work, the Contractor shall confer with the VA COR and Contracting Office to agree on a sequence of procedures; means of access to premises and building. All work performed, to include delivery of materials and equipment, shall be made with minimal interference to Government operations and personnel.
3. Work performed outside the normal hours of coverage must be approved by the COR or his/her designee.

B.8 IDENTIFICATION, PARKING, NO SMOKING POLICY, & VA REGULATIONS:
1. The Contractor's FSEs shall wear visible identification issued by VAHCS Police Section at all times while on the premises of VAHCS. It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section. VAHCS will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is strictly prohibited anywhere on the Veterans Affairs Health Care Facilities, to include main facility, and any other buildings at on the premises. Possession of weapons is prohibited.
Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court.
2. TB testing and screening shall be performed for all Contractor personnel visiting and construction the VAWLA site. Testing and screening shall have been accomplished a maximum of 90-days prior to issuance of NTP date. Submit TB testing and screening records for VAWLA Infection Control approval.
3. COVID-19 screening shall be performed 72 hours prior to for all Construction personnel visiting the VAWLA site. Submit test reports to VA for approval. At the present time, the following are the screening procedures. Note that this is an evolving situation and actual requirements may vary. Current screening requirements shall be followed. Administrative and Low Risk Patient Areas: Daily screening at defined entry/exit points. High risk patient areas: In addition to the requirements of Administrative and Low Risk Patient Areas, additional PPE may be required. Highest Risk Patient Areas: In addition to the requirements of High-Risk Patient Areas, documentation showing all contractor employees or subcontractor employees have tested negative for COVID-19 48 hours prior to start of work.
Documentation of negative retesting is required every 30 days. This project qualifies as Highest Risk Patient Area.
B.9 INFORMATION SECURITY:
In accordance with Appendix A, Handbook 6500.6 Checklist blocks 7, the C&A requirements do not apply to this requirement, and Security Accreditation Package is not required. The nature of this requirement is technical; however, there is no information to be protected.

B.11 PERIOD OF PERFORMANCE:
Commencement of work shall begin within 10 days after receipt of written Notice to Proceed (NTP) and should last no longer than a duration of 730 calendar days after date NTP is issued.
B.12 SUBMITTALS:
1. This project involves renovation of existing buildings and systems and requires thorough surveys and preparation of comprehensive and detailed shop drawings by the contractor based on surveys.
2. Contractor shall submit a detailed construction schedule including proper time allowed for field investigation of existing conditions and preparation of shop drawings. All required material/shop drawing submittals shall be submitted to the Contracting Officer for approval. No materials shall be installed prior to approval.
3. All material submittals and shop drawings shall contain, and have the Project Title, Project Number, and Contract number clearly indicated.
4. Material submittals and shop drawings shall be checked and signed by the Contractors Quality Control Manager prior to submission to the Government.
5. Submittals shall be legible and shall include all technical data needed to verify that the item meets requirements of listed specifications, and applicable codes.
