2. Contract TITLE: EHRM Infrastructure Upgrades – Long Beach
3. Background In May 2018, the Department of Veterans’ Affairs awarded Cerner a contract to take over the management of Veteran healthcare records, replacing the legacy VistA Electronic Health Record (EHR) system and merging the new Cerner EHR system with that of the Department of Defense. Cerner has published a guideline (‘OEHRM Requirements Specification Version 1.6’, dated April 16, 2020) that details requirements for cabling, data throughput, electrical, and Heating Ventilation and Air Conditioning (HVAC) infrastructure that the facility is not capable of meeting. This project will make upgrades to deficient infrastructure to prepare for Cerner EHRM (Electronic Health Record Modernization) implementation. Upgrades will be made to Telecommunication Rooms and Data Centers in the following buildings: 1, 2, 5C, 6, 8, 50, 126, 126A(OP), 138, 149, 150, 160, 161, 164, 165, 166. Upgrades will also be made to clinical and administrative spaces supported by the Telecommunication Rooms.
4. OBJECTIVE
A. SCOPE OF WORK
i. General Requirement: Provide all labor, materials, tools, equipment, engineering, and services to renovate Information Technology (IT) Infrastructure and related building systems on the main campus of Long Beach VA Medical Center (LBVAMC). The affected areas are 45 (forty-five) telecommunications rooms (TRs) and two (2) server rooms on the main campus of LBVAMC. The project will require a substantial significant renovation to IT Infrastructure in seventeen (17) buildings, including substantial replacement of structured cabling in 10 (ten) buildings. The project will upgrade structured cabling in support of the forthcoming Cerner Electronic Health Record Modernization (EHRM) mandate from the Department of Veterans Affairs in conjunction with the Department of Defense. This will include modification to the existing cabling infrastructure; architectural, structural, mechanical, electrical, plumbing, and fire protection system upgrades as necessary. No area be added to increase the square footage of the existing spaces.
ii. Project Scope: Provide construction services to include all labor, materials, tools, equipment, engineering, and services for the modification and renovation of 45 (forty-five) TRs and two (2) server rooms to accommodate new structured cabling, temperature and humidity monitoring, installation of additional power, and HVAC upgrades. Construction includes installation of structured cabling and pathways to end user devices (EUDs) throughout the facility, including movement and replacement of furniture and/or equipment as necessary to complete the work. EUD equipment to be disconnected and reconnected includes but is not limited to phones, computers, medical equipment, and wall mounted TV/monitor/screens. Hospital services shall remain operational during construction.
iii. Use of and adherence to the local cabling standard IT-SOP #07-013 Cable Installation, Revision 2, updated 21 February 2020 is required for acceptance of this project.
B. SPECIFIC REQUIREMENTS
i. General Construction services:
1. The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the project as indicated by the contract documents. The project includes but is not limited to trades required for the complete renovation of the IT Infrastructure as part of this project. Provide allowance for additional 2.5% structured cabling infrastructure to EUD’s; any unused portion of allowance to be returned to the VA.
2. Shadpour Consulting Engineers, Inc is the project Architect/Engineer (A/E) hired by the VA and has prepared drawings and specifications which are part of this SOW and are contracted for the completion of this project.
3. All employees of the general contractor and subcontractors shall wear visible identification issued by LBVAMC Police at all times while on the premises of LBVAMC and comply with the LBVAMC Police’s security management program and obtain permission of the LBVAMC police, be identified by project and employer, and restricted from unauthorized access.
4. The general contractor and subcontractors shall park in the appropriate designated areas. Information on parking is available from the project COR. LBVAMC shall not invalidate or make reimbursement for parking or traffic violations of the general contractor or subcontractors under any conditions.
5. Smoking is strictly prohibited anywhere on the premises of LBVAMC.
6. Prior to commencement of work, the general contractor shall confer with the COR and CO to agree on a sequence of procedures; means of access to premises and buildings. All work performed, to include delivery of materials and equipment, shall be made with minimal interference to Government operations and personnel.
7. Prior to commencing work, the general contractor shall provide proof that an OSHA certified “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general contractor or subcontractors are present.
8. Prior to the commencement of work, the general contractor shall conduct a site walk with the VA COR, VA Safety Manager and VA Infection Control Agent.
a. The general contractor shall establish and maintain a fire protection program in accordance with 29 CFR 1926.
b. The general contractor shall implement the requirements of the VA Infection Control Risk Assessment (ICRA) team, including the establishment and maintenance of a dust control program.
c. After completion of the site walk, the general contractor shall submit required permits for approval in compliance with the contract documents.
d. Contractor will provide all documentation per Specifications and validated by the submittal registry to the COR prior to work.
9. Work performed outside the normal hours of coverage shall be approved by the COR.
C. CONSTRUCTION COST
i. Per contracted amount.
D. ENVIRONMENTAL/OCCUPATIONAL SAFETY AND HEALTH (EOSH)
i. EXPECTATION: All General Contractor submissions for project shall contain language that addresses all applicable EOSH requirements.

iii. Specifications
1. The VA Master Construction Specifications contain work procedures and material requirements designed to meet regulatory compliance requirements. Except where superseded by the Contract Documents or where unavailable, the Master Construction Specifications must be used as the basis for project requirements.

E. SITE SURVEY
i. EXPECTATION: Contractor will make site visits as necessary to survey existing conditions.
ii. Make site visits as required to determine existing as-built conditions affecting this project -- may include power metering, air flow testing, utility survey, EUD survey, etc.
1. Provide any civil, structural, architectural, electrical, and mechanical investigative work including exterior site work, of both existing and designed systems necessary to ensure the accuracy of the design.
2. Prepare any measured drawings of existing systems of facility required to insure the accuracy of the design.
iii. Provide a CIH to evaluate the impacted building areas for asbestos.
iv. Provide a CIH to evaluate the impacted building areas for lead based paint.
v. NOTE: Information including drawings and other documentation provided to the general contractor is used as reference only. All additional references and specifications are available in VHA’s Technical Information Library at address http://www.cfm.va.gov. AutoCAD background drawings will be provided by the VA upon request.
vi. The general contractor shall field verify all dimensions. Coordinate site visits with the COR.
5. REFERENCES
A. The contractor shall prepare all required documents for review and approval by the VA in accordance with standard professional practice and the Department of Veterans Affairs Statement of Work. Preparation of documents shall be in accordance with the latest editions of the following criteria.
