About this file

This document is an Amendment (0002) to a Request for Quote (RFQ) for fire alarm inspection, testing, maintenance, and repairs at the Walla Walla VA Medical Center (VAMC) and Lewiston Community-Based Outpatient Clinic (CBOC). The amendment incorporates 32 questions and answers (Q&A) and updates to the RFQ document, with key clarifications including: 4 vault rope tamper switches to be replaced, testing frequencies limited to quarterly, semi-annual, and annual inspections, and no travel reimbursement for non-urgent repairs. The contract covers base year 8/15/25-8/14/26 with two option years, involving fire alarm systems across 24 buildings (23 on Honeywell system, 1 on Simplex system). The offer due date has been extended to 8/5/2025 by 5:00 PM, and the solicitation requires barcoding of devices and use of a non-proprietary reporting database.

The amendment provides detailed responses to vendor questions about system requirements, testing protocols, repair response times, and administrative procedures. Notable clarifications include: urgent repairs must be responded to within 4 hours, some buildings will require VA escort for access, PDF reports are preferred over paper documentation, and the contractor must follow the most restrictive standards between NFPA and Joint Commission guidelines. The VA will not provide universal keys, and while Building Reports is recommended, alternative non-proprietary reporting platforms may be acceptable with COR approval. The solicitation requires Simplex Manufacturer Authorization despite only one building having a Simplex system, and the contractor will need to coordinate closely with VA staff for site access and testing procedures.

Questions & Answers 1-32 36C26025Q0599

Q1. Does the Agency have an incumbent for this requirement? If so, could you please provide the contractor's name and contract number?

A1. There is no incumbent. This is a new opportunity.

Q2. Line Item 0004 – WWVAMC Vault Rope to OS&Y Tamper Switch Replacement – please confirm the expected pricing format. Should we submit pricing for tamper switch replacement service, or do you prefer unit pricing per switch? If unit pricing is preferred, kindly provide the quantity of switches required.

A2. Price line item 0004 as a one (1) JOB to replace 4 tamper switches.

Q3. The SOW states; “The WWVAMC maintains 24 buildings and one VA leased clinic. 23 of the buildings are on a Honeywell System while building 68 and the VA leased clinic is on a Simplex system.” However, in the attachments, you are only showing the fire alarm systems/devices for 15 buildings—T1/T2, 145, 68, 74, 78, 80, 48, 49, 75, 76, 81, 77, T-7, 41 &

63. There are no FA systems or devices listed for the Lewiston CBOC. Are there fire alarm systems in the 8 other Walla Walla managed buildings? Will those Fire alarm systems/devices be forthcoming?

A3. Yes, there were as built documents provided for all buildings except 86 and Lewiston. Unfortunately, we do not have documented device counts or as builts for either one of those buildings.

Q4. SOW D. Scope @2 …replace all vault rope tamper switches to OS&Y switches. How many Vault Rope tamper switches are there?

A4. 4.

Q5. SOW D. Scope 3) ii …duties include inspecting and testing all associated devices to comply with annual and 4 year requirements. What does NFPA 72 require in year 4? OR is this a Joint Commission new requirement?

A5. There is not an explicit requirement in year 4, the intent of the requirement is to make sure that all non-annual inspections are performed such as smoke detector sensitivity testing the first year after initial installation and then every two years thereafter as required by

NFPA 72.

Q6. The Joint Commission requires supervisory switches to be tested quarterly. Are buildings with duct smoke detectors programmed as a supervisory signal, or as full blown alarm signals?

A6. Some are programmed as supervisory only and some are programmed to go into alarm signal. This information should be for all buildings in the matrix of operations on the as builts for the system. Due to the lack of information that the VA has for Building 86 and the Lewiston Clinic, part of the first inspection for that building will be to determine what signals are sent for devices and to document that moving forward to determine what periodicity they should be tested.

Q7. SOW L. Work hours …Any scheduled work that is disruptive to the tenants during the quarterly and semi-annual tests (testing audible devices, elevator testing, fan shutdown, etc) shall be performed after building occupants normal for the following buildings: 48, 49, 86, 140, 143, 145, and 74. The highlighted buildings were not in the list of buildings on the Fire alarm device attachments—Will those be forthcoming? Also, notification devices (audible devices) elevator testing and fan shutdowns are only due annually by third party companies—not quarterly or semi-annually. Will you be requiring audible devices, elevator testing and fan shutdowns to be testing more than annually?

A7. The available drawings are already included. No, those devices will not be required to be tested more than what NFPA and The Joint Commission require.

Q8. I am writing this email to kindly request if there's any additional drawings available for the solicitation 36C26025Q0599, especially for the Idaho Facility.

A8. There are no other available drawings other than what is currently listed on Contract Opportunities for this solicitation (23 individual drawings). The drawings for the Building 86 and Idaho facility are not available.

Q9. How many vault rope tamper switches need to be replaced?

A9. Reference A4.

Q10. Are any of the vault rope tamper switches located in confined spaces?

A10. Yes, some, but not all, of the rope tamper switches are in confined spaces.

Q11. Paragraph i on page 12 (Item 4) states that only up to 2 hours of travel reimbursement is authorized per urgent repair response. For Notifier ESDs located 2 to 3 hours away (4–6 hours round trip), is this travel time restriction negotiable or subject to revision?

A11. Not at this time. The VA wants to provide some compensation for travel as these urgent problems will require deviation from the company’s normal operations.

Q12. Paragraph ii on the same page limits the not-to-exceed (NTE) labor hours to 4 hours per urgent repair event, including travel time, unless approved in advance. Given the travel times mentioned above, can this 4-hour cap be waived with prior approval?

A12. Please see clarifications and revisions in red text under SOW section I.4.ii. There will always be an NTE cap on the labor hours to respond to urgent repairs. The intent of the urgent repairs is to: 1) Diagnose the issue and 2) Perform the fix if the parts are readily available. If the fix for the urgent repair is well known and straightforward, then there may be room to negotiate this cap, with prior approval from CO or COR, depending on if the fix will take longer than the NTE. However, if the issue is unknown, the government believes that 4 hours for troubleshooting is ample enough time to determine what the issue is. If it can’t be fixed while they are on site, the issues will then be documented with a CFR report and handled as such once the diagnosing has been completed.

Q13. Paragraph I.5.ii states that no travel reimbursement is authorized for non-urgent repairs or parts delivery. Does this mean repairs should only be performed when already in town for another reason?

A13. After request and approval is received by the COR, the non-urgent repairs should be completed within response time for non-urgent repairs according to SOW I.5.v.

Q14. If non-urgent repairs are needed sooner, can travel hours be reimbursed with prior approval from the CO or COR?

A14. Not at this time.

Q15. Hourly rates are requested for regular and overtime (1.5x) work. Can we also submit holiday labor rates, especially for urgent repairs performed on federal holidays as defined in paragraph L.3?

A15. Only straight and overtime rates are provided.

Q16. H.2.ii states all devices must be barcoded prior to initial testing. Can this barcoding be completed during regular working hours in all buildings?

A16. Yes, there will be some coordination that the COR will need to do with the medical facility to make this happen if the contractor understands to move themselves and their ladders out of the way of staff or patients walking in tight hallways.

Q17. Will technicians be provided with a universal key or set of keys for access to all required areas?

A17. No, universal keys will not be provided.

Q18. If not, will VA escorts be required?

A18. For some of the time, yes, realistically there are buildings that the COR can let the contractor freely do without an escort after the COR provides the access the contractor needs. The buildings that require an escort are as follows: 74, 143, 140, 145, 48, 49, and

86. This only applies to the building report barcoding line item; the COR recognizes that due to the nature of annual, semi-annual, and quarterly testing that it is much more efficient to keep the contractor moving, since we can’t give out keys, with an escort as well as interface with staff or patients in the event of any questions or concerns with the testing.

Q19. If VA escorts are required, can the specific areas that need escorting be identified in the

RFP?

A19. Refer to A18 for the specific buildings that require an escort. Understand that inspections and testing go much faster when the COR is there to escort during the majority of the inspection.

Q20. H.1.i mentions binders. Does the VA still require paper copies of reports and documentation to be maintained onsite by the contractor?

A20. No, the VA was under the impression that maintaining paper copies was still a requirement of The Joint Commission. The VA expects to receive PDF copies of the reports containing the information required in EC.02.03.05 EP 28.

Q21. Is “Building Reports” the required third-party reporting platform for this contract?

A21. While our facility recommends using “Building Reports” if there is a different non-proprietary database software that can meet the reporting and barcode requirements for The Joint Commission then the contractor can utilize that platform.

Q22. Alternatively, can a Honeywell-integrated reporting solution like Connected Life Safety Services (CLSS) be used if it meets the same reporting standards and is compatible with Notifier systems?

A22. The COR is under the impression that Honeywell integrated products are proprietary and thus don’t meet the non-proprietary requirement in H.2.ii. However, if the contractor can provide documentation within their proposal that this reporting solution is non-proprietary the COR may approve that solution.

Q23. Section D – Scope – Item 3.i.1 states testing frequencies from NFPA 72 shall be used.

The most current edition of NFPA 72 defines inspection and testing activities which are to be performed daily, weekly, monthly, quarterly, semi-annually, and annually. Can you please clarify which of periodicities are to be included in our quote? Typically, we’ve seen daily, weekly, and monthly tasks performed in house by VA staff, with the quarterly, semi-annual, and annuals being contracted out.

A23. Only quarterly, semi-annual, and annual should be the periodicity included in the quote. Section D served as a broad overview of the inspection task while Section G clarifies which periodicities the contractor is responsible for.

Q24. Is the 4-hour on-site technician requirement defined by Section D – Scope – Item 3.iii paid for utilizing CLIN X003 (X005 in base year)?

A24. Correct.

Q25. Will the VA provide their elevator company to assist with the elevator recall function testing?

A25. The VA has tested this functionality in the past without an elevator company as the VA can provide access to the devices within the elevator shaft, access to the elevator mechanical room and keys to be able to recall the elevator to a normal condition. If the contractor finds that the fire alarm system for the elevator is not functioning properly and it is not an issue that the fire alarm contractor can resolve the VA will coordinate a site meeting with the elevator company to resolve the issue as part of the CFR process.

Q26. If NFPA and the Joint Commission Standards are in conflict, for example periodicity requirement for inspecting or testing a particular device, which standard should take precedence? The 2025 editions of NFPA standards were recently published and released, the Joint Commission may not be in sequence with NFPA revisions.

A26. Whichever standard is the most restrictive, for example: If NFPA requires alarm initiating devices to be tested Annually, but The Joint Commission requires them to be tested semi-annually the contractor will test them semi-annually to meet the intent of both standards.

Q27. Can you please provide the most recent annual inspection reports for all buildings? For buildings with recently installed fire alarm systems (recent as in the last year), can you please provide the date of completed installation/acceptance testing? This will be needed for us to understand how and when annual inspections are to be scheduled. I see Section D states this contract is to establish a fresh start of periodicity for testing; however, we still need to comply with the Joint Commission grace periods from the date of the previous inspections and testing.

A27. The system was accepted on December 15th of 2024 and has not been inspected yet. Considering this, when the contract is awarded, the VA would want the Annual inspection to occur ASAP after the initial kickoff meeting.

Q28. Section H – Deliverables – item 2 requires barcoding all devices for a non-proprietary database. In the Price/Cost Schedule it references Building Reports. Can you please confirm if Building Reports is the desired software for documenting the inspection and testing results?

A28. Refer to A21.

Q29. Can you please provide an estimate quantity of vault rope temper switches that need to be replaced?

A29. Reference A4.

Q30. Section I.4 specifies urgent repairs are to be responded to in 4 hours, which is further supported by Section D.3.iii. However, Section I.5 for non-urgent repairs does not state a minimum on-site response time. Would it be acceptable to be on-site within 2 business days for non-urgent repairs?

A30. Reference SOW I.5.v.

Q31. Section K.1.viii states contractors are to provide Simplex Manufacturer Authorization.

Given that only 1 building contains a Simplex System, and repairs are not covered under this contract for that building, only inspection and testing is required, which can be performed by any fire alarm technician, would you consider removing this requirement from the solicitation?

A31.The VA will not be removing this requirement from the solicitation. For clarification, Building 86 has the same requirements (urgent and non-urgent repairs) as the rest of the buildings at the Walla Walla VAMC facility. Only Lewiston CBOC requires inspections only and urgent/non-urgent repairs are not included at this location.

Q32. Will an extension to the offer due date and time be provided following the release of responses to RFIs?

A32. Extension granted to 8/5/2025 by 5:00pm.
