3. The labor rate shall be a flat, hourly rate to cover the entire effort and shall be burdened to include:

i. Direct production labor hour functions only. Direct production labor hours are hours of skilled labor at the journeyman level expended in direct production.

Direct production is defined as work performed by a qualified craftsman that is directly related to the alteration, modification, or repair of the item or system identified as needing alteration, modification, or repair. The following functions are identified as direct production: fire alarm technicians, plumbers, electricians and/or skilled or general laborers.

ii. Non-production labor hours (whether charged directly or indirectly by contractor's accounting system) shall be for labor in support of production functions. For purposes of this SOW requirement, support functions are defined as functions that do not directly contribute to the alteration, modification, or repair of the item or system identified as needing alteration, modification, or repair. Necessary support functions should be priced into the burdened rate for production labor hours. Examples of support functions include: Testing, Quality Assurance (inspection), Engineering (support), Planning (including involvement of craft foreman/journeyman in planning a task), Estimating (including determination of necessary materials and equipment needed to perform a task), Material Handling, Set-up (moving tools and equipment from shop to ship to perform a task), Fire Watch, General Labor (including general support of journeyman tasks), Cleaning (including debris pickup and removal), Surveying, Security, Transportation, and Supervision.

iii. For clarification purposes, this section also applies to any Subcontractor labor hours used. Markup material rates may not be used on subcontractor labor hours.

4. Urgent Repairs: Upon COR notification of an urgent repair, the Contractor shall respond within four (4) hours (any day, 24 hours/7 days a week) to resolve.

i. For urgent repairs only, up to two (2) hours of travel reimbursement is authorized per response, if used/applicable. Contractor shall be required to demonstrate travel number of hours up to the two (2) hour threshold (for example, if Contractor is only 30 minutes away, only one (1) hour of travel time should be reimbursed). Any additional labor hours are based on time of check-in/out of each technician at the facility, which is mandatory.

ii. For urgent repairs specifically, the Contractor shall respond within four (4) hours and then troubleshoot the issue within four (4) hours. Not to Exceed (NTE) for troubleshooting labor hours is four (4) hours per event (including travel hours) unless approved by the CO or COR in advance. Contractor may also invoice up to two (2) hours of travel reimbursement in addition to the four (4) hours. If approval was NOT received in advance, the Contractor shall only charge four (4) hours for troubleshooting on invoicing. There is no NTE for materials. If the issue is more complex and cannot be resolved without additional parts and troubleshooting, see section

5. procedures below (CFR). Contractor should also notify the COR and obtain approval.

1. These statements are not to be construed as the Contractor’s approval to exceed the line item ceiling price. See below procedures in section I.7.

5. Non-Urgent Repairs and Parts Rider: Upon request and approval of the COR, the Contractor shall perform non-urgent repairs for fire alarm systems to NFPA standards. The COR will provide an initial Condition Found Report (CFR) – see Appendix A, with general details for the Contractor to complete.

i. The COR will communicate to the Contractor if normal and/or after hours work hours shall be used for each request. See section L for hours.

1. If normal work hours are requested by the COR, the Contractor shall only invoice for these hours unless the work overlaps into after hours and Contractor receives in advance approval from the COR to continue work at the after hours rate.

2. If the COR requests repairs during normal work hours and Contractor chooses to begin work before or after hours, only the normal work hour rate shall be invoiced.

3. If COR has requested normal work hours and Contractor has a logical reason why work should begin after hours (i.e. safety, shutdown coordination), these facts will be communicated to the COR.

Contractor must receive advance approval from the COR to use after hours rate.

ii. No travel reimbursement is authorized on non-urgent repairs or parts rider.

Labor hours are based on time of check-in/out of each technician at the facility, which is mandatory.

iii. Upon Contractor’s receipt of a CFR, the Contractor shall submit the following information on the CFR to the COR before work is approved to begin:
