About this file
This document is a Questions and Answers (Q&A) response file for RFI Solicitation 36C25926R0032 regarding a SCI Rehab Apartment renovation project. The file addresses 15 clarifying questions (numbered 41-55) submitted by prospective contractors regarding project specifications, staffing requirements, construction methodologies, and technical details.
Key project clarifications include: (1) Spec section 01 45 00 on quality control is required and applies to this design-bid-build project with staffing at appropriate levels; (2) Concrete coring and cutting should occur during normal Monday-Friday business hours with coordination required with the Contracting Officer Representative (COR); (3) 4-inch wall studs are specified per as-built drawings for hospital-standard strength; (4) Negative air ductwork should be routed in the ceiling if feasible; (5) Material staging space is available at the Service Level Main Concourse; (6) Contractors must propose kitchen table manufacturers and models referencing past installations rather than being prescribed by government; (7) The superintendent may serve as QC Manager and Site Safety and Health Officer if qualified and time-available; (8) The project is tax-exempt with NCO 19 to provide the certificate. Additional clarifications address window replacement inclusion (project 554-23-101), structural steel requirements per drawings 04-SS-000 and 04-SS-101 subject to engineer review, existing conduit raceway reuse if NEC-compliant, ICRA barrier installation to existing suspended ceilings with plastic dust barriers, deletion of the standard movable residential table in favor of the retractable ceiling-mounted motorized table, and confirmation that Panel 04-NL12 is an existing panel in room H1-132.

SCI REHAB APARTMENT SOLICITATION 36C25926R0032
Question No.
Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE
41 01 45 00
The quality control spec section appears to written in terms of a design build project with extensive requirements for a QC team. We do not believe this is required for this level of a job. Please advise on the onsite personnel required for this job?
Spec section 01 45 00 is a required part of this project. This spec section covers both design bid build(DBB) and DB Desing Build(DB). This project is DBB. The General Contractor shall provide staffing of appropriate levels and experience.
Will any concrete coring/cutting need to happen after normal working hours?
While some outages for utilities tie in may be required after normal business hours. Noise and vibration activities are preferred to be done during the day Monday-Friday. Always coordinate with the COR.
43 04-AI-601
On sheet 04-AI-601, the wall types call out 4” studs. Please confirm if this should say 3-5/8” and not 4” as this doesn’t match the door and jamb types as well as not being a standard size?
4” wall studs are often used in hospitals because of their added strength for the attachment of wall-mounted equipment. In addition, 4” studs are shown in as-built drawings.
44 04GI-002
During the site visit it didn’t appear that the negative air would have adequate space to exhaust in the corridor ceiling space. Would it be acceptable to run exhaust just below the ceiling height out to the specified window?
Run negative air ductwork in the ceiling if feasible, otherwise route ductwork as close to the ceiling as possible without disrupting fire alarm or fire sprinklers present. Obtain approval and coordinate with the
COR.
Will the contractor be able to use space down in the loading bay/ dock for staging material as this is a small area to work in?
In the past for other projects, we have set aside space in the Service Level Main Concourse for staging materials.
Coordinate with the COR.
The SOW describes a very unique requirement for the kitchen table. Can you provide the desired manufacturer and model number for the kitchen table requirement?
We cannot tell the GC the required manufacturer. The GC shall propose a manufacturer and model in their submittal. To see what has been installed here in the past see attached “table submittal 2014.pdf”
Can the Superintendent be the QC
Manager and SSHO on this project?
Yes, if qualified for those roles and he/she is able do multiple roles with respect to time available.
Is this project tax exempt?
Yes NCO 19 to provide certificate.
Will the damaged window be replaced on a different project or are we to replace the window for the ICRA
This project 554-23-101 includes a window replacement. See drawings page 04-GI-002
Is the structural steel required for the patient lift? If the company can install lift system without structural steel, would it still be required
See information on pages 04-SS-000 and 04-SS-101 showing required engineered lumber. Any deviation proposals from a lift manufacturer will be reviewed by the A/E structural engineer for consideration.
Will we be able to use existing conduit raceways if old wiring has been removed?
Yes, if raceway condition is good and NEC code compliant (size, etc.). The contractor shall ensure that all circuits serving areas outside of the work zone remain in service. Provide new raceways and conductors if and where needed to accomplish continued service to adjoining areas.
Where will we be able to set up an office
Coordinate with the COR for a location near the work site. It is not a private office. It does have lighting and a 120 V outlet. The General Contractor (GC) shall keep all personal belongings 1. neat, 2. secure at all times, and 3. put away, like in a locked job box, at the end of the day.
Does the ICRA wall only have to go to grid, or does it have to go to underside of deck
The ICRA hard barrier shall be attached to the existing suspended ceiling. Install a plastic barrier to the desk above. This will keep dust from travelling into our ceiling plenum and help maintain negative pressure.
Page 6 of 90 under 2.0 – Statement of Work – one of the bullets under this section, addressing the kitchen table, states “The table shall be retractable, ceiling mounted, motorized, 120 V, with a wall mounted SPDT up/neutral/down controls . . .”. Is this correct as the plans refer to a “Standard Movable Residential Table” (see Drawing sheet 04-AI-501 Keynote 17)? The only ceiling mounted system in the specifications refers to a “Ceiling Mounted Patient Left System”, Section 11 73 00, on page 328 of 708.
The retractable table is a part of this project. Field coordinate location with the COR. A Standard Movable Residential Table shall be deleted from the requirements. See question 46 above.
Clarification on Panel 04-NL12 On sheet ES-802, Panel 04-NL12 is shown under New Panel Schedules.
However, this panel is not indicated on sheet ES-801 – Existing Panel Schedules.
Please confirm whether Panel 04-NL12 should be treated as a new panel or an existing panel.
If this panel is to be treated as new, kindly provide the following:
• Single Line Diagram (SLD)
• Feeder size and routing information
Panel 04-NL12 is an existing panel in room H1-132.
