About this file

This is a Master Specifications document for the Department of Veterans Affairs VHA establishing standardized requirements for conducting concrete and civil site repairs at VA Medical Centers. The specifications are organized by construction divisions and sections, with a revision date of March 1, 2026, and reference standards current through May 2024. The document encompasses general requirements, existing conditions, finishes, earthwork, and exterior improvements, with specific divisions addressing demolition, painting, earthwork operations, dewatering, cement and concrete for exterior improvements, pavement markings, and planting.

Key requirements include comprehensive safety and infection control protocols, with mandatory compliance to OSHA 29 CFR 1926, USACE EM 385-1-1, and NFPA standards. Contractors must establish an Accident Prevention Plan, conduct Activity Hazard Analyses for all work phases, provide a full-time Site Safety and Health Officer, implement tuberculosis screening for all employees, and maintain detailed mishap reporting with investigation capabilities. The specifications mandate security procedures including badge requirements, vehicle authorization, document control protocols, and restrictions on photography at VA facilities. Contractors must obtain access to VA TRIRIGA CPMS at their own expense through the licensing portal at valicensing.oncfi.com, maintain as-built drawings, develop a comprehensive warranty management plan with equipment tagging and extended warranty documentation, and comply with protection requirements for existing vegetation, structures, utilities, and improvements. Additional requirements include dust control measures, fire safety compliance, fall protection protocols, and coordination with facility operations to minimize disruption to 24-hour VA medical center functions.
