See “SOW r2 proj 554-23-103 Replace OR Booms.docx”.

33. In section 2.16.2.1, it calls for a surgical light of 29.6in. As there is no standard surgical light diameter and the size of surgical lights vary between the major manufacturers, would a slight deviation from this size be an acceptable alternate? For example, the Amico Ice30M is 30in in diameter, only a 0.4in difference that will have no clinical or construction impact.

Answer. Yes, within 0.5 inch of diameter specification would be acceptable.

34. Where will workers be able to bring material into the building and can an overall floor plan showing this location be provided?

Answer. We have one loading dock. It is available for use by Contractors, at the Service Level below the Visitor’s North Parking Garage. This loading dock provides access to the Concourse Service Level. Use the East 17th Place Entrance. See “Drawings proj 554-23-103.pdf”.

Answer. For construction debris, the Contractor shall remove debris off site and dispose of properly. For equipment carefully removed by the Contractor and turned over to the VA, it shall be palletized and delivered to Supply Chain Management Service, Warehouse, Building K, Service Level.

37. Can you confirm that cabling through the booms to connect the Stryker, Olympus, and Siemens equipment to either the integration systems (for the ORs) or directly to the monitors (for the GI/Bronch/ERCP rooms) needs to be back-pulled, re-pulled, and reconnected by the contractor?

Answer. Yes, that will work will need to be done by the contractor.

38. Please advise if the quantities indicated in the SOW (r2) should supersede quantities determined from a takeoff. For example, the 4k monitors, item 2.17.6, have a quantity of 22 listed however I am coming up with a quantity of 29 ea. (4 in each OR and 1 in ERCP2). I will point out that the equipment SOW actually never directly indicates to provide these monitors but simple indicates that a monitor arm that can support a 32” monitor be provided. Several locations call to receive an existing 26” monitor, so it appears the remaining locations would get new monitors.

Answer. 22 total quantity, 3 in each OR room 1-5, 4 in OR 6, and 3 in OR 7, SOW states using existing 26” monitors for GI rooms 1-4, ERCP 1 and 2 (correction to the SOW, it should state using existing 26” monitor for this room), and bronch. It states in SOW specifications using two existing 60 inch monitors in the OR7. See “SOW r2 proj 554-23-103 Replace OR Booms.docx”.

39. The required salient feature in section 2.17 of the updated SOW states:

2.17.1Equipment must be compatible with current Stryker OR Integration system
2.17.1.1Ability to control the lights, in-light cameras, and monitors from the current Stryker OR Integration system

a. We find these requirements to be overly restrictive because only Stryker can control the current Stryker OR Integration system. Draeger’s system is open-architecture and compatible with any vendor that will accept our technology “handshake.” In the interest of “fair and open competition,” can this requirement be removed?

Answer. No, it must be compatible to integrate with the current Stryker system in place, the VA does not plan to remove or replace our current OR integration system due to vendor incompatibility.

b. If not, will the COR require that Stryker make their system available to other vendor’s devices for integration?

Answer. No, that would be up to Stryker not the VA.

40. Per 2.17.6.1 of the updated SOW, OLED technology is required for the OR monitors. This requirement is overly restrictive as only one vendor currently provides this outdated technology.

a. In the interest of fair and open competition, can the requirement be revised to state; OLED or comparable technology?

Answer. Yes, this can be revised to OLED or comparable technology

b. If not, will the VAMC get a written confirmation from the vendor that they will replace the OLED monitors at no charge if “burn-in” occurs within 3 years?

Answer. See answer 40.a.

41. Will resoliciting this procurement under the surgical and medical instrument NAICS code be considered?

Answer. The VA has reviewed the Statement of Work and does not find it appropriate to resolicit the requirement under a surgical and medical instrument NAICS code. The solicitation will continue under NAICS 236220 Commercial and Institutional Building Construction.
