Government per FAR Part 15.101(a), Tradeoff Process. Factors 3-5 will be evaluated in Phase II and are listed in descending order of importance. The combined non-cost/price factors are significantly more important than price. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror if it is in the best interest of the Government.

Phase I:

Factor 1 – Past Performance

Factor 2 – Technical Approach

Phase II:

Factor 3 – Technical Solution

Factor 4 – Schedule

Factor 5 – Price

In addition to the general standards of responsibility found at FAR 9.104-1, in accordance with

FAR 9.104-2, the special standards of responsibility described below apply to this procurement.

Offerors who fail to meet any special standard of responsibility will not be eligible to receive contract award.

Factor 1 – Past Performance:

(a) Solicitation Submittal Requirements:

Offerors shall submit up to five (5) recent and relevant projects where the offeror performed

Architecture and Engineering services, and up to five (5) recent and relevant construction projects as defined below. If a completed Construction Contractor Performance Assessment

Reporting System (CPARS) evaluation is available, it shall be submitted for each project. If an offeror does not have a completed CPARS for past performance on either construction projects or A&E projects, then the offeror should submit Past Performance Questionnaires (Attachment) for each project for both Construction Experience and Design Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, then the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the reference noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with references to help ensure timely submittal of questionnaires. If the reference requests, questionnaires may be submitted directly to the

Government’s point of contact, Rebeca Hinz, rebeca.hinz@va.gov

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted. Offerors may also address any adverse past performance issues.

Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

mailto:rebeca.hinz@va.gov

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the reference’s unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

(b) Basis of Evaluation:

The contracting officer shall review relevant performance information on each offeror based on

(1) the past and present efforts provided by the offeror and (2) data independently obtained from other government and commercial sources. Relevant performance includes performance of efforts involving a project that includes an addition to an active medical center that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation. A recent project is defined as being completed within five years of the issuance date of this solicitation.

The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors that will perform major or critical aspects of the requirement will not be considered as highly as past performance information for the principal offeror. Design Build Projects will be rated more favorably. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Unknown Confidence," meaning the rating is treated neither favorably nor unfavorably.

Factor 2 – Technical Approach:

(a) Solicitation Submittal Requirements:

Provide a brief narrative (page limitation: three (3) page (in 12-point Times New Roman font) for brief narrative) describing the offeror’s method to manage the project to achieve design and construction objectives as described in the RFP. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative:

1) Design Approach: Describe the techniques and methods for an efficient, effective design and;

2) Construction Approach: Describe the techniques and methods for this construction project to include coordination with the design packages, projected timelines and coordination of all aspects of the phasing.

(b) Basis of Evaluation:

The basis of evaluation will include reviewing the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.

Factor 3 – Technical Solution

(a) Solicitation Submittal Requirements:

Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:

• Describe how your team will maintain continuous and un-interrupted operation during design and construction services necessary to build the Emergency Department and Support

Expansion addition.

• Describe your team’s Quality Control Plan, listing specific tests or actions.

Narrative shall not exceed twenty (20) single-sided pages, up to 10 supplemental concept drawings may be provided to supplement the narrative. The plans provided by the Station to describe the scope of work may be included and modified, and do not count against the drawing page limit.

(b) Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering and construction requirements of the project. The Government will evaluate the offeror's technical solution to determine adherence to the technical requirements of the RFP.

Factor 4 – Schedule

(a) Solicitation Submittal Requirements:

(1) The progress schedule will be in a time scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including:

a. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal Quality Assurance/Quality Control plan reviews, etc.).

b. Construction Period: Mobilization; Demolition method and sequencing; plans to avoid utility outages; submittals and material delivery; generator relocation etc.

c. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities.

d. Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (in order to establish a common baseline among all offerors, assume NTP date of November 30, 2020) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and post-construction submittals, close-out. Use period of performance listed on the solicitation.

(2) The offeror shall specify how much allowance has been made for bad weather in the schedule, the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

(3) Short Schedules - The offeror will provide a written commitment as to the time frame

(number of days after receipt of the notice to proceed) within which the offeror will guarantee completion. The maximum anticipated completion of this project (including design and construction of the entire project) is indicated in the SOW. Shorter schedules

(must include required Government review times), if obtainable, will receive more favorable scoring. The offeror’s schedule will establish the contract completion date and will be incorporated into the award.

(b) Basis of Evaluation:

The basis of evaluation will include the bar graph detailed schedule considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements for the construction period and general project delivery. The Government will evaluate the likelihood that the work will be performed in accordance with the stated schedule given the technical requirements of the RFP.

Factor 5 – Price

(a) Solicitation Submittal Requirements:

(b) Basis of Evaluation:

Price will be evaluated for reasonableness, and to confirm the proposed price does not exceed the amount of funding available for the procurement. Pricing shall be entered into the Bid Schedule located within the solicitation above. Price analysis will be performed using one or more of the below techniques to ensure a fair and reasonable price:

1. Comparison of proposed prices received in response to the RFP.

2. Comparison of proposed prices with the Independent Government Cost Estimate.

3. Comparison of proposed prices with available historical information.

4. Comparison of market survey results.

ADJECTIVAL RATINGS/DESCRIPTIONS

The assessment process for factor 1 will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or

Unknown Confidence.

Past Performance Evaluation:

Past Performance shall be evaluated when using the two-phase design-build process in accordance with FAR 36.303-1. For Factor 1, based on the evaluation of all recent and relevant past performance for an offeror, an overall performance confidence rating shall be assigned. The performance confidence ratings are defined below:

ASSESSMENT DESCRIPTION

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has little expectation that the offeror will be able to successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectations that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral) No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance.

(a) Aspects of Past Performance Evaluation. The past performance evaluation results are an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation requirements. There are two aspects of the past performance evaluation.

(1) The first is to evaluate whether the offeror’s present/past performance is relevant or not relevant to the effort to be acquired. The criteria to establish what is relevant is unique to each source selection.

(2) The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts. In addition, the Government reserves the right to obtain information for use in the evaluation of past performance from all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance

Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of

Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and

Integrity Information System (FAPIIS), Electronic Subcontract Reporting System

(eSRS), and any other known sources not provided by the Offeror.

(b) SSEB members will review past performance information to determine the quality and usefulness as it applies to the performance confidence assessment.

The following adjectival ratings and rating descriptions will be used to assign a rating to Factors

2, 3 and 4.
