Questions & Answers for RFP 36C25920R0096, Emergency Department and
Support Expansion / 660-800:
1. Regarding this solicitation I just want to confirm that the government’s expectation is to select a design-build team led by a General Contractor. If you could please confirm or clarify I would appreciate it. We happen to the architect for the previous design of this project and are very interested in seeing it through to completion.
Confirmed, design-build lead by General Contractor.
2. This solicitation is specifically set aside for Service Disabled Veteran Owned Small
Business (SDVOSB) firms in the State of Utah and is requesting past project experience performing an addition to an active medical center that is similar or greater in scope, magnitude, and complexity than the effort described in the solicitation. These projects must also have been completed within the last 5 years.
There is only one VA hospital in Utah, and it has had very few (if any) projects completed within the last 5 years that are similar or greater in scope, the estimated rough order of magnitude of $10-20M, or complexity for this solicitation. As a result, the past experience of SDVOSB firms in Utah performing projects with these requirements is very limited.
Would the government consider revising the past performance requirements and definition of a relevant project to “projects that are similar or greater in scope, magnitude, and complexity than the effort described in the solicitation”?
This is set aside for SDVOSB Firms and not limited to be performed as projects completed within the State of Utah as stated in the solicitation – project are to be:
“Relevant performance includes performance of efforts involving a project that includes an addition to an active medical center that are similar or greater in scope, magnitude and complexity than the effort described in this solicitation.”
*Reference Factor 1 – Past Performance, (b) Basis of Evaluation
3. RE: Factor 1 – Past Performance
In regard to statement reading “five (A/E) projects and five (Construction) projects” are these to come from Offeror and Design Team (A/E) – we are not an A/E firm.
In this case the General Contractor would have an Architecture and Engineering
Firm who they work with or have partnered up with in completing this project.
Reference – 2.10 PARTNERING and I.1A JOINT VENTURES
a. Please clarify what RFP requires:
• Up to 5 projects from our propose A/E team and Up to 5 from us?
*Reference Factor 1 – Past Performance
• Up to 5 design -build projects and up to five design-bid-build projects from us?
*Reference Factor 1 – Past Performance
b. Can we use our A/E to cover the five (5) projects were the offeror performed A/E services – we do not perform A/E services.
Joint Venture/Partnering would allow
c. The word “recent” in noted for the five projects – what is the definition of recent, will 7 years be acceptable.
As defined within the solicitation, “A recent project is defined as being completed within five years of the issuance date of this solicitation.”
*Reference Factor 1 – Past Performance, (b) Basis of Evaluation
4. Per the technical proposal requirements for Factor 1 – Past Performance, the offeror is to submit up to five (5) recent and relevant construction projects. The basis of evaluation states that a recent project is defined as a project being completed within 5 years of the date of solicitation.
Due to the limited number of projects offered through solicitations which meet this project’s magnitude and complexity, will the VA consider accepting projects with similar magnitude and complexity which are greater than 80% complete?
This criteria as been deemed acceptable throughout other VA solicitations due to the limited number of higher magnitude/ design build projects which have been made available over the past 5 years. Additionally, it is understood if a project is not yet complete (but greater than 80%), it will receive a lower rating than a fully completed project, but it would receive a higher rating than not providing a project meeting the magnitude and complexity requirements.
No – projects need to be 100% completed.
Factor 2 Technical Approach page limitation is limited to 1 page in 12 font. Can you add more pages to the page count for the detailed information requested in the design and construction approach with a minimum of 5 pages?
As identified within the solicitation this is to, “Provide a brief narrative…”
*Reference Factor 2 – Technical Approach, (a) Solicitation Submittal
Requirements
- Page limits will not be extended
5. When including past performance questionnaires and CPARs in the proposal, will this be included in the past performance page count limitation?
Past Performance does not have a page limit limitation, other than see Question #6.
6. Will you allow 5 single sided pages in lieu of 4 in the past performance section if PPQ and CPARS are not included? 1 for each project used?
This page limitation applies to “…adverse past performance issues”
7. Where would you like the EMR letter to be placed in the proposal?
Place safety (OSHA/EMR) after technical approach within Phase I
8. Will you allow Previous completed PPQ’s to be submitted in lieu of the Past Performance questionnaires provided?
Yes
9. Is the use of a teaming agreement allowable for this solicitation? If so, will the use of the teaming partners past performance be allowed to be used by the prime contractor for past experience and past performance?
Yes
10. When would you like SF1442 and reps & certs to be sent? Phase I or Phase II?
Reps and Certs are to be included within Phase I
(last question – total of 10)
