0020. 19 July

Based upon our past experience at the Loma Linda VA, we have come to the understanding that despite the fact that the plans and specifications do not have a sole source justifications included for any of the specialty low voltage systems included with the RFP, the VA will refuse and/or make it extremely difficult to get

any vendor that is not one of their existing preferred vendor approved for use even when they are using materials that meet the specifications and have all of the qualifications required by the specifications. With the understanding that the VA wants to use their preferred existing vendor/subcontractors to do the work for the Access Controls, CCTV, Nurse Call, Fire Alarm, Direct Digital Controls, will the VA publish the names and contacts for the subcontractors/vendors for the specialty low voltage systems that they will not allow open competition for, we are specifically speaking about: Access Controls, CCTV, Nurse Call, Fire Alarm, Direct Digital Controls.

0021. 19 July

Sheet MH 301 general note B says the “for existing system, put one set of VAV’s/T-Stat tied to new Andover relay and then tie into the IDF as above”. General note C says “existing BMS shall be switched over to Andover”, I want to confirm the scope of work, does the VA wants to take out the entire existing Siemens control system and replace it with Andover, or just replace the existing VAV T-Stats with Andover T- Stats and tie them into

The siemens components will be removed and replaced with Andover. The head end of the systems needs to be relocated out of the IT room located on the 2nd floor. The new location can be on the roof in proper nema enclosure mounted onto the north side of the existing air handler.

Project Schedule Specification 01 32

16.15.1.3 Contractor’s

Consultant. This specification indicates that the VA expects the contractor to hire an outside consultant to prepare the project schedule. Can the contractor utilize a current member of the project team (Project Manager) to prepare and update the project schedule instead of hiring a consultant to prepare the schedule?

Outside consultant for project scheduling is not required.

0023. 19 July

Site Safety and Health Officer (SSHO), Specification 01 35 26 1.7, assuming that the SSHO is otherwise qualified, will the SSHO be allowed to perform other duties on the project such as superintendent and quality control manager?

Yes

0024. 19 July

Specification 01 45 00.3.4.B CQC Systems Manager: This paragraph does not state weather or not the CQC System manager can have more than one duty. Will the CQC System Manager be allowed to be the SSHO and superintendent on this project?

Yes

0025. 19 July

Specification 01 45 00.3.4.B CQC Systems Manager: says the CQC system manager is required to be a PM or SRE, we are unable to find a definition of these abbreviations in the

Project Management (PM), Site Reliability Engineering (SRE)

Yes

RFP. Will the VA please provide a clarification as to what these initials mean and how the contractor is to achieve this requirement? Will the VA accept a individual who poses the Corp of Engineers Quality Control certificate and five years of experience as the CQC System manager?

0026. 19 July

Specification 01 45 00.3.4.C identifies a long list of specialty quality control staff member, such as electrical engineer, mechanical engineer, civil engineer, structural engineer, low voltage, architect ect, and this specification section goes on to say that all of these people need to be directly employed by the general contractor or a specified technical company and that each of these specialty quality control staff members must be physically present at the construction site during work on the specialized personnel’s area of responsibility. If we are going to be required to have multiple specialty quality control staff member onsite whenever any trade person is working, it is going to drive the cost up substantially. As an example, the electrician is normally on the jobs site from the first day to the last day of the job with short beak during

the drywalling & Painting phase. To meet this specification as written we would need to have an electrical engineer on the jobs site every day for probably 30 weeks.

Will the VA allow the CQC system manger to perform the day to day quality control monitoring and only require specialty quality control staff to come out to do inspections prior to covering a specific scope of work and perhaps just prior to starting up a system?

0027. 19 July

Is the VA going to require a separate Superintendent, separate CQC Systems manager and separate SSHO, or will one person be allowed to wear all three hats, or at minimum will the VA allow one staff member to perform two duties?

Multiple Duties are allowed. The individual in this position at a min must have completed the 30-hour OSHA training course. Submittal of course certificate will be required. All training is contractor’s responsibility

0028. 19 July

It appears as if specification section 01 35 26 Safety has recently been update and in paragraph 1.9.B it says that a board Certified Safety Professional (CSP) or a Construction Safety and Health Technician (CHST) must conduct monthly site safety inspections. Will the VA confirm that the monthly inspection cannot be performed by the qualified SSHO assigned to the project?

Safety inspections can only be performed by qualified individual. The individual performing the inspection must have completed the OSHA 30-hour training course. Submittal of course certificate will be required. All training is contractor’s responsibility

0029. 19 July

In specification section 07 84 00.1.5.B says the fire stopping “Installer

Yes qualifications: a firm that has been approved by FM Global according to FM Global 4991 per equivalent UL” Will the VA allow the contractor to use its own personnel to install the fire stopping if they are certified by the manufacture of the fire stopping or is the VA going to require the contractor to hire a third party fire stopping contractor?

0030. 19 July

In specification section 07 84 00.1.5.C “Inspector Qualifications:

Contractor to engage a qualified inspector to perform inspections and final reports” Will the VA allow the contractors quality control systems manager to perform the fire stopping inspections instead of having to hiring an outside company to do the fire stopping inspections?
