About this file
This is a Request for Information (RFI) Questions and Answers document for federal contract 36C25726R0043 concerning the renovation of Bonham Halls and Walls at a VA Domiciliary facility.
The project involves construction services to renovate and upgrade interior finishes in three wings (A, B, and C) across first and second floors, including flooring (luxury vinyl plank and ceramic tile), walls, door jamb finishes, corner/wall guards, handrails, windowsills, window treatments, and associated interior lighting. Key scope clarifications address electrical work (fixture replacement and reconnection, with four new 2x2 lighting fixtures to be installed in the dining room), plumbing fixture reinstallation (toilets and sinks), new drinking fountains, ceramic tile installation, casework in group rooms 1B-109 and 2B-109, and drywall repairs related to water damage in Area B. Device covers require stainless steel finish in the dining area and ivory finish in all other spaces. The project operates under a phased construction schedule totaling 210 calendar days, including weekday and weekend work: B Wing (85 days), A Wing (63 days with maintained egress access), and C Wing (62 days). All hallways must remain accessible egress paths, with one side of each hallway isolable at a time. The contractor must provide a full-time Site Safety and Health Officer (separate from superintendent and quality control manager), maintain 100 percent floor protection coverage, and comply with Class IV Infection Control Risk Assessment protocols as downgraded by the Contracting Officer's Representative. The contract is Firm-Fixed-Price with no Economic Price Adjustment clause, tax-exempt status applies, and materials stored on-site may be included in payment applications. Notice to Proceed issues within 10 days following award and government acceptance of bonds and insurance.

This procurement will result in a Firm-Fixed-Price (FFP) contract; therefore, it is the Offeror’s responsibility to account for potential cost fluctuations, including significant price increases, in their proposal. In a FFP contract, the contractor assumes the maximum risk and full responsibility for all costs, profit, or loss.

92. CPARS and PPQs Can we use CPARS instead of PPQs?
Answer:
(Solicitation Page 13) Factor 2- Past Performance (ii)
“Offerors are cautioned that the Government will review available past performance data available in the Contractor Performance Assessment Reporting System (CPARS).
The Government reserves the right to consider past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance.”
Yes, CPARS is the official government database for federal contract performance, it is the preferred method for past performance.
93. Previous PPQs If PPQs are required, can we use previously completed PPQs (from prior submissions or projects)?
Answer: Past Performance Questionnaires (PPQs) are also valid evidence of past performance for projects without CPARS record, serving as supplementary performance feedback to demonstrate capability.
PPQs must demonstrate the Offerors past work experience is sufficient to the project scope, size and complexity. The PPQ must prove to the government that your past work is relevant to the new requirement.
94. SSHO, QCM, and Superintendent Roles (Triple Hatting) May one individual serve in dual or multiple roles (SSHO, QCM, Superintendent) if fully qualified. If not, may the Superintendent also serve as SSHO?
