About this file

This document is an amendment to a federal solicitation providing key details for a construction project to replace four elevators at a Veterans Affairs medical center. The project involves general construction work including replacing the hoistways and entrances for elevators P-14, P-15, and P-11 under the base bid. Add alternates include replacing elevator S-12 under Alternate 2 and replacing oil/water separators for the elevators under Alternate 3. The amendment addresses questions from potential offerors, clarifies scope details, and revises the pricing schedule. Offerors must bid all line items with a 365-day period of performance. Consolidated RFIs 36C25722B0027:

1. Alternate #1 and CLIN 0004 per Amendment #1 Bid Schedule is identified as ‘Deduct’. Replacing elevator hoistway entrances rather than refurbishing them would result in an additive price. Request bid form for Alternate #1 & CLIN 0004 be revised to read ADDITIVE alternate instead of Deduct.

A: See Revised Schedule B 8-3-2022

1. Detail 1/AS200 Rear Elevation detail for elevator P11 appears to be a depiction of a front elevation and is missing keynotes. Please verify elevation for Detail 1/AS200 and provide keynotes. Assume the rear elevation should receive a keynote 24. Please confirm.

A: Detail 1/AS200 Rear Elevator detail for elevator P11 should have elevation/section key note 19 and 10 applied to it. Key note 19 in for the stainless steel elevator doors

1. There is insufficient detail on what is required regarding the embossed corian for the walls of P11 elevator. We’ve been told that this is a very expensive finish option to the cost of the elevator. Please confirm corian with logos and words is intended for P11 elevator location or if finishes used in P14 and P15 elevators are acceptable in lieu of corian with logos and words.

A: The details for the P11, P14, and P15 shows a solid surface panels not necessarily corian

4. Is replacing the sling and platform necessary or can it be saved for value engineering?

A: The contractor can provide a proposal request to provide this as an option.

5.Upon review of the provided documents, it appears that the specifications were written for theinstallation of a new elevator and not the modernization of the existing cars. This specificationcannot be used for this project and will not allow prospective bidders to accurately quote the job. Will the VA please provide a revised specification that describes the modernization of theelevators rather than the installation of new ones.
A: See Section 14 24 00, 1.1, A update to read:

This section specifies the engineering, furnishing, installation and renovation of the electric hydraulic elevator systems as describe herein and indicated on the contract drawings.

See the Sheet Key Notes for refurbishing options and directives.

6.. Period of Performance: With as many supply-chain issues that the construction industry is facing, please allow for long lead items to be delivered prior to issuing a Notice to Proceed. Otherwise, a360-day performance period will not be sufficient considering the phasing for P-14 and P-15 elevators.
A: Due to the CLC building still being occupied P14 and P-15 cannot be done at the same time. Please planed delivery dated accordingly

7.. Project Design: Is this a design-build project?

A: This is not a design-built project. The contract will be required to submit shop drawings

8.. Floor to floor dimension: What is the dimension from finish floor to the underside of deck aboveat each floor? Please provide elevation drawings for the floor level that incorporates theinterstitial and pipe space l levels.
A: There is no interstitial space for the elevators. Elevator P14 and P15 are in the CLC with oninterstitial. Elevator P11 and S12 are in areas of the main building without and interstitial.
9.. HVAC Controls: Will the new HVAC equipment need to be tied into the hospital BAS or is it alllocal? Please provide the company name of the required HVAC controls contractor if BASintegration is required.
A: The equipment rooms will tie into the BAS. Use Entech Sales and Service
10. Fire Alarm: Please provide the company name of the fire alarm contractor that provides servicesto the VA.
A: Use Firetrol Protection System
11. Fire Alarm Design: The notes on the plans referencing FA work are brief and lack details. Isthere an equipment schedule or additional clarifications? The specifications don’t appear to bejob-specific either. Please clarify exactly what needs to be done to the existing FA systemfor thisproject.
A: The fire sprinkler should be installed to meeting the ASME A17.1 2019
12.. Differing Site Conditions or Discrepancies: If a differing site condition or discrepancy in thedesign documents is found after bidding the project, please confirm that the VA will handle thisas a ‘change’ to the contract.
A: changes to the project will be handle by the FAR changes clauses
13. Section 013526-14, para 1.7: Normally on VA projects, a superintendent can perform SSHOduties in addition to Quality Control Manager duties. Due to its relatively small size, is thatacceptable on this project? This will save the VA a considerable amount of money.
A: The contractor can bundle multiple roles into the same person, but the contractor must state soin writing.
14. Section 013526-16, para 1.9B: Is a Certified Safety Professional monthly inspection required orcan thesuperintendent perform this work?
A: The superintendent can provide the monthly inspection only if the contractor in writing thatthe person is designated the Certified Safety Professional.
15. Warranty and Service: Please confirm that the elevator contractor is supposed to warrantymaterial and installation, along with service the elevators for a period of one year.
A:The VA exist service contractor will not provide maintenance service for the elevator duringthe installer Warranty service period.

A: professional photos are required, but only for elevator P14 and P15.
17. Infection Control Barriers: Are the barriers to be installed as shown on the drawings or asdescribed in the specification. They differ in some respects. See section 013526-28, para 1.14D.A: provide infection control barriers are in drawing and specs. The differ that would not be usedfor the specs on page 013526-28 in the treated plywood. Please don’t use wood products toconstruct the temporary construction partitions
19. Negative Air Machines: Is negative air required in each work area? If so, the infection barriersprovide a rather small work area that will likely not allow for a machine. Please clarifywhat isto be done.
A: Negative air is required for the project. The intend is to have the elevator hoist way in an negative air environment. Despite the small work area, negative air is intendent to include the volume of air in the elevator hoist.
20. Negative Air Temporary Duct: If negative air is required, where do contractors exhaust the air? These areas are not likely to have existing exhaust duct nearby.
A:negavtive air is required. Exhaust air though a window or roof.
21. Testing Laboratory: What work items require the testing lab involvement? If this is in referenceto new concrete equipment pads is it necessary?
A: The VA will provide a concrete testing lab.
22. VA Storage Items: Will the VA remove all storage items that are in the work area beforecontractors mobilize? During the site visit there were multiple work areas that containedsubstantial amounts of storage items. Work cannot occur in those locations until they have beencleared.
A: The VA will move government equipment and items not related to the elevator project for the contractor being work.
23. GI-103, Detail #2 - Infection Control Door Card Reader: Is a card reader required or can thecontractor provide door hardware sets that work with the VA AAAJ keys?
A: There is no card reader required to access the work site. To access the work site pleaseprovide a Schlage CO-100 cypher lock. The lock is to be turn over to the VA after project.
24. GI-103, Detail #2 – Triatek Monitor: Is this required? If so, does the VA have more informationon this equipment so contractors know what to provide?
A: use TriaTek FMS-1655 pressure monitor that will continuously monitor room pressure to thelife span of the project.
25. WanderGuard Equipment Integration: What does this consist of? The plans and specs aresomewhat vague. Please have the WanderGuard manufacturer provide specifics on what we haveto do.
A: please see Dwg 6 – Cfig 6 – Selective Elevator Monitor @ Inside of Elev Rev3.pdfAnd Door Contoller DC 1000 Data Sheet.pdf
26. Fire Sprinkler System: Is there any fire sprinkler work required other than what is shown in theplumbing drawings? There are a few fire suppressions notes on the plumbing drawings yet thegeneral fire protection notes on drawing PP-001 place the accuracy and burden of the fireprotection design on the contractor. Note 3. States: ‘Sprinkler head layout and piping shall bedesigned and installed…’. Again, is this a design-build job? If not, this note should be deleted andthe designer of record should provide this information so contractors know what to bid.
A: The fire sprinkler should be installed to meeting the ASME A17.1 2019
27. ED-101, GN#6: When will overtime, evening, and weekend work be required? Contractorscannot accountfor this work if we do not know when the VA will require it.

A: A new site visit can be scheduled to find this information. The VA is currently getting the switch gear upgraded.
29. Roof Warranty: Is the existing roof under warranty? If so, what roofing contractor currentlyholds the warranty? Will the requirement to infill and patch the roof void the warranty?
A: The is no roof Warranty left on the CLC roof
28. Roof As-Built Drawings: Please provide the existing roof as-built drawings so contractors knowwhat the construction is.
A: See Sheet MH-201, Details 6 and 7; also see Sheet GI-002, General Notes, Item 5.
