About this file
This document is an Amendment 0002 to a Department of Veterans Affairs solicitation (36C25226B0001) for updating wayfinding signage at Edward Hines Jr. VA Hospital in Hines, IL. The project is a 100% set-aside for Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) firms, with a 450-calendar day performance period. The solicitation requires furnishing labor, materials, equipment, and supervision to replace and update approximately 10,000 interior and exterior signs across multiple buildings, including demolition of existing signage, installation of new signs, and associated wall patching and repair.
Key details include a bid opening on Wednesday, January 28, 2026, at 1:00 PM CST, with in-person hard copy submissions only. The project involves comprehensive signage updates across various VA buildings, requiring mechanical mounting of signs, compliance with VA Technical Information Library guidelines, and adherence to specific installation requirements. Contractors must provide their own mobile offices, parking, and laydown areas, with work predominantly performed between 7:30 AM and 4:00 PM, with some restrictions on work hours in patient care areas. An influenza vaccine is required for all contractors working on the Hines campus, and the project includes specific requirements for site access, safety training, and coordination with VA personnel.

1. Copy of pre-bid site visit sign in sheet completed on 12/16/2025
2. Responses to RFI questions RFI Questions and Answers (As of 12/30/2025)
Question #: 01 Is this project still SDVOSB only.
Answer: This procurement is a 100% set-aside for CVE Verified Service-Disabled Veteran-Owned Small Business Firms (SDVOSB).
Question #: 02 Upon review of the bid documents for Solicitation 36C25226B0001, including the wayfinding drawings and building-specific legends, it appears that signage legends and quantities are provided on individual sheets for various buildings but not as a single consolidated schedule.
To prepare accurate and consistent pricing across subcontractors and bidders, we respectfully request:
| • | An Excel-formatted signage legend/schedule that consolidates all sign types, sizes, and quantities for all buildings in the project; or |
| • | A single master signage table (in Excel or similar tabular format) that lists all buildings and associated sign types and counts in one location. |
A consolidated electronic legend will reduce the risk of transcription errors from multiple sheets, align all bidders to the same quantities, and help prevent scope and pricing discrepancies after award.
Answer: A consolidated signage schedule will not be provided. Contractor is responsible for reviewing the scope of work and quantities indicated for each phase.
The contractor for the project is expected to walk each phase and propose final sign location, patch/repair finish, and type in their shop drawings based on existing conditions and the issued documents.
Question #: 03 Is this still a strict set aside for SDVOSB? We are VOSB and in the process of certification.
Answer: This procurement is a 100% set-aside for CVE Verified Service-Disabled Veteran-Owned Small Business Firms (SDVOSB).
Question #: 04 We are not yet an entity in SAM.gov.. Will this be required prior to placing a bid?
Answer: Please see page 1 of solicitation.
Question #: 05 Is the pre-bid conference open to attend? Required? (apologies this is very short notice) Answer: Pre-bid conference attendance is optional, and it is not required to submit a bid.
Question #: 06 If the bid due date gets rescheduled to be due on a Monday, will the VA please consider rescheduling it to any other day during the week? Monday bid due dates mean that the bid has to be finalized by the end of the day, the Friday before, and many subcontractors don’t work on Fridays.
Answer: Bid due date is Wednesday, January 28, 2026, at 1PM local time.
Question #: 07 In the event of contract modifications/change orders, should performance and payment bond premiums be applied to each individual change order proposal or wait until the end of the project where a final modification is issued for the overruns? We ask this because VA Acquisition Regulation (VAAR) clause 852.228-70, titled "Bond Premium Adjustment,” states “in determining the basis for final settlement.”
Answer: Usually, we wait until the end of the project. A final modification will be issued to cover any additional performance and payment bonds resulting from contract modifications before closing out project.
Question #: 08 If a Prime Contractor is awarded multiple projects at the same VA Medical Center location, can the Superintendent be shared across multiple projects at the same site/location, or should they only be dedicated full-time to this project?
Answer:
Need to have an exclusively dedicated Superintendent for the project.
Question #: 09 How many hours should the prime contractor and subcontractors budget for on-site badging, safety training, orientation, etc.?
Answer:
Fingerprints: Doing paperwork takes 30 minutes and getting fingerprints in PIV (Personal Identification Verification) office takes 30 minutes. Between these two it may take 3-4 weeks for PIV office to do background check of applicants. A temporary badge will be issued if the permanent badge is not ready in that timeframe.
Safety training & orientation: This is the responsibility of General Contractor. VA does NOT provide.
Question #: 10 Please confirm if tuberculosis testing is required before contractors can commence work on-site.
Answer: TB test is not required for this project.
Question #: 11 Please confirm if influenza vaccines are required for all contractors and subcontractors’ employees who work on the site, or if masks will be required.
Answer: Influenza vaccine is required for all contractors working on Hines campus.
Question #: 12 Once awarded, will the VA provide an Administrative NTP to allow time for subcontracts to be executed, GC & Subs to work together to develop a project schedule, provide SF1413s, and prepare other Division 1 submittals?
Answer: A Notice To Proceed (NTP) will be issued to Prime contractor once payment bond and SF1413s have been submitted to VA. Usually 14 days after award. Submittal process is part of Period of Performance, please see SOW.
Question #: 13 Once awarded, if the VA will not provide an Administrative NTP, will the VA allow up to 90 days between the kickoff meeting and the NTP?
Answer: NTP is usually issued 14 calendar days after award.
Question #: 14 Please provide call-in details and instructions for the bid opening to ensure transparency for all bidders.
Answer: See pages 5 and 6 of solicitation.
Question #: 15 Will the VA provide space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office?
A. Where can the mobile office be located?
B. Is space available for an 8’ x 40’ temporary ground-level office?
C. Are contractors required to set a pole and meter for electric usage in the mobile office?
D. Where is the electrical connection for power to the mobile office?
E. What is the distance between the electrical connection and the proposed location of the mobile office?
F. Is a 208V, 125A breaker available for connection to the mobile office?
G. If a breaker isn't available, is a spare available?
H. Would contractors be expected to supply the needed breaker?
I. Will the feeder between the electrical connection and the mobile office need to be underground?
J. Will this feeder need to run across any asphalt or concrete roads or parking lots?
Answer: A: Mobile office to be located over in the contractor village area, around McCoy drive; See attached HINES VA SITE PLAN – Contractor Parking. Contractors are required to provide their own portable toilet, and electricity is available via a nearby transformer to connect free of charge; to be coordinated with the Hines Energy Manager. The contractor must supply their own pole, disconnect switch, trenching, costs and labor for the connection. Meter is not required as electricity has no cost. The final location around McCoy Drive can be determined in coordination with COR of the project. See attached HINES VA SITE PLAN – Contractor Parking.
Question #: 16 Where are the designated contractors' and subcontractors' parking areas?
Answer:
All construction workers, including superintendents, are expected to park in designated Contractor Parking shown in one of the attachments.
Question #: 17 Is parking available for 2-3 vehicles for the prime contractor and each subcontractor for a total of 6-9 vehicles?
A. Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs for a total of 6-9 vehicles?
Answer:
All construction workers, including superintendents, are expected to park in designated Contractor Parking shown in one of the attachments. There are plenty of spaces available for parking.
Question #: 18 Will the VA provide space for a 20-yard dumpster?
Answer: Yes. The contractor must repair any landscape and hardscape damage after project.
Question #: 19 Where shall contractor dumpsters be located?
Answer: The dumpster location can be determined in coordination with the COR of the project.
Question #: 20 Can the VA accommodate a dumpster near the job site?
Answer: VA will accommodate the nearest possible location for the dumpster.
Question #: 21 If required, can Porta-Johns be placed within a 100’ radius of the job site/work area?
Answer: No, contractor may install second Porta John next to dumpster.
Question #: 22 Is temporary construction fencing required anywhere on the project or at the laydown area?
A. If required, please confirm that 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing.
Answer: 6’ fencing is acceptable. Contractor is responsible for securing construction trailer lot and laydown area.
Question #: 23 Will the VA allow for stored material so that we can procure and lay down long lead items and/or critical path material/equipment?
Answer: In addition to office trailer, contractor may provide a Conex box for storage on McCoy Drive. See attached HINES VA SITE PLAN – Contractor Parking.
Question #: 24 Will the VA fully pay for this material/equipment if stored onsite?
Answer: This is a Firm Fix Price contract. VA does not expect to finance contractors. However, we will review each request on a case-by-case basis.
Question #: 25 Please confirm that the current design documents meet current VA TIL guidelines.
Answer: Design documents meet VA TIL guidelines. Contractor to identify any discrepancies prior to bidding Question #: 26 Is there any work not included in the drawings or contract documents that will need to be performed under the contract?
Answer: No, all work is contained within the solicitation package.
Question #: 27 Will there be liquidated damages on this project?
A. If so, what is the amount per day for liquidated damages?
Answer: No, there is no liquidated damages clause on this construction contract.
Question #: 28 Is compliance with the VA Signage Design Manual dated May 2023, or any other VA signage standard or guidance issued after the completion of the contract drawings, a mandatory requirement for this project?
Answer: Contractor shall comply with the latest VA signage standard issuance of February 19, 2025.
Question #: 29 The GI-series interior signage elevations depict a modular, component-based interior room signage system utilizing a horizontal rail with end caps, fixed acrylic panels, changeable sliding inserts, and fixed tactile and Braille elements arranged to maintain compliance with ABAAS and the VA Technical Information Library (TIL).
a) Is it the VA’s requirement that interior room identification signage be furnished as a modular horizontal rail system with end caps and changeable inserts, consistent with the configuration, materials, dimensions, and mounting details shown on the GI-series drawings, in order to maintain long-term ABAAS and TIL compliance?
Answer: Yes
Question #: 30 Sign Quantities and Basis of Bid
a) Several building cover sheets list summary sign counts that do not appear to align with the individual building signage legends and schedules. Please confirm whether the individual signage legends/schedules are the governing documents for quantity and scope, and whether summary totals are provided for reference only.
Answer: Summary totals are provided for reference only. Individual signage legends may include additional stock for building notices. The contractor for the project is expected to walk each phase and propose sign location, patch/repair finish, and type in their shop drawings based on existing conditions and the issued documents.
Question #: 31 Existing Signage Removal and Disposal
a) Please confirm whether the contractor is responsible for removal, disposal, and/or recycling of all existing signage identified as “demo,” including any patching or surface preparation associated with removal.
Answer: Yes, contractor is responsible for all removal, disposal, and recycling of existing room and directional signage. Any existing signage not indicated on the drawings for removal is to be reviewed and confirmed by the VA and A/E prior to removal.
Question #: 32 Paint, Wall Repair, and Finish Restoration
a) For interior sign removal and installation, please confirm:
i) Whether the VA will provide matching paint for wall patching and touch-up, or
ii) If the contractor is responsible for supplying paint and achieving a finished match to existing surfaces.
b) Number of Required Paint Matches
i) If the contractor is responsible for wall repair and paint touch-up, please confirm the anticipated number of paint matches required for this project.
ii) Are paint matches to be assumed per building, per floor, or campus-wide?
iii) Will the VA provide existing paint specifications where available, or should bidders include allowances for multiple field-matched colors?
Answer: Contractor is responsible for providing a recommended finish match to existing surfaces. VA will work with A/E to review and confirm contractor’s recommendation. If recommendation is rejected, A/E will work with contractor to select alternate match for VA approval. Finish matches are to be assumed campus-wide for all buildings within the project scope. Bidders shall include an allowance for multiple field matched colors.
Question #: 33 Labor Classification and Wage Determination
a) Signage installer labor classifications are not clearly identified in the applicable wage determination. Please confirm the appropriate labor classification and rate to be used for signage fabrication and installation activities.
Answer: LABO0002-006 Group 1 Question #: 34 Exterior Sign Illumination
a) Exterior sign types (including EN-01.03, EN-02.02A, and EN-02.02B) reference construction methods commonly associated with illuminated signage; however, these signs are described as non-illuminated and no electrical scope is identified. Please confirm:
i) Whether these signs are illuminated or non-illuminated, and
ii) If illuminated, whether power and electrical connections will be provided by the VA or are the responsibility of the contractor.
Answer: It is not in the scope of this project to illuminate the signage.
Question #: 35 Exterior Signage – Demolition and Concrete Foundations
a) Please clarify the following regarding existing and new concrete foundations:
i) Is exterior signage demolition assumed to be one-for-one (each new sign replacing an existing sign in the same general location)?
ii) Are existing concrete bases for demolished signs required to be removed? If so, should removal be entirely below grade or cut flush to grade?
iii) Are new concrete bases for exterior signage to be provided and installed by the signage contractor?
iv) Should new concrete bases be assumed as plain, unfinished concrete, or are any finishes, coatings, or architectural treatments required?
Answer: The plans indicate new exterior signage where there is not currently a sign. They also call out existing signage to be demolished without a replacement. It is not a one-for-one replacement. Plan to remove existing bases in their entirety. The concrete bases and foundations can be installed by a qualified signage contractor or a general contractor. New concrete bases are to be a smooth troweled finish.
Question #: 36 Installation Phasing and VA Operational Constraints
a) The solicitation establishes a fixed overall performance period of 450 calendar days but does not identify a mandatory building-by-building or sign-type installation sequence.
(1) Is the contractor required to follow a VA-directed installation phasing or sequencing plan based on operational, clinical, patient safety, or access constraints (including limitations on working hours, building access, or order of buildings)?
(2) If YES, please identify the required phasing, sequencing, or operational constraints that must be followed and indicate where this information is documented or when it will be provided.
(3) If NO, please confirm that the contractor may propose and implement an installation sequence of its choosing, subject to VA coordination and approval, provided the overall contract duration is met.
Answer:
This information including phasing plan is provided in the Statement of Work Question #: 37 Field Verification and Site Conditions
a) Please confirm the extent of required field verification prior to fabrication, including responsibility for verifying:
i) Mounting substrates
ii) Ceiling heights and clearances
iii) Existing obstructions or utilities affecting sign placement
iv) Sign Content and Final Messaging
(1) Several signs reference placeholder text or notes indicating “VA to provide” final content (e.g., notices and directories). Please confirm when final messaging will be issued and whether allowances should be included for multiple revisions or reprints.
Answer: Contractor is responsible for verifying all final signage locations and the means and methods of installation. This includes proposed mounting substrates, ceiling/door/wall clearances, and any existing obstructions since contract drawings were issued. Proposed changes based on site verifications should be documented in shop drawings for A/E review. All signage messaging will be reviewed by VA and AE in shop drawings for markup and final approval. This includes directory confirmation. Sign Type IN-10.01 is intended for a paper insert that is to be provided by the VA.
Question #: 38 We noticed that the main package appears to be missing the exterior parking drawings.
Could you please confirm whether those drawings will be issued separately?
Answer: Exterior parking signage work was done and hence not part of this project.
Question #: 39 Please provide more time for RFIs. A project of this size and complexity will have on going questions come up through the bidding process.
Answer: RFI due date is December 29, 2025. At this time, there are no plans to extend this deadline.
Question #: 40 Solicitation states, “The bid opening will be held in-person at the Great Lakes Acquisition Center (GLAC), Milwaukee, WI. Bid Opening will occur on Wednesday, January 28, 2026, at 1:00PM CST.” Please confirm whether electronic bid submission via email would be permitted in lieu of an in-person bid opening.
Answer: No email bid submissions will be considered, only in person hard copy and mailed bid submissions will be accepted. See pages 5 and 6 of solicitation.
Question #: 41 Please confirm the Superintendent can have any shared duties as a SSHO.
Answer: The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions Question #: 42 Please confirm the QCM shall not have any shared duties as the SSHO, Superintendent or any other role on the project.
Answer: The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions Question #: 43 Please confirm if this project is tax exempt. If so, will the VA provide the documentation to the prime contractor after award?
Answer: See page 7 of solicitation.
Question #: 44 Please confirm this project must meet the buy American act requirements.
Answer: Yes, please see Buy American requirement clauses on solicitation.
Question #: 45 Could you please confirm if the walls where the existing signage is being demoed contain any lead-based paint? If so, how are we encountering it?
Answer: The VA is unaware of any lead-based paint in the work areas and remediation is not part of the base scope. If the contractor encounters any hazardous material (confirmed via testing), remediation will require a change.
Question #: 46 Please confirm whether painting and patching are required for each sign that is being removed from the wall.
Answer: Patch and repair are only required when wall or finish is damaged while removing existing signage.
Question #: 47 With reference to the above, is repainting limited to patch areas only, or is repainting required to the nearest signage areas or entire wall surface? Please confirm.
Answer: Refinish must blend seamlessly. Apply one to two coats of matching wall paint at the patched area first. For more significant repairs, repainting to the closest door frame or the entire wall may be necessary to provide a seamless blend.
Question #: 48 Additionally, will the VA provide existing paint colors and finish information for matching, or is color matching by contractor included in the scope?
Answer: Color matching by contractor shall be included in the scope.
Question #: 49 Will spray application be permitted in any areas related to signage patching and repainting, or shall all work be assumed brush/roller only?
Answer: Assume brush/roller work only.
Question #: 50 Drawing GI001 states: “ALL WORK WITHIN THE MEDICAL FACILITIES SHALL TAKE PLACE BETWEEN THE HOURS OF 5:00 PM AND 5:00 AM, ON WEEKENDS, OR AS SCHEDULED WITH THE COR.” Please confirm whether interior work may be performed prior to 5:00 PM if Infection Control Barriers (ICB) are properly installed and maintained, or if all interior work is strictly limited to the hours noted unless otherwise approved by the COR.
Answer: All construction work to be done between 7:30am to 4pm except at the locations mentioned for particular areas.
Question #: 51 With reference to the above, what are the normal hours for the installation of exterior signs?
Answer: All exterior work to be done between 7:30am to 4pm Question #: 52 Additionally, since the CBOCs are only having selected interior signs removed, do the same hours of 5:00 PM to 5:00 AM apply?
Answer: All CBOCs’ work to be done between 7:30am to 4pm Question #: 53 Instead of patching and painting the wall after removing the existing signage, can we install a slightly larger sign to cover the affected area? This approach would be more cost-effective.
Please confirm.
Answer: No Signage dimensions need to align with VA standards and be consistent based on sign type. Existing conditions and extent of patch and repair may vary once existing sign is demolished.
Question #: 54 Drawing GI001, Signage General Notes, Notes R, S, and T describe differing responsibilities for furnishing, installation, and blocking; please clarify which note governs this scope and confirm the Contractor’s responsibilities.
Answer: Note R governs the contractor’s responsibility for this project. Contractor is expected to furnish and install all signage.
Question #: 55 Please confirm whether the Sign Location Plans and Message Schedule represent the complete and final sign count, or if the contractor is responsible for identifying and pricing additional code-required or wayfinding signs not shown.
Answer: The contractor for the project is expected to walk each phase and propose any updates to sign location, patch/repair finish, and sign type in their shop drawings based on existing conditions and the issued documents.
Question #: 56 Please confirm if all tactile/Braille signs are required to be photopolymer etched, or if sandblasted phenolic or embossed alternatives are acceptable on a sign-by-sign basis.
Answer: Photopolymer etched metal, sandblasted phenolic, or embossed braille are all acceptable. Do not apply letters, numbers and Braille with adhesive. Braille must meet all ABA requirements.
Question #: 57 Please confirm that all exterior sign structural calculations and PE stamping are fully contractor-provided and whether submission review comments may require redesign at no additional cost.
Answer: Structural calculations and PE stamping are to be contractor provided.
Question #: 58 Please provide the visual details of the “Mounting Type G - MONUMENTAL WITH CONCRETE FOUNDATION (EXTERIOR)”. Additionally, please provide info on the concrete. Answer: Concrete to be a smooth troweled finish. Specification will be issued as an addendum (See 03 30 00- Cast-In-Place Concrete and 32 05 23- Cement and Concrete for Exterior Improvements).
Question #: 59 Please confirm if there any known locations requiring shoring or temporary structural support related to signage demolition.
Answer: There are no known existing signs to be demolished that will require shoring or temporary structural support. Contractor to field verify and report any discrepancies to the COR.
Question #: 60 Please confirm if daily debris removal offsite is mandatory for interior signage demolition, or if temporary onsite storage will be permitted with approval.
Answer: Daily debris removal is mandatory.
Question #: 61 Please confirm whether the demoed signages are considered VA-owned recyclable materials.
Answer: The removed signs shall be disposed of by the contractor.
Question #: 62 Will the owner consider substitute manufacturers other than System 2/90?
Answer: Yes, this project is not sole sourced. Refer to specification section 2.1.C.1.
Question #: 63 With reference to the above, if substitute manufacturers are acceptable, please recommend acceptable substitutions.
Answer: See specification section 2.1.C.1 Question #: 64 Please provide scope of wall patching and painting. Is there a count of signs being removed and not reinstalled? Separate of those signs, should contractor figure a percentage of removal/reinstall locations to require patch and paint? Or price up bid to include patch and paint at every location?
Answer: Signage tags labeled with a demolition note are signs that are to be demolished only.
Assume patch and repair work will be needed at 65% of all existing sign locations.
Question #: 65 SOW says doors must be entirely refinished. Is there a count for these areas?
Answer: Contractor to verify existing conditions and evaluate extent of damage from demolition of signage on each door leaf. Plan to refinish no more than 25 door leaf. Communicate any additional doors requiring more patch and repair work to COR. A change order or modification will be considered at that time.
Question #: 66 Will the sign-in sheet from site visit be available in addendum?
Answer: Yes, sign in sheet will be published via amendment to solicitation.
Question #: 67 Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?
Answer: The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions Question #: 68 If no to the question above, will the SSHO need to be full-time for this project?
Answer: The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions Question #: 69 Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?

Answer: No. The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions.
Question #: 72 Please confirm if tax should be included in our proposal?
Answer: See page 7 of solicitation.
Question #: 73 Please confirm the latest wage determination for this project’s county.
Answer: See solicitation attachment P07 WAGE DETERMINATION COOK IL20250009 11-2025.
Question #: 74 Please confirm if the current prevailing wages will be consistent for the life of the project with no escalation?
Answer: Confirmed.
Question #: 75 Is the use of temporary plastic wall panels (such as STARC panels) acceptable to meet ICRA requirements?
Answer: Small quick repairs can be accomplished with filtered hand vacs or Shark tank (mobile car containment). Dust containment shall be considered with the means and methods of demolition and installation of all signage. In the event that there is potential for dust during signage demolition or installation in patient care areas, temporary plastic wall panels are acceptable.
Question #: 76 Are there site plans available identifying the locations of the exterior signage to be replaced similar to the plans showing the interior signage?
Answer: See sheet AI0-1SITE for exterior signage to be replaced. Signage tags with a new note or demolition note are not existing signs to be replaced. VA to follow up with additional site plans, if available. Contractor is responsible for completing all field verifications and site surveys to confirm no obstructions for final signage location.
Question #: 77
12. Could you provide any details or drawings related to the exterior signage especially with regard new bases, site restorations, underground electrical, etc.
Answer: Contractor is responsible for surveys to confirm any interference with underground utilities. Any site surface cover disturbed from signage demolition or installation is to be replaced with like kind. VA to follow-up with additional site plans, if available.
Question #: 78 Sheet Index on GI000 (Attachment 7) and specifications section 00 01 15 state that this set of plans should include parking signage (pages A10-6PARK, A10-7PARK, and A10-8PARK). These pages were not included in any of the attachments. I believe there was another solicitation at this location that required the installation of parking lot signage (notice ID 36C25224B0010 Original Award date of 11/5/24). Please confirm that parking signage is not a part of this project, or provide the aforementioned plan pages and any applicable legend and drawings for the parking lot signage scope of work .Answer: Parking signage is excluded from this part of the project.
Question #: 79 I believe that the attachment 36 Buildings 203 220 230 Drawings has been included in the solicitation by mistake. This attachment appears to include pricing (potentially a partial copy of IGE). Moreover, Attachment 38 Bldgs 100-Hoffman Drawings appears to also include information for buildings 203, 220, and 230. A quick audit of page AI203-1 in Attachment 38 shows that this plan asks for 7 signs. By comparison, page AI1011 within Attachment 36 shows only 4 signs. It seems that the Attachment 38 pages are dated 2023, whereas Attachment 36 is dated 2022. Please confirm to ignore attachment 36.
Answer: Please reference attachment 38 with 2023 issuance, and disregard attachment 36.
Question #: 80 Attachment 38 plan page AI203-1 shows sign 0005. This sign appears to be missing from Attachment 8j (PDF page 66 of 188) Building 203 Signage Legend. Please clarify whether signage 0005 is needed, and if so, provide updated signage legend information (e.g., new sign text, sign type ID, mounting type, etc.).
Answer: Sign 0005 is a notice sign with a paper insert. The message is to be determined by the VA. Provide 1 sign type IN-10.01 to this building as noted on the drawings.
Question #: 81 The specific scope for each individual room on this project is predominantly outlined within two documents: Signage Legend and Signage Drawings. Considering that this project involves over 10,000 interior and exterior signs, there could be potential for conflicts between these two documents. Unfortunately, we have not had a chance to compare and cross-reference the information for each sign. Please clarify, if you may, in the event of a conflict between the legend and the drawing, which document prevails, or provide an alternative resolution mechanism for any variance between these documents.
Answer: The contractor for the project is expected to walk each phase and propose any updates to sign location, patch/repair finish, and sign type in their shop drawings based on existing conditions and the issued documents.
Question #: 82 It appears that this project may have been issued for solicitation before (solicitation notice ID 36C25223B0009 with due date of 1/11/2023). Can you please clarify the reason for its termination and the subsequent resolicitation, and whether the prior issues have been resolved?
Answer: Corrective actions have been completed.
Question #: 83 Specifications section 00 01 12 – Response to Previously Asked Questions RFIs ##21 and 22 explain how the answerer does not anticipate typical sign installation to require infection control, but further references specification section 01 35 26 para 1.11, which provides more stringent expectations for ICRA (like mentioning sheet plastic in para 1.11.C.1 and exhaust hoses/sticky mats, etc. in para 1.11.G). Could you please provide further guidance on the allowable ICRA requirements at this campus? Specifically, which areas are patient-care areas and what would be the ICRA expectations for those areas and what would be the ICRA expectations in other areas like corridors and administrative offices/restrooms.
Answer: When demolition, patch and repair, and install work has the potential for dust, the use of temporary plastic wall barriers, HEPA filtered vacuums, or mobile cart containment are acceptable in patient care buildings except in Isolation rooms, MICU, SICU, Recovery and Surgery areas.
Question #: 84 Specifications section 00 01 12 – Response to Previously Asked Questions RFIs ##23 and 26 explain how the project full time on-site superintendent can perform duties as SSHO and QC. Specifications section 01 35 26 para 1.8A explains how SSHO needs to have OSHA-30 and 5 years of construction industry safety experience. Similarly, specification section 01 45 00 para 3.4B explains how CQC System Manager is required to be a graduate engineer, architect, or construction management. Considering that a full time superintendent can perform duties of all 3 (super, SSHO, and CQC system manager), does that onsite superintendent needs to meet a combination of all requirements of each position? Meaning the super must have OSHA-30 with 5 years of safety experience AND a graduate engineer?
Answer: The Site Superintendent may also serve as the QCM, but then the SSHO must be a different person. A minimum of two people must occupy the Superintendent, SSHO, and QCM positions.
Question #: 85 Will the Government consider candidates with extensive relevant experience and CQM-C certification as meeting the qualification requirements in lieu of a formal degree, consistent with FAR and VA guidelines that allow for equivalent experience for technical roles?
Answer: Yes
Question #: 86 Please clarify whether QC Manager candidates with directly relevant QC experience on comparable Federal construction projects may be considered acceptable if their formal education differs from the degree described in the solicitation/specification/01 45 00, provided their qualifications are documented in the proposal/QC Plan submittal.
Answer: Acceptable provided the person has relevant QC experience.
Question #: 87 Please confirm if the Government will consider a QA/QC organization in which the named QC Manager provides overall program management and decision-making authority, while on-site inspections and documentation are carried out by project-dedicated QC personnel reporting to that individual.
Answer: Qualified QC personnel should take care of on site QC.
Question #: 88 May CQM discipline-specific staff (HVAC, plumbing, electrical, low voltage, civil, etc.) be provided by trade subcontractors performing the work, rather than directly by the CM, provided they meet the minimum experience requirements?
Answer: Acceptable provided the staff meet the experience requirements.
Question #: 89 Specifications section 00 01 12 – Response to Previously Asked Questions RFI #5 explains how GC should survey the installation locations and determine any preliminary areas of asbestos concern. Considering that this project requires the installation of nearly 10,000 interior signs and the ambiguous nature of asbestos testing needed on this project, can the VA stipulate quantified scope for asbestos testing, or specify an allowance for all GCs to carry for asbestos testing, or can the VA perform the asbestos testing directly as needed (NIC for GCs) to allow all contractors to carry the same scope for asbestos testing?
Answer: The VA is unaware of any potential disturbance of asbestos containing material and asbestos abatement is not part of the base scope. If the contractor encounters any asbestos material (confirmed via testing), the abatement will require a change. The VA is unaware of any lead-based paint in the work areas and remediation is not part of the base scope. If the contractor encounters any hazardous material (confirmed via testing), remediation will require a change.
Question #: 90 Will the installation of any signs require an escort from the VA?
Answer: Not necessary. However, all signs installation is to be done in coordination with the COR of the project.
Question #: 91 Attachment 7 page GI008 detail 1 shows pole mounted parking signs attached to posts. If the parking lot signage is required, can you please clarify if the poles that the banner signage is attaching to will be new or existing, round or square, and please clarify the pole diameter?
Answer: Parking lot signage is excluded from this scope of work.
Question #: 92 Do all interior signs have to be anchored mechanically?
Answer: Yes, unless existing substrate for new location does not allow. Notify VA of any discrepancies prior to installation.
Question #: 93 Are the interior signs to be mounted with VHB tape and silicone for install?
Answer: Intent is for there to be concealed mechanical fasteners. Hardware should not be visible through the face of the sign. In locations where concealed mechanical fasteners are not possible, double sided VHB foam tape and silicone adhesive is acceptable.
Question #: 94 Will the paint on the wayfinding signs be automotive or prefinished? We noticed the details on plans - this is a bad idea for anything needing to be touched up, is this a standard signage industry package?
Answer: Yes, paint is to be prefinished. Prime painted surfaces according to the specifications. Ensure exterior signage is finished with a high-quality UV resistant clear topcoat for protection against fading and weather.
Question #: 95 For monuments - what is the acrylic thickness for letters?
Answer: Refer to specification section 2.6.B. Surface applied white opaque vinyl graphics are acceptable.
