About this file

This document is a Pre-Construction Checklist for a VA (Veterans Affairs) construction project. It outlines critical administrative and procedural requirements for the contractor, including key responsibilities and guidelines for project execution. The checklist covers multiple important areas such as contract authority, progress scheduling, payment requests, safety protocols, change management, subcontractor approvals, and labor standards.

Specific requirements include submitting a detailed cost schedule and progress chart within 10 calendar days of the Notice to Proceed, providing monthly payment invoices to Austin, Texas, maintaining daily logs documenting workforce, and adhering to strict change order protocols. The document emphasizes that only the Contracting Officer can authorize contract changes, with proposals over $1,000 requiring detailed itemization of labor, material costs, subcontractors, and overhead/profit percentages. The VA Project Manager is designated for technical supervision, and the VA Safety Officer has authority to halt work for serious safety violations.
