About this file
This is a lead paint sampling analysis report dated April 10, 2023, from Terracon Consultants, Inc. to FFE, Inc. regarding paint sampling conducted at the VA Northern Indiana Health Care System's Fort Wayne Campus chapel renovation project (VA Project No. 610A4-22-203).
The report details that two paint samples were collected on March 28, 2023, from white paint on plaster walls and ceilings in the chapel and adjacent offices in Building 1. Both samples contained detectable lead concentrations - the wall sample measured 360 ppm (0.036%) and the ceiling sample measured 1,100 ppm (0.11%). While these levels are below the Federal Lead Standard/HUD limit of 0.5%, the report notes that OSHA regulations apply to any detectable lead level, requiring contractors to follow proper compliance procedures when disturbing these surfaces during renovation. The analysis was performed by Eurofins CEI laboratory using EPA Method SW846 7000B under AIHA ELLAP accreditation.

Dear Mr. Weekley:
Terracon Consultants, Inc. (Terracon) appreciates the opportunity to submit this letter report to FFE, Inc. (Client) regarding the lead analytical results for limited paint sampling conducted for the above-referenced renovation project at the VA Northern Indiana Health Care System, Fort Wayne Campus. We understand that the renovation project includes impacts throughout the chapel and adjacent offices in Building 1 of the Fort Wayne VA Campus.
Terracon representative Mr. Lem Weyer conducted the limited paint sampling at the project site on March 28, 2023. Sample collection was performed using a clean straight-edge razor to remove paint from dominant-type, representative painted surface coatings that may be impacted by the renovation project. Collected paint samples were placed in sealable containers, labeled with unique sample numbers, and submitted under chain of custody to Eurofins CEI of Cary, North Carolina. Paint chip samples were submitted for analysis by Atomic Absorption Spectroscopy (AAS) per EPA Method SW846 7000B. Eurofins CEI is accredited for lead in paint analysis under the American Industrial Hygiene Association’s (AIHA®) Environmental Lead Laboratory Accreditation Program (ELLAP), accreditation number 103025.

Lead Paint Analytical Results Summary
Terracon collected a total of two (2) paint samples for lead-content analysis from dominant-type paint coatings associated with the chapel renovation project. The laboratory results indicated that each of the two (2) samples contain detectable lead concentrations above the analytical method’s reporting limit. A summary table with sample descriptions and results is attached. The laboratory analytical report and sample chain of custody are also attached.
The results correspond to the following painted building components which were identified by laboratory analysis to contain detectable concentrations of lead. The results apply to all similar components throughout the building.
· White paint on plaster walls
· White paint on plaster ceilings
Occupational Safety and Health Administration (OSHA) standard, 29 Code of Federal Regulations (CFR) 1926.62 (Lead in Construction), does not reference a specific concentration of lead in a paint surface coating for applicability of the aforementioned regulation. The requirements under OSHA 29 CFR 1926.62 are applicable to any concentration of lead found above analytical method’s reporting limit. When disturbed, paints containing lead in any concentration represent an airborne exposure hazard that could exceed the OSHA legally enforceable action level (AL) or permissible exposure limit (PEL). Contractors that bid or conduct work activities that will disturb surfaces with analytically confirmed lead-containing paint should be made aware of those so that they can plan for proper compliance with applicable federal and state regulations, and any applicable Owner specifications. Additionally, contractors should be aware that any untested paint surfaces should be assumed to also contain lead unless sampling and analysis refute lead content.
This limited sampling event was conducted as per the direction and request of the Client. The sampling was of a limited nature specific to dominant type components and readily accessible painted surfaces, which may be impacted by the renovation project, and may not have included every painted surface. The sampling was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings and recommendations expressed in this letter report are based on conditions observed during the sampling event. This letter report has been prepared on behalf of and exclusively for use and reliance by the Client and is not a bidding document. Contractors or consultants reviewing this limited sampling report must draw their own conclusions regarding whether further investigation or remediation is deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information, which may have been used in the preparation of this report. No warranty, express or implied, is made.
