About this file
This document outlines additional environmental requirements for a chapel remodeling project at the Fort Wayne VA Medical Center. The requirements focus primarily on asbestos abatement procedures and documentation.
Key requirements include submission of waste documentation to the COR for VHA Waste Tracking, separate Industrial Hygiene Asbestos Abatement Services that cannot be subcontracted, and the option to use the Terracon Asbestos Inspection Report as the pre-construction survey. The abatement firm must determine actual quantities of asbestos-containing materials and provide IDEM notification documentation. Environmental impacts were assessed, with Air Quality impacts noted due to asbestos abatement requiring NESHAP regulation compliance, and noise generation expected but not anticipated to exceed thresholds. The document confirms no significant environmental impacts were determined for the overall project.

Additional Information Concerning Environmental Requirements
1. All waste documentation to be sent to COR to include in the VHA Waste Tracking system.
1. Separate Industrial Hygiene Asbestos Abatement Services – Cannot be subcontracted by abatement firm.
1. The Terracon Asbestos Inspection Report can be used as the facility’s pre-construction asbestos survey, but the abatement firm can complete their own.
2. This report cannot be used if the scope or area of the work extends beyond concealed walls and ceilings. If this is to occur, a thorough asbestos inspection must be completed prior to commencement of that activity.
1. Based on the abatement firm’s visual inspection, they would need to determine the true quantity of asbestos-containing materials to be removed. Based on this determination, the abatement firm would need to provide the facility a copy of the Notification to IDEM or documentation that Notification is not required/applicable.
1. The GEMS Program Manager reviewed and provided input on the Potential Environment Impact Sections. The following were determined above the NA status:
4. Air Quality – Asbestos Abatement expected, therefore NESHAP regulations are applicable and controls must be in place. (This is outlined in the project specifications).
4. Noise – General noise generation expected. Project does not anticipate for noise thresholds to be exceeded. Project drawings / specifications mention administrative controls to prevent excess noise.
1. No Significant Environmental Impacts determined.
