1. Proposal evaluation factor #3 requires past mechanical construction projects to be a magnitude of $3,000,000 or more and the standard for acceptability requires that the work have been performed at a VA hospital or medical facility. These standards seem very restrictive for the typical SDVOSB firm. Would the government consider amending this requirement by either reducing the magnitude to $2,000,000 or allowing non-medical mechanical projects to be acceptable?
This question has been posed by multiple contractors, and the Contracting Officer agrees with the contractor, and will reduce the magnitude of projects to $2,000,000.00, effective as with the posting of this response.
2.
Scott Matheny

Semper Tek

2. Due to the complexity of the project and shear volume of drawings, we are concerned with being able to finalize a proposal by 8/10/2020. Would the government consider extending the proposal due date by 7 calendar days.
VA: Refer to addendum change on due date.

3. The RFP clause VAAR 852.236-80, Subcontract and Work Coordination clause includes very includes specific wording regarding the need to generate detailed Coordination Drawings that coordinate all the existing conditions, existing MEP systems, structural systems, etc… Assuming that existing editable CAD/BIM files will not be made available to the contractor, we would need to complete our own investigation of the facilities and create a complete set of building coordination drawings from existing field documentation. We will need to create a complete set of floor plans, elevations, and sections, at a minimum. This will be very costly, and time consuming to be completed and approved before executing work for each phase.

In order to accomplish this work and provide accurate coordination drawings, the following process would need to be performed by Contractor, with hired consultant, and our subcontractor(s) for each building in order to generate the Coordination Drawings:

· Complete Site Investigation of all buildings within the project scope

· Will need access to entire perimeter of exterior of all buildings for area measurements

· Will need access to all rooms and spaces, above ceilings, inside mechanical rooms and chases in order to create a working set of floor plan documents and to establish existing elevations, ceiling heights, floor-to-floor elevations, structural items, etc.

· Once measurements are conducted, will need to provide time and efforts to upload information into the software.

· Return to site in order to verify information and coordinate discrepancies (one can never get it right the first time). Will potentially need access to all spaces as indicated before.

· Back to office to revise drawings in software.

· Complete secondary site investigation to include field measurement and documentation of all existing plumbing piping, fixtures, etc. that are scheduled to be removed.

· Will need access to all buildings, rooms, spaces, etc. just as previously indicated

· Identify existing components to be removed, and potential new routing and review for potential structural component conflicts

· Identify existing components to be removed, and potential new routing and review for potential mechanical, electrical, and fire protection systems conflicts

· Return back to office to upload all existing piping information and coordinate final existing drawings

· Return to site for final verification and coordination of existing conditions

· Compose final existing documentation into a new working set of documents to include:

· Confirm all existing piping and components to be removed

· Confirm all existing piping and components to be left in place

· Confirm all existing piping and components to be tied into new components

· Complete new piping and component layout

· Coordinate with Structural, Mechanical, Electrical, Fire Protection, and other building components that might conflict with new layouts

· Obtain written approval from GOV for all documentation and coordination In addition, much of the work of this contract is above hard ceilings with minimal access and will take a significant amount of time to accomplish. The contractor will likely need to install infection control measures and perform demolition in order to gain access to perform the survey work in order to develop these coordination drawings. This work alone could be several hundred thousand dollars and it is unlikely that the 550 day period of performance can be met if each area requires this level of modeling prior to starting construction. This leads to the following questions:

a. Was the project designed using 3D modeling and if so, can these files be made available to bidders for review to establish the level of detail of above ceiling conditions that was already accomplished by the DOR?

VA: Reference is to General Conditions 4.20, VAAR 852.236-80 Subcontracts and Work Coordination (APR 2019) Alternate I (APR 2019) starting on page 55 of 63. As the title of the clause states, this is for work coordination. When multiple trades are involved, making sure that there is no conflict in the layout of work, especially given the amount of available space.

VA: Response to 1st question on 3D modeling – No.

4.
Scott Matheny

Semper Tek

b. If demolition of ceilings and walls is needed to access the space in order to develop the coordination drawings, will these areas need to be patched (closed back up) for the period of time it takes to develop the coordination drawings and have the government review those drawings until actual construction can begin?
VA: Based on response given on this VAAR clause, no response to question needed.
5.
Scott Matheny

Semper Tek

c. If the coordination drawings developed by the contractor show that the planned routing on the design drawings is not feasible due to conflicting systems above ceiling or in wall, who will be responsible for any additional cost to provide alternate routing, the contractor or the government?
VA: Based on response given on this VAAR clause, no response to question needed.
6.
Scott Matheny

Semper Tek

d. Will the government consider a 730 day period of performance in lieu of 550 in order to allow adequate time for this work to be performed?
VA: No, that would jeopardize VA performance requirements on expensing of funds within allotted time limitation.
7.
Scott Matheny

Semper Tek

4. Would the government consider extending the RFI submission date to 7/31/2020 in order to allow adequate time to review the full drawing package in more detail?
VA: Refer to Line 2 response.
8.
Scott Matheny

Semper Tek

5. Drawing H001 has a note that states: “Contractor to test for suspected hazardous materials in building 1 at all vertical chases”. Is this note pertinent to chases that may not otherwise have any work scheduled to be completed or does it only apply to chases that will be disturbed by the other work of this contract?
TMM: The ACM work is confined to vertical chases where plumbing work is to be done. The bidders have access to the ACM reports within the bid documents.
9.
Scott Matheny

Semper Tek

6. The following sheets have been identified as “corrupt” and will not open PP103, PP104, PP105, PP106, PP107 & PP301 in building 5. Can the government please provide these sheets in an amendment?
VA: Refer to drawings reposted for the solicitation.
10.
Scott Matheny

Semper Tek

7. There is a note on the new work drawing Note C shows a 2” drain. Can the government provide a detail for the 2” drain or reference where it is at? Due to the volume of plans, it may be an oversight on our part.
CN: Sheet 1-PP105 Indicates placing a 2” ball valve drain in the current 4” cold water main supply. If this is the location in question, it requires a 4” x 2” tee and a 2” ball valve for future drain down into crawl space. Provide drain and ball valve in vertical at bottom centerline of 4” main. Provide ball valve as close as possible to 4” main. Provide threaded plugged outlet.

8. In Base Offer item #4 when the refer to monitoring stations at remaining locations. Is the government referring to the monitoring stations called out in Note #13 on the new work plans? This can be found on Detail #5 & #6 on sheet PP401.
VA: Yes
12.
Scott Matheny

Semper Tek

9. On Sheet 1-PP113 there are no P numbers called out other than one P-402. Can the government please clarify?
VA: Refer to drawings reposted for the solicitation.
13.
Scott Matheny

Semper Tek

10. On Sheet 1-PP102 in room AWG 10A it appears there is new water being installed in the chase but does not call to remove and reset the water closets. Can the government please verify if new water is to be installed here.
CN: Room AWG 10A is shown on sheet 1-PP107 and not 1-PP102. Connect new piping section as shown on the plans. Sheet 1-PD107 indicates removal of piping located in chase and 1-PP107 indicates using a 90° ell to complete the new work connection.
14.
Scott Matheny

Semper Tek

11. Sheet G003 Note Items Above raises several questions:

a. Flooring Demo: The government requires the flooring to be protected in place. The cost to protect a 20-year-old VCT flooring is much less than a new LVT, or Rubber Flooring System.

Referenced was included as an insert with question. See Note a below.

TMM: The COST to PROTECT a floor is same for all floors. The cost is different in replacing or repairing.

15.
Scott Matheny

Semper Tek

b. Follow up: If the flooring is accidently damaged. How will the replacement of aged, discontinued, or discolored tiles be addressed?
TMM: Contractor to submit replacement tile for consideration of COR as discussed in spec’s.
16.
Scott Matheny

Semper Tek

c. “The Ceramic Tile May have either Gypsum or Cement Backer Board or Other” is mentioned in the above Wall demo. With the cost to remove and repair each type varying significantly, can the government please identify which areas have what type of backing material?
TMM: Destructive demolition for survey purposes was not in our scope for design. Common practice was either WR gyp board or backer board. If “other” is found, contractor to notify COR to make a determination.
17.
Scott Matheny

Semper Tek

d. Follow-up on “c”. Can the government identify what is referred to as other. That appears to be a catch-all type note leaving the contractor responsible for any unforeseen?
TMM: See above
18.
Scott Matheny

Semper Tek

e. Can the government confirm that the existing ACT systems has the proper seismic rating and fastening in place?
VA: The government can confirm upon inspection. See below.
19.
Scott Matheny

Semper Tek

f. In the event that a portion of the ACT system is removed, and a seismic deficiency is identified within the existing system, will the contractor be responsible for repairing the seismic system deficiencies on the entire ceiling or just the area of repair?
TMM: GC must document any deficiencies for the COR per the spec’s.
20.
Scott Matheny

Semper Tek

g. New Work Wall: “Patch and Repair New work backing to Match Existing” With the repair cost varying greatly between types of backing, Can the government identify the types of existing wall system to be repaired to match existing in each area?
VA: Typical patch and repair to match existing using gypsum wall board mud and taped to finish flush with existing wall. This applies to gypsum wallboard and plaster on lath construction. Plaster construction Building 1 only. CMU work at Building 1 pipe chase locations (all floors) and wet wall locations of ground floor.
21.
Scott Matheny

Semper Tek

h. Ceiling: “Patch and Repair Gypsum Ceiling to Match Type and Thickness” Can the government provide what is to be considered typical for ceiling thickness?
VA: Typical thickness is 5/8” gypsum wallboard with veneer plaster finish.
22.
Scott Matheny

Semper Tek

i. NOTE: If finishes can not be matched, contractor responsible for replacing finishes to the nearest corner or surface transition. We interpret this to be about the tile matching, color, discontinued, etc above. With this unknown condition, it is difficult if not impossible to quantify the repair vs complete replacement. This is potentially thousands of dollars difference in the architectural repairs. Especially considering the unknown age and model of existing finishes. Can the govern provide further direction?
TMM: This is at COR’s discretion. If COR allows partial replacement, must get in writing from COR.
23.
Scott Matheny

Semper Tek

12. The above note references installing flow arrows on all domestic water piping for the entire Building 1. It is my understanding that this project does not include the complete removal and replacement of all domestic water piping. Will the government consider revising this to only include pipe markers and flow arrows on the new installation? If not, how are we to quantify the amount to label outside of the replacement? Also , how are we going to access all these pipes in the areas outside of new work? (scheduling, quantifying, cost estimating, ICRA, etc)
Referenced was included as an insert with question. See Note b below.

CN: Pipe markers and flow arrows shall be installed as indicated on all new and existing domestic water piping. Direction of flow is indicated on new work sheets (PP). Specifications indicate location and distance for placing pipe markers. Quantity will have to be determined by contractor measurement of existing piping as shown on new work sheets (PP). Piping can be accessed with ladders in each area, Scheduling will be arranged between contractor and VA.

24.
Scott Matheny

Semper Tek

13. Regarding the note above:

a. Walls: Can the government designate the existing thickness to bid by?

Referenced was included as an insert with question. See Note c below.

VA: Refer to Line 20.

25.
Scott Matheny

Semper Tek

b. “Repair Base Cabinet as Required, countertops, millwork etc” With the cost of casework and countertops varying greatly, can the government provide the types of casework, countertops, millwork, and flooring at each area of potential repair?
TMM: This note was included when extent of demo was unknown. Per Plumbing dwgs, except at showers and bathtubs and footpedal controls, all work is surface mounted. Also notes direct that work should be done on opposite face of wall where possible at millwork.
26.
Scott Matheny

Semper Tek

c. Follow-up: Are there any lab or specialty casework repairs in this project?
VA: See Line 25 and 28.
27.
Scott Matheny

Semper Tek

d. When flooring repair is required at casework, how will discontinued flooring, color variances, and transitions be addressed?
VA: Contractor to provide closely matched samples for COR to make selection.
28.
Scott Matheny

Semper Tek

e. “Matching casework at kickplate and pedal removal” Can the government provide the types of casework to be matched or a basis of design for bidding purposes?
VA: See Line 25. Typical foot pedal control used at metal base cabinets. Dental Clinic uses plastic laminated wood. Kicks are also typically finished with rubber cove base.

5. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
CN: NFPA 241 will apply. Fire watch is included in NFPA 241. Depending on government scheduling of space, if large areas of construction are allowed then temporary measures may be required for fire protection to remain with full coverage. Most ceiling work will not require large areas of ceiling removal and can be replaced daily. All current fire rated walls, ceilings, and floors must be maintained throughout project if holes are placed in such rated structures.
34.
Calandria JohnLouis

Spees Hernandez JV

6. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?
VA: Coordinate with COR.
35.
Calandria JohnLouis

Spees Hernandez JV

7. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.
The Government will not act or make assumptions about current executive order s in place. Should a tariff occur after bid time, the Government may consider requests for a price escalation and execute such through a contract modification.
36.
Calandria JohnLouis

8. Can the Sustainable Construction Requirements clause from the VA be removed?
VA: No
37.
Calandria JohnLouis

1. Reference solicitation, page 15 of 63, FACTOR 3: Previous Experience: The requirement is to provide experience on projects greater than $3 million. Can you please lower this value to $2 million? While we understand that the range of cost on this project is $5 - $10 million, the efforts involved are the same as for a lesser-value project; there is just more of the same for the larger project.
VA: See Line 1 response.

This standard is met when the Offeror reasonably identifies at least one problem that could realistically become a potential risk for this project, relative to the project work.
