About this file
This is a Medical Center Policy (MCP 132-4) establishing parking and traffic regulations for the North Florida/South Georgia Veterans Health System (NF/SGVHS) in Gainesville, Florida, effective January 15, 2026. The policy ensures safe driving and pedestrian conditions for all employees, visitors, and patients while requiring compliance with State and Federal traffic codes. The Chief of Police Service is responsible for clarifying regulations and issuing vehicle registration decals or hang tags; VA Police Officers monitor parking areas, issue citations, immobilize repeat offenders, and tow vehicles obstructing traffic flow; and Human Resources Management Service ensures new employees obtain parking credentials from Police Service.
The policy establishes comprehensive parking requirements including vehicle registration within the first week of employment, proper display of decals on lower-left rear windows or left rear bumpers (non-transferable) or hang tags on review mirrors (transferable), and designated parking areas for various user categories. Reserved parking areas include handicapped spaces (24/7), employee carpool spaces (6:00 am to 8:30 am Monday-Friday), volunteer spaces (24/7 with permit), and government vehicle parking. Patients and visitors have exclusive use of designated lots in Gainesville (24/7) and Lake City (7:30 am to 3:00 pm Monday-Friday). Traffic and parking violations follow progressive enforcement: first offense may result in a courtesy or court violation notice; second offense results in towing at owner's expense; third offense results in towing, administrative action, and revocation of parking privileges. Contractors must obtain numbered parking passes from Police Service after Engineering verification, with violations subject to ticketing and towing at owner's expense.
