About this file

This file contains a comprehensive Request for Information (RFI) and responses log for the Malcolm Randall VA Medical Center AHU replacement project (573-21-705) in Gainesville, Florida. The document compiles 87 RFIs submitted by contractors during the bidding phase, with official responses provided by the VA and architectural/engineering team between February 2-25, 2026. The project involves replacing deteriorated Air Handling Units (AHU 21, 22, 23, and 24) within an occupied hospital facility over a 1,095-calendar-day contract period, with a magnitude of construction valued between $50 million and $100 million.

Key clarifications addressed in the RFI responses include: onsite material storage is extremely limited with no maximum offsite staging distance; concurrent work across two smoke zones is not authorized unless submitted for COR approval; a dedicated security guard is not required but the security role cannot be dual-hatted with other positions; the superintendent can be dual-hatted as SSHO but not QA/QC; phasing is limited to 7,700 square feet per microphase unless expanded to two concurrent floors with COR approval; new AHUs must be knock-down construction to fit through penthouse doors rather than through roof demolition; existing HVAC grilles, registers, and diffusers must be demolished and replaced with new units; temporary plastic ceiling systems are acceptable only where rated assemblies are not required; contractor is responsible for terminal cleaning and removal/storage of salvaged devices; the project follows a tiered evaluation set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs); and the proposal due date was extended to March 23, 2026 with final AE responses to be provided in a subsequent amendment. Additional RFI topics cover wage determinations, asbestos abatement requirements, infection control and life safety standards, temporary utilities coordination, and various mechanical, electrical, and architectural specification clarifications.

RFI #Spec Section (if applicable)Reference Document for RFIClassification of RFIRFI DateRFI DescriptionRFI Response
12/2/26The Bid Documents indicate that onsite material storage, laydown areas, and dumpster locations may be provided on a case-by-case basis, that space is extremely limited, and that offsite staging is recommended.

To properly plan logistics and coordination, please clarify the following:

Offsite Staging Distance:

Is there a maximum allowable distance or radius for an offsite staging facility used by the Contractor? If so, please define. If not, please confirm that no specific limitation applies.

Shared Use of Space:

If multiple construction projects are concurrently ongoing on the Malcolm Randall VA campus, is shared use of approved onsite storage, laydown areas, or dumpster locations between projects permitted, subject to VA COR approval?

This clarification is requested to ensure compliance with VA requirements and to properly coordinate material handling and site logistics. Distance/radius: No maximum offsite radius is stated in the bid documents. Offsite staging is allowed and recommended because campus space is limited; VA does not guarantee a staging area. Coordinate any onsite storage with the COR.

Shared use across concurrent projects: Not prohibited, but subject to COR approval. Use only authorized areas and keep roadways clear; temporary facilities require COR approval.

2 2/2/26 The Bid Documents state that the Contractor shall provide a security guard at all times consistent with VACHS security regulations while work is performed.

To ensure proper staffing and compliance, please clarify the following:

Is the required security guard role permitted to be dual-hatted with another project position (e.g., Superintendent, Quality Control Manager, or Site Safety and Health Officer), provided that the individual meets VACHS security requirements and is continuously present on site?

This clarification is requested to ensure compliance with VACHS security requirements while appropriately staffing the project.A dedicated security guard is not required.
32/2/26The Bid Documents state that contractor parking is not guaranteed, space is limited, and that contract workers should carpool to the greatest extent practicable.

To assist with workforce logistics, please clarify the following:

Are contractor and subcontractor personnel permitted to use the existing VA shuttle service to travel between satellite parking areas and the job site?

If permitted, please confirm whether this use requires prior approval or coordination with the VA COR and/or VACHS Transportation Services.

This clarification is requested to ensure compliance with VA requirements while minimizing parking impacts to hospital operations. No, the offsite parking shuttle is for patient use only. Parking regulation to be provided with RFI response documents.
42/2/26Drawing Sheet G002 – General Notes

Sheet G002, General Notes, state that no more than 7,700 square feet of a smoke zone may be taken out of service at any one time.

Considering that some individual phased work areas are smaller than this maximum allowance, please clarify the following:

Is it acceptable for the Contractor to work concurrently in two separate smoke zones, provided that the combined total area under construction does not exceed 7,700 square feet at any one time?

This clarification is requested to allow efficient phasing and scheduling while remaining fully compliant with VA fire and life safety requirements. The phasing notes cap each micro‑phase at 7,700 SF and establish sequence by phase/zone. Concurrent work across two zones is not authorized by default even if the combined area is ≤7,700 SF; submit a phasing adjustment for COR approval (ILSM, staffing, shutdowns, swing space).
52/2/26Reference: Drawing Sheet G002 – General Notes

Sheet G002 requires removal of all unused ductwork and piping; however, the Mechanical Demolition Drawings do not identify any abandoned utilities, and the site walkthrough did not allow for accurate assessment of their extent.

Please clarify whether “unused” is intended to mean abandoned ductwork and piping and, if so, provide the anticipated quantity or limits of this demolition per smoke zone to allow accurate pricing and coordination.Remove all unused duct and pipe is intended to mean demolished duct and pipe. We do not anticipate additional abandoned duct and pipe in the building to be removed.
62/2/26

Reference: PPI #4 / Sheet G003

According to PPI #4 and Sheet G003, only 7,700 SF may be available for work at any given time. The total interior scope currently represents approximately 110,000 SF.

Assuming an average duration of six (6) months from start to finish for each partial smoke zone, this phasing would result in approximately seven (7) years of work, which is not compatible with the project’s three-year (1,095-day) contract duration.

Considering the nature of the project—including unforeseen conditions, connection and disconnection of temporary AHUs, swing-space preparation, tenant relocations, material lead times, and the fact that portions of the work will remain occupied—a six-month duration per partial smoke zone is reasonable.

Please clarify whether two floors may be made available concurrently, allowing a total of approximately 15,400 SF to be worked on at the same time, in order to maintain the contract schedule. The bid set limits micro‑phase area to 7,700 SF and anticipates sequential phasing. Expanding to two concurrent floors may be possible with COR approval with an updated ILSM, swing‑space plan, and outage schedule per General Requirements.
72/2/26Reference: Sheet G004 – Note 7

Sheet G004, Note 7 indicates that, for certain areas, ceilings will be demolished and reinstalled on multiple occasions while the areas remain operational. Based on the phasing requirements, work is anticipated to begin on Friday night and must be completed by Monday morning to allow turnover back to the VA.

To reduce downtime and improve weekly turnover efficiency, please confirm whether temporary ceilings constructed of fire-retardant plastic sheeting may be used in lieu of full ceiling reinstallation between work periods, provided all life-safety and infection control requirements are maintained.Weekly tear‑out/reinstall of ceilings is anticipated in certain areas while occupied. Temporary plastic barrier systems may be acceptable only where rated assemblies are not required and all infection‑control and life‑safety measures per Section 01 35 26 (Safety Requirements) are met. Submit the product/system and locations for COR approval.
82/2/26Please confirm, per Sheet HA-101, that no asbestos-containing materials (ACM) are anticipated in existing ductwork mastic or insulation within the Penthouse. The Drawing set includes Asbestos Abatement specifications and an HA101 sheet in the drawing index, plus the DAR lists an Appendix C: Limited Asbestos & Lead Survey. Verify per survey and Section 02 82 11; abate if discovered.
92/2/26Sheet AD-102 indicates that the Contractor is to patch and paint surfaces impacted by construction. During the site visit, it was observed that many walls throughout the hospital are covered with wallcovering (wallpaper).
Please clarify the intent and quantity of work for these wall areas, as matching existing wallcovering will not be feasible.Restoration is required where finishes are disturbed; materials/workmanship must “conform in type and quality” to the existing, unless otherwise approved. If exact wallcovering match is not feasible, propose patch + paint or full panel replacement to a logical termination, per Section 09 91 00 Painting and COR approval.
102/2/26Please provide Wage Determination Attachment as indicated on Solicitation page 88WD update included
112/2/26Solicitation A.3 Price/Cost Schedule lists descriptions for CLINs 0001 - 0004

The Drawings Package labels the work associated with the Deductive Alternates on multiple pages. These Deductive Alternate labels are in conflict with the Bid Schedule.

For example; In the Drawings Package, all work associated with AHU 23 is labeled as Deduct Alternate #1. However, the Bid Schedule describes Deduct Alternate #1 as being the exclusion of Temporary AHU Demolition and Provisions. The Bid Schedule desribes Deduct Alternate #2 as being exclusion of AHU 23.

The same conflicts (Bid Schedule vs. Drawings) exist with all Deductive Alternates

Please revise either the Drawing Package or the Bid Schedule so that both documents align with the governments intent.Deduct Alternates are Correct on Solicitation and Specification Section 01 00 00. Please refer to these references for correct information.
122/2/26Reference: AE Sheets

On the Architectural (AE) Sheets, there is no reference indicating requirements for framing, patching, or closure around newly installed ductwork, piping, or conduits, nor for areas where existing utilities are demolished.

Additionally, the drawings do not clearly identify which walls are smoke walls or fire-rated walls.

Please clarify the VA’s intent regarding:

Framing, patching, and restoration requirements for new penetrations associated with duct, pipe, and conduit installations;

Closure and restoration requirements for removed utilities; and

Identification of smoke walls and fire-rated walls, including required firestopping and wall assembly restoration.AE Please Respond
132/2/26Reference: Sheet MH-109

On Sheet MH-109, please confirm whether it would be acceptable to temporarily demolish a portion of the roof and reconstruct it at the penthouse level to facilitate installation of the new AHUs.

If this approach is not acceptable, please provide the maximum allowable package size for equipment to be installed in the penthouse.

This clarification is requested to confirm acceptability of this approach for coordination, means and methods, and pricing. It is NOT acceptable to install the new AHUs thru the penthouse roof. AHUs shall be knock down construction per spec section 237300 paragraph 1.1.B. As that spec states, AHU pieces shall fit thru the penthouse doors and fit thru pathways in the penthouse. Shipping packages must be broken down on site if they are too large.
142/2/26On Sheet MH-108, and on the other contract drawings, no designated lift or crane area is identified. During the site visit, the foundations of a previously installed tower crane were shown to the Contractor.

Please provide the technical and structural information for this existing crane foundation, including allowable loads and limitations, to evaluate whether it can be utilized for the required lifting operations.

If it is determined that this foundation cannot be used due to load or structural constraints, please confirm whether the areas around the loading dock will remain free of temporary utilities or temporary construction during the course of the project to accommodate lifting operations.

This clarification is requested to ensure safe planning, coordination, and accurate pricing.See Tower Crane foundation plan attached. Contractor shall determine if this is usable, or if other cranes are required. Regardless, roads/entrances must be kept clear per Operations & Storage Areas; loading dock availability must be coordinated, as the bid set does not reserve it.
152/2/26Reference: Sheet MH-117-A1 to Mh120-A2

On Sheet Sheet MH-117-A1 to Mh120-A2, the sheet notes indicate that microphasing is approximate. However, each phase requires pressure testing prior to duct insulation, which in turn requires temporary duct capping. Both activities require additional labor, materials, and budget allocation for each phase.

Please clarify whether the number of microphases per floor can be limited to five (5) to allow reasonable budgeting, coordination, and execution of the required pressure testing and insulation activities.

This clarification is requested to ensure accurate pricing, scheduling, and coordination. The phasing sheets list micro‑phases and note they are approximate. The bid docs don’t set a numeric cap. You may propose consolidating to ≤5 micro‑phases per floor with updated ILSM and outage plan for COR approval.
162/2/26Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?Yes, as long as they can successfully perform both duties per the contract documents and requirements.
172/2/26If no to the question above, will the SSHO need to be full-time for this project?N/A
182/2/26Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?No
192/2/26If no to the question above, will the QA/QC need to be full time for this project? No, as long as the QA/QC successfully performs the requirements of the contract specifications. The VA's expectation for the QA/QC is that this role visits the site frequently, inspecting work when complete and performing all reporting requirements to the VA per project specifications. This role cannot be performed remotely.
202/2/26Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?No
212/2/26Please confirm the issued drawings are the most current and complete set. The issued drawings are labeled as “Final Design Submittal” and are dated February 2024. There are several pages left blank (ex: MH118-A) in the drawings.Yes
222/2/26Please confirm the current design documents meet current VA TIL guidelines.Yes
232/2/26Past Performance: If we have a PPQ, requested for another opportunity, that is less than 12 months old, can we use it within our proposal? Or will a new PPQ need to be requested?Yes
242/2/26Is the use of temporary plastic wall panels (such as Edgeguard panels) acceptable?Acceptable where appropriate if they meet ICRA/ILSM requirements in 01 35 26 and do not compromise rated assemblies; submit product data and location plan for COR approval.
252/2/26Who is responsible for the terminal clean of the project area?Contractor to be responsible for terminal cleaning prior to turnover of any work area to the VA.
262/2/26Who is responsible for contracting the commissioning agent?Commissioning to be contracted by Architect Engineer (AE). Contractor responsible for coordinating with commissioning agent per project specifications.
272/2/26Please confirm order of precedence for the contract documents. Does SOW prevail over the specifications and construction drawings?Contract/Contract Addenda/Modifications → Specifications → Drawings → DAR. The Specifications define bid items/alternates and govern materials/procedures; drawings govern geometry/locations; DAR informs intent. Where conflicts occur, follow Specifications unless an addendum directs otherwise.
282/2/26Please confirm the number of days the VA requires to move patients and staff from the swing space back into a recently completed phase.14 days
292/2/26Please provide the latest wage determination for the project’s county.WD update included
302/2/26Will the VA please schedule a second site visit? During the initial site visit we were unable to see the majority of the project area.COR can support a second site visit at CO's discretion. If there are project areas in occupied spaces that require inspection, an after hours site visit would be recommended.
312/2/26If a second site visit is scheduled, will there be an opportunity to ask additional RFIs after the second site visit?Yes the RFI window can be extended at CO's discretion
322/2/26There are no data drops shown on the plans for the controls for AHUs. Advise where these will be required.Data drops are required for each main controller as shown on the network architecture diagram, MI112. These are the responsibility of the control’s contractor per specifications requirements. Data drops should run from the controller location to the nearest TR room covering this area of the facility. Identify any network upgrade deficiencies in the bid phase per specifications section 2.2.A.3.a.
332/2/26There is a refrigerator / Freezer area within the project scope requiring HVAC work. It is believed that this refrigerator serves the morgue. Is it the VA’s intent to relocate the contents of the refrigerator / freezer during construction?Walk-in refrigerator and freezer, rooms E464-1 and E463-1, are not in the scope of work and will remain as is. These rooms are not connected to any AHU in this project.
342/2/26If no to the question above, is it the intent of the VA for the refrigerator / freezer rooms to remain in service during construction?Keep the walk-in refrigerator and freezer in service.
351SOWConstruction02/25/26Please clarify the definitions of “Non-Relocated Departments” and “Non-Relocatable Rooms.” Does “Non-Relocated Departments” refer to departments that will remain in place during construction and are outside the project scope? Does“Non-Relocatable Rooms” indicate spaces that will remain continuously occupied, thereby requiring work to occur during afterhours or weekends?Non - Relocated Departments and Non - Relocated rooms are those departments and rooms that cannot be moved out of their existing spaces to a "swing space" to facilitate construction in their existing space. This is typically due to requiring specialized equipment or devices (Ex: Dental Lab and Research Lab).
3626 00 00SpecConstruction02/25/26Please confirm responsibility for storage of systems removed for reinstallation (e.g., fire alarm devices, CCTV equipment, speakers, Wi-Fi repeaters, clocks, televisions, etc.). 812/19/26I was curious to know if this scope or/or evaluation is correct. Surprised to see $100,000,000 on a 6,800 sf facility.$50M to $100M is the next step in identifying the magnitude of construction even if a project is at the lower end of the magnitude. Just because there is a $100M value in that magnitude does not mean the cost is anywhere near the ceiling. Please evaluate the RFP closely and provide a detailed and responsible proposal.
82Submitted 2.23.2026Please confirm that offerors may submit an alternative overall project phasing plan with their proposal that differs from the phasing sequence shown in the contract documents, provided all operational, life safety, infection control, and technical requirements are maintained.Yes, the contractor can submit an alternate phasing plan subject to VA and AE review and approval
83Submitted 2.23.2026Regarding Subcontracting Limitations, the Solicitation refers offerors to Exhibit B.
