About this file

This is Amendment 0005 to a federal construction solicitation issued by the Department of Veterans Affairs Network Contracting Office 8 (NCO 8) in Tampa, Florida. The solicitation number is 36C24826R0039, dated January 16, 2026, for the project "BB Replace Deteriorated AHU 21, 22, 23, and 24" at Malcolm Randall VA Medical Center, 1601 SW Archer Road, Gainesville, Florida 32608. The project number is 573-21-705.

Amendment 0005 extends the proposal deadline from April 1, 2026 at 1300 EST to April 13, 2026 at 1300 EDT. The amendment responds to follow-up RFIs #4 and #6 by adjusting the project period of performance from 1095 days to 1394 days, with the VA later clarifying the period should not exceed 1,460 days. The VA confirmed that contractors may propose phasing strategies allowing two interior renovation phases to proceed concurrently, though the sequencing remains a contractor means and method. The phasing plan shown in construction drawings G002 and G003 is recommended but not mandatory. Commissioning of each air handling unit (AHU) must be completed only after all phases associated with that specific unit are fully completed. Contractors may submit alternate phasing plans differing from the contract documents, subject to approval by both the VA and the Architect/Engineer (A/E). All other terms and conditions of the original solicitation remain unchanged.

AMENDMENT 0005 changes

Proposals due date CHANGED from 04/01/2026 1300 EST to 04/13/2026 @ 1300 EST

Response to follow up RFI, referencing RFI #4 and #6: adjusted the project period

POP Changed from 1095 days to 1394 days

NO OTHER CHANGES AT THIS TIME.

Contractor Clarifying RFI: RFI #4 states that concurrent work is not authorized by default, however RFI #6 suggests that working on two floors concurrently may be possible. Will the VA please confirm they intend for contractors to propose a phasing strategy that meets the solicited period of performance if the phasing outlined in the drawings is expected to not meet the period of performance?

VA response- follow-up RFI dated 3/26/26, referencing RFI #4 and #6:

The VA has revisited the project schedule and the sequencing of the phasing plan as shown in construction drawings G002 and G003. After reviewing the sequencing, the VA will support a project schedule approach that allows two internal phases of interior renovation to be under construction at the same time.

The phasing plan is a recommended approach intended to guide the contractor’s execution in an organized manner and to communicate the VA’s expectations. However, the sequencing remains a contractor means and method, with the understanding that the VA will only support two interior renovation phasing areas under construction at any given time.

Additionally, the commissioning of each AHU must be completed only after all phases associated with that specific AHU have been fully completed.

The VA has also revised the project period of performance, changing it to not exceed 1,460 days.

The contractor may submit an alternate phasing plan that differs from what is shown in the contract documents to satisfy this period of performance, including options that incorporate concurrent phases. Any proposed phasing plan will be subject to review and approval by both the VA and the Architect/Engineer (A/E).
