About this file
This document contains responses to questions regarding a federal design-build contract opportunity. The opportunity is to install fall protection anchorage and guardrails for Building 1 and Building 2 at the James A. Haley VA Medical Center in Tampa, Florida. Responses provide details on the age and composition of existing roofs, confirmation that the existing lightning protection system can accommodate new handrails, and the location of existing guardrails requiring new sections. An asbestos report and limited roof drawings are attached. Interested parties must visit the site on November 15th and submit any requests for information by November 22nd. The contract is set aside for Service-Disabled Veteran Owned Small Businesses and has a magnitude between $2-5 million.

Question/ Response
Company Submitted By
Dated Received
1.
Please provide as-builts.
KMK
01/30/24
VA Response: As-builts are not available and are nonexistent in some of these areas. We have provided drawings of the areas of construction. Please refer to original posting and amendment 2. The design portion of the project will be expected to document existing conditions and include them in the design.
2.
Can we get a two-to-three-week extension after the receipt of RFI answers?
KMK
01/30/24
VA Response: There will be no further delay. There has been 2 walkthroughs and the facility has been available for any collaboration for information.
3.
Per Amendment 02 Attachment 2 RFI Tracking Log page 16 of 18. A top-down view of the VA was provided with Yellow outlines, please advise if everywhere in yellow is new handrails.
KMK
01/30/24
VA Response: That is correct.
4.
Per the RFI answers the intent is to leave the existing railings and install new railings to fill in the spaces that are not protected by guardrails. Please provide scalable drawings showing the location of existing guardrails and the areas that need new guardrails.
KMK
01/30/24
VA Response: These areas were shown during the walkthrough 2 times. There is no scalable drawing available that shows the existing handrail.
5
Please provide the existing composition of the Building 1 and Building 2 roofs (e.g., type, insulation, membrane).
KMK
01/30/24
VA Response: Attach to this amendment are the only 2 drawings that I can find which addresses the roof project that was completed. Neither are 100% drawings nor as built.
6
How old are the existing roofs?
KMK
01/30/24
VA Response: There was a campus roofing project completed about 6 years ago. There is limited information of this roofing project available. Sending the only 2 drawings that I can find which addresses the roof project that was completed. Neither are 100% drawings nor as built.

Please confirm that a new lightning protection system will need to be installed for the new handrails.
KMK
01/30/24
VA Response: The current Lightning protection can be moved as needed during construction. The system is very flexible. In the previous design for handrails, it was determined that the handrail was to be utilized as a bonding method and the lightning protection system used the aluminum rail instead of moving and resecuring the lightning protection. This will be a design element that will be addressed by the EOR. The contractor should expect to address this system in their offer and price.

What type of deck is currently installed?
KMK
01/30/24
VA Response: There are many different surfaces and your question does not specify what deck or where. The provided drawings should help answer this question. Also, the drawings provided in the RFP should provide sufficient details.
9
Is the existing TPO or PVC roof, who installed it last, is there an active warranty, who is the manufacturer?
KMK
01/30/24
VA Response: The only active warranty is from GAF materials Corporation. See attachment drawing “ Roof Warranty “ on amendment #2 The provided drawings should help answer this question. The manufacturer information is on the drawings.
10
What is the thickness of the insulation at the point of tie offs and handrails throughout the desired locations?
KMK
01/30/24
VA Response: This is a design-build requirement and the successful offeror will be responsible for creating an acceptable design before construction. We provide as reference via the RFP/Amendment drawings should help answer this question as things stand now.
