Richmond VAMC – Improve Patient Privacy 4B
Questions – Solicitation 36C24625B0011
1 . Is there a full signage schedule available for interior signage? There is not one present in the drawings.
Please advise with locations and quantities for interior signage.
A. Please attached document labeled “4B Signage Schedule.”
2. Does HVAC duct mastic need to be removed from duct prior to duct demo (due to asbestos containing material) or can duct be demolished & disposed of with mastic adhered to it?
A. Duct work can be removed from project site with or without mastic adhered to it, as long as ductwork is removed and disposed of according to spec SECTION 02 82 13.19 ASBESTOS ABATEMENT
SPECIFICATIONS.
3. What are the current floor finishes to be demolished? Is there only hard flooring, or is carpet currently present? Drawing notes mention carpet, but none indicated on drawings.
A. Resilient, tile, and carpet are known floor types to be demolished. Flooring to be demolished is noted on sheets: HA-101 OVERALL FOURTH FLOOR DEMOLITION PLAN HAZARDOUS MATERIALS
4. Page 14, Section 1.5.12 Site Security, Part E mentions a 24-hour security system at the entrance of the work area. Is contractor required to provide labor at work area 24 hours or secure entrance to work area during off shift hours? Construction site must be kept secured at all times. 24- hour monitoring is not required as long as the construction site access can be locked and secured.
A. 24-hour surveillance is not required as long as site can be locked and secured at all times. Keeping site locked and secured is required during hours of construction and after hours.
5. Is the asbestos contractor required to provide their own industrial hygienist for air monitoring?
A. A/E firm is providing air monitoring services for 10 days.
6. Are there photos of the noted interstitial space where work is to be done? If not, will there be access available prior to project start?
A. No photos are available. Access to the interstitial was made available during pre-bid site walk.
Contractor will have access to the interstitial for the entire duration of the project.
7. Who is the current contractor providing mechanical building controls?
A. Johnson Controls (JCI)

9. Will drinking fountains need to be provided new or shall we re-use existing? There seems to be conflicting information on the project documents.

10. If a license is necessary, could you please clarify whether it must specifically be issued by the state of
Virginia?
A. The contractor’s license can be issued by any of the 50 US States, or the District of Columbia.
11. For Bid Bond request purposes, what is the amount. If any for the LIQUIDATED DAMAGES— CONSTRUCTION?I can locate the LDs for Data Breach, but not for construction. Can I assume that it is “not applicable” for this solicitation?
A. If the provision or clause is not included in the solicitation, it does not apply for this requirement.
12. I noticed that there are ceiling lifts on the drawings, and some general motor requirements under section
11 in the spec requirements. However, nothing pertaining to lifts specifically. I’m wondering if any ceiling mounted patient lifts will be purchased through this solicitation or if there is another one to follow?
A. See attached specification section 10 90 00 CEILING MOUNTED PATIENT LIFT SYSTEM for details.
13. Is this project exempt, if yes, will a certificate be issued?
A. This project is not tax exempt.
14. Can the Superintendent perform duties as either a QC or SSHO (Duel Hat)?
A. No, the QC duties and superintendent duties cannot be performed by the same individual. See spec section 014500- Quality Control
014500- Quality Control 3.4 QUALITY CONTROL ORGANIZATION: B. CQC System Manager: Identify as CQC
System Manager an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor. The CQC system Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of number of years construction experience, as indicated on the Experience Matrix in this section, on construction similar to the scope of this Contract. This CQC System manager is to be on the site at all times during construction and is employed by the General Contractor. The CQC System Manger is assigned as CQC System Manager but has duties as project superintendent in addition to quality control. Identify in the plan an alternate to serve in the event of the CDQC System Manager’s absence. The requirements for the alternate are the same as the CQC System Manager.
15. Can the Superintendent perform duties as the QC and SSHO (Triple Hat)?
A. The superintendent or QC person can perform the duties of the SSHO. The person who acts as the SSHO must meet the qualification as required per SECTION 01 35 26 SAFETY REQUIREMENTS.
16. Will the use of a trash Chute be allowed for Demolition Debris?
A. No, the VA doesn’t have a trash chute for demolition debris. Trash chutes are not allowed for this project.
17. I would like to confirm whether my company is required to hold a General Contractor License to be eligible for this project. Additionally, if a license is necessary, could you please clarify whether it must specifically be issued by the state of Virginia?
A. The contractor is required to have a general contractor’s license, issued by any of the 50 US States or the District of Columbia.
18. The carriers on the previous jobs did not work due to the webbing off the floor (used combos with slip on closet flanges in some spots). Please advise.
A. Where this condition (conflict with waffle slab) is encountered a custom solution similar to what was used on 4C is acceptable. An acceptable alternative concealed carrier for wall hung lavatories ZURN Z1231EZ-WL, it has waste line sleeves for sanitary lines to pass through the carrier legs.
19. Please advise if you would like us to use one trench drain, one round drain, or both.
A. The drawings indicate one round drain.
20. Are we to add new shut off valves for domestic water and heating water on the main tie-ins?
A. Furnish and install new valves in accordance with contract plans and specifications. Locations and requirements for new valves are noted on the plumbing drawings and plumbing specifications.
21. On plan PP-901, Note 4: Will that piping be that whole section or just the main going to the dialysis box?
A. The whole section from the Dialysis box to the main sanitary line as shown on PP-901 needs to be chemical resistant piping.
22. Are there hammer arresters for domestic water?
A. Yes, install water hammer arrestors per the contract documents. The locations and requirements are noted in the plumbing drawings and plumbing specifications.
23. Will the duct be tested for current air flow that the unit is putting out to make sure that the new work will meet the correct requirements? (Our foreman has heard that 4A has air flow problems, which is fed from the same unit as 4B).
A. Contractor is responsible for conducting duct air leak testing and testing, adjusting and balancing in per contract documents and specification. See spec section SECTION 23 05 93 TESTING, ADJUSTING, AND BALANCING FOR HVAC for additional information.
24. Detail 1 on drawing GI002 contains a detail for “Interstitial Floor Deck Repair Detail”. We are unable to locate where this detail is to apply nor are we able to quantify it. Please clarify where this detail applies.
A. See screen shot of detail below from sheet: GI 002
This detail shall apply to all HVAC/plumbing penetrations in the interstitial slab. See related HVAC and Plumbing demolition drawings for penetrations.
25. With reference to Spec section 01 35 26 – 1.12, Infection Control; Class III and class IV both require negative air within the work site. Will the discharge air be required to exhaust to the exterior of the building, or can the clean air be discharged above the ceiling on the clean side of the ICRA barrier?
A. All negative air must be exhausted outside.
26. With reference to Spec section 01 35 26 – 1.12, Infection Control; which areas will receive the class III risk classification and which area will receive class IV?
A. Level III is required throughout the entire project during the construction phase. Level IV is required during abatement.
27. With reference to Spec section 01 35 26 – 1.12, Infection Control; paragraph B.4.a(7) requires all personnel entering the work site are required to wear shoe covers. Will these covers be provided by the owner (VA) or is this considered PPE which the contractor is to provide?
A. The VA will not supply contractors with PPE. Contractor is responsible for providing their own PPE.
28. The sanitary waste tie-in and connection point show different places when reviewing PD-101 & PP-101. If the intect of the piping to be replaced is located as shown on PP-101, please confirm that this replacement would need to be done during off-hours.
A. Any tie-in requiring a utility outage that disrupts hospital operations and patient care needs to be coordinated with COR for off-hours.
29. The existing alarm panel needs to be visible to the nurse staff since Phase 2 is still active. On Patient
Privacy 4C, one alarm panel was installed for each zone valve for this to work out. In 4B, are we to add new valves at the tie-in (3 service valves)? For the phases to work, we need to add 6 new service valves. Please confirm.
A. The existing alarm panel serving the phase 2 area will continue to function through phase 1. The existing location of the alarm panel is acceptable during construction. The new location will need to be coordinated with the COR per PP105 keynote 5. Providing 3 or 6 service valves would help minimize shutdowns, means and methods at the end of the day.
30. Is there an official sign in sheet that you could send and/or meeting minutes that could be distributed for this project?
A. A copy of the sign-in sheet is included in this amendment. Please see attachments.
31. The solicitation states NAICS code 236220 which is 15% self-perform requirement. However, the SF 1442 and the bid certification form 852-219-75 VA Notice of Limitations on subcontracting both state 25%.
Please confirm 15%.
A. The correct percentage is 15% for NAICS code 236220. Please adjust accordingly.
32. Referencing the solicitation page 50 VAAR 852.201-70 Contracting Officer's Representative, please confirm the primary COR for this project is Jeff Anderson.
A. Yes, Jeff Anderson is the designated COR for this project.
33. Specification 01 00 00, paragraph 1.6.L, please confirm coordination with cemetery director is not applicable.
A. Coordination with cemetery director is not required for the scope of this project.
34. Specification 01 00 00, paragraph 1.22, please confirm Procore or Submittal Exchange is an acceptable software management system. We understand TRIRIGA is no longer active.
A. Procore or Submittal Exchange is an acceptable software management system.
35. Specification 01 32 16.01 discusses the CPM schedule by the Architect/Engineer. Please confirm this specification is not applicable. Also, Specification 01 32 16.13. is for Major Projects. Please confirm this specification is not applicable. Please confirm the contractor is to follow Specification 01 32 16.16 Project
Schedules.
A. SECTION 01 32 16.01 ARCHITECTURAL AND ENGINEERING CPM SCHEDULES applies to the A/E and their design schedule. SECTION 01 32 16.13 NETWORK ANALYSIS SCHEDULES - MAJOR PROJECTS is not required for this project.
Contractor is responsible for Specification SECTION 01 32 16.15 PROJECT SCHEDULES, this spec is acceptable for the scope of this project.
36. Specification 0 145 00, paragraph 3.4 states the CQC System Manager (CQC SM) to be separate from the
Site Safety Health Officer (SSHO) but can serve also as Superintendent. Please confirm Government requires two separate individuals: 1) Superintendent/QCM and 2) SSHO.
A. See response to questions 14 and 15.
37. Specification 0 145 00, paragraph 3.4.B states the CQC SM states graduate engineer, graduate architect, or graduate of construction management with minimum number of years construction experience indicated in the matrix. Per the matrix, will the Government accept a CQC SM who is a non-graduate but a construction manager or professional with five years of construction experience?
A. The VA will accept a QC SM that has five years of professional experience in that role. Individual resumes are required for approval.
38. Specification 01 91 00, paragraph 1.7 has a matrix with several systems that appear to be not applicable to the project such as foundations, basements, parking control equipment, elevators, etc. Please confirm which specific building systems are to be commissioned.
A. Commissioning services are limited to the HVAC systems only.
39.Specification 01 91 00, paragraph 1.8.C states the VA shall engage the Commissioning Agent under a separate contract. Please confirm the Commissioning Agent will be hired by the VA and not the Contractor.
A. A/E will provide Commissioning agent.
40.Referencing Sheet GI 102 and the phases 1A, 1, 2, and 3: Based on previous projects with the sensitivity working in the Patient Privacy; the time to complete preconstruction and submittals; and the lead times for medical and mechanical equipment, we recommend the contract duration 912 days from the NTP. Please advise if either is acceptable.
A. Period of performance for this project is 18 months
41. Please provide a specification for the Ceiling Mounted Patient Lift System, typically 10 90 00. Please provide the basis of design for the patient lift system.
A. See response to question #12.
42. Will the lift weight capacity and layouts match 4C with Flush Recessed XY systems in patient rooms and bathrooms? 605 lb. with integrated scale for the standard rooms and 825 lb. with integrated scale for the bariatric rooms.
43. Should the GH3+ Trainer Module option be included on the lifts for this project?
44. Will contractor have access to the freight elevator for the movement of heavy materials into and out of the space? If so at what hours.
A. Contractor will have use of freight elevator, during hospital hours. Contractor is responsible for cleaning any mess they create in the freight elevator.
45. Drawing TK-101 shows multiple data/voice outlets for CAT6A cabling but does not show what IT room they will terminate. What IT room will these cables land for termination?
A. Terminate cables in room 4B-123. This room was constructed and completed during a previous project.
46. Drawing TK-401 states in subset 3 that new work for IT room 4B-123 and existing IT room 4C-142 are not in contract. Will IT room 4B-123 house the new cabling for this project? If so, will IT room 4B-123 be ready prior to construction of phase 1?
A. Yes, 4B-123 construction was completed during a previous project.
47. Drawing TK-501 shows in subset 5 data rack elevations; however, it states "not in contract". Will this be done by others and ready for construction?
A. Yes, 4B-123 construction was completed during a previous project.
48. Reference Drawing TK-101, if the IT room 4b-123 build out is not in contract then what is the scope of work for terminations of the IT cabling for this project?
A. Terminate cables in room 4B-123. This room was constructed and completed during a previous project.
49. Reference TK0502, Subset 12 shows Telecommunications faceplate layout details, it states white cable for telephone, data cable either yellow, green, gray, and blue. The VAMC standards are usually VoIP and use either all yellow or all blue for voice & data. Is this a misprint?
A. All Yellow... We don't differentiate between voice and data as it's all data.
50. Reference TK-502, Subset 12 shows Telecommunications faceplate layout details, it states using 6-port faceplates. There are no outlets using 6-ports, typically the VAMC uses 4-port faceplates or appropriate ports depending on cable count, is this a misprint?
A. Four-point faceplates are acceptable.
51. Reference TK-502, Subset 5 shows wireless access point details; however, TK-101 does not show any new installation icons. Is the cabling for wireless access points not in this contract?
A. Installation of new wireless access points (WAP) is not included. Contractor is responsible for removing existing WAP and turning them over to the VA.
52. Drawings show taking down the staff bathroom in both Phases of construction. Can contractor assume that the staff bathroom will be turned over as part of the Phase I construction?
A. If the questions is referencing restroom 4B-129, the staff bathroom be included in Phase 2 construction.
53. Will the corridor work require nights and weekends? Will contractor be required to install negative air and temporary barriers?
A. Any work that disrupts patient care and hospital operations needs to be performed after hours or weekends. The contractor is responsible for constructing all temporary walls and maintaining them.
Contractor is responsible for providing the negative air machines and exhaust ducts.
54. How much time needs to be allowed for the VA to move personnel from Phase I to Phase II?
A. One to two weeks
55. In previous phases of the 4th floor, a slot drain was installed at the showers. This phase appears to have a drain in the center of the room with the shower water being directed to it via sloped floor. Is this correct.
A. The drawings indicate one round drain located in the center of the room with the floor sloped towards
it. This is the current plan. 4C, the last phase completed, used a different plan with a round floor drain in the main bathroom and a linear floor drain at the shower.
56. The finish schedule doesn’t indicate the use of any epoxy paint. Previous phases used epoxy paint. Please confirm there is no epoxy paint on the project.
A. Finish schedule is shown on AI-602 and spec section SECTION 09 06 00 SCHEDULE FOR FINISHES.
57. Corian Savannah is called out for the shower. No thickness is shown on the drawings for the shower area.
Also, no detail as to how the ceramic tile/solid surface are to be integrated at the shower walls.
Elevations are shown AI-202 and AI-203.
58. The sink for inside the room is called out in the solid surface spec. There is nothing located on the plumbing drawings for the sink other than the parts necessary to bring water/sanitary to it. Please advise.
A. The sinks in the rooms are called out as P-420 in the plumbing drawings (PP-101 / PP-102). The specifications 22 40 00 2.10 D describe the P-420 counter mounted sinks in the rooms. These sinks are what need to be provided.
59. Sanitary Waste, the sanitary waste tie-in and connection point show different places when reviewing PD- 101 & PP-101. If the intent of the piping to be replaced is located as shown on PP-101, please confirm that this replacement would need to be done during off-hours.

64. Could you please share the sign-in sheet from the pre-bid meeting for the VAMC - Improve Patient Privacy 4B - Richmond project in Virginia?
A. Please refer to the response in question 30.
65. Are you able to email me the Intended bidders and or Pre-qualified bidders list for this project.

68. Will the Government provide VA badges/PIV cards for contractors working on-site for this project?
A. No, contractor is responsible for providing their own company issued ID badges
69. Will patients be relocated to accommodate the construction in these areas?
A. Yes, the VA will move patients and staff from areas prior to the start of construction phases.
70. Will any upcoming projects impact or affect the SOW as laid out in the solicitation drawings?
A. No
71. Will the Government accept the use of Procore Project Management software as the primary submittal and data tracking tool for this project?
A. Yes, the use of Procore is acceptable.
72. Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health
Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?
73. Exterior space seems limited on the campus. Will the VA provide parking spaces for the contractor. Will the VA have designated spaces for laydowns yards and office trailers?
A. The VA doesn’t provide designated parking for contractors. The VA will provide a laydown area for dumpsters and Conex storage containers.
74. Please confirm the ICRA levels for the project. All levels 1, 2, 3, and 4 will be required during the project.
A. Contractor is responsible for becoming familiar with ICRA requirements and maintaining ICRA measures throughout the project. Level 3 and 4 will be used throughout the majority of the project.
75. Are modular walls (such as STARC) acceptable for ICRA?
A. STARC walls are acceptable, they must meet the required 2- hour fire and smoke ratings.
76. Please clarify the commissioning requirements. Will the VA provide the commissioning agent?
A. A/E will provide the commissioning agent.
77. The RCP at the Nurses Station 4B-128 indicates that the existing bulkhead is to remain. It also shows detail
4/AI111 which indicates metal framing as new since it does not say “existing” but the words say the framing is existing to remain and to wrap it with new drywall. We assume that ALL framing of this bulkhead is existing, and the VA only wants new drywall. Please confirm. Spec section 054000, we could not locate on the drawings. Please advise if this section is applicable.
A. That is correct. The existing framing members shall remain, and new gypsum board installed on the existing bulkhead.
78. Please verify if the bid due date will be extended from February 3rd, 2025.
A. The Bid Due Date and Bid Opening dates/times are updated with this amendment.

79. Please provide the sign-in sheet from the pre-bid site walk.
80. Please confirm if Amico, who can produce the exact patient bed service walls shown and outlined in the specs and drawings, is an acceptable alternate.
A. Amico is an acceptable alternative for the patient bed service wall, it must meet the required project specifications.
Div 01
81. Please confirm if there are any delegated design requirements for this project.
A. Contractor is responsible for delegated design requirements as noted in the specifications.
82. Please confirm if the Superintendent can dual hat for SSHO and/or QCM.
83. Security: General Contractor’s employees shall not enter the project site without appropriate badge. Is this badge to be issued by the VA or the contractor? What is the process for badging if issued by VA?
A. Contractor is responsible for providing their own company issued ID badges
84. Please confirm that duplicate keys are in fact required for all machinery and toolboxes on site. Does this include machines stored outside of the building?
A. The VA doesn’t require duplicate keys. Contractor is responsible for ensuring gang boxes and equipment is secure and doesn’t impact hospital safety standards and operations.
85. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA. Is a shredder in the job trailer sufficient or will additional measures be required?
A. A shredder is acceptable.
86. A limited number of (2 to 5) permits shall be issued for General Contractor and its employees for parking in designated areas only. Please specify where subcontractor parking is allowed.
A. The VA doesn’t issue parking permits for general contractors and their subcontractors.
87. Please specify project laydown area location. Is fencing required around laydown area?
A. Project laydown area will be outside. Contractor is responsible for providing temporary fencing, with a secured gate.
88. Please confirm that a jobsite trailer is allowed on-site.
A. Trailers are permitted in the laydown area. Contractor is responsible for utilities for trailer.
89. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and
Contractor's personnel, except as permitted by the COR where required by limited working space. Please confirm when demolition activities are to occur. Is night work required? Is any noise barrier beyond the specified division wall required?
A. Hours of disturbance vary based on hospital workload and patients on the floor. It’s recommended that contractors install sounds attenuation batts in their temporary walls.
90. Please specify how materials are to be transported to the work area. Will this activity be restricted to certain hours? Specs call for use of outside type hoist – please specify where this hoist is to be located.
A. Contractor is allowed to use carts to transport material in hospital. Contractors are responsible for cleaning any mess they create.
91. Are any elevators allowed to be used by contractor? If so, please provide details.
A. Contractors are permitted to use service elevators. Contractors are responsible for cleaning any mess they create.
92. Please specify how debris and other waste materials are to be transported out of the work area. Will this activity be restricted to certain hours?
A. Contractors are permitted to use trash carts to transport debris from project site to outside of hospital.
Construction waste must be covered while being transported through the hospital. Hours may vary based on hospital workload. Typically, most contractors accomplish trash removal during the day.
93. Are existing toilet facilities in the workspaces able to be utilized for contractors? If portable toilets are required, please specify where they are to be located.
