Richmond VAMC – Improve Patient Privacy 4B
Solicitation 36C24625B0006 Amendment 0006: CORRECTIONS/UPDATES/ADDITIONS
DRAWINGS/SPECIFICATIONS:
The following drawings and/or specifications have been attached. They have been referenced in the questions below.

The following drawings and/or specifications have been referenced in the questions below, were attached in Amendment 0005, and are still valid:

LICENSING CLARIFICATION:
Q. Please confirm if the Prime Contractor is required to hold a General Contractor License.
A. As asked and answered in RFI responses included with Amendment 0003, yes, a General Contractor License is required. It can be issued by any of the 50 US Staes or in the District of Columbia. Please submit a copy with your bid submission package.
QUESTIONS/RESPONSES:
Q1. On Structural S101. It is unclear what structural steel exists and what is to be installed.
The Typical Patients rooms, all 21 rooms, are presumed to have the structural steel of S101 already installed over the patient beds. This steel is already supporting the existing patient lifts. RFI 103 gov response question clarifies that the only additional structural steel to be added for the patient lifts is in room 101, bariatric room, over the patient restroom area only, please confirm?
A. All structural steel depicted on structural Contract Documents is intended to be new members. Contractor to field verify size and location of any existing steel members and provide as-built documentation and calculations showing adequate support for new patient lifts certified by a structural PE., before the reuse of any existing structural steel supports.
Q2. The new 600 lb. patient lift system, the GC will install using the existing steel I-beams above the patient drop ceiling and below the interstitial space in all the patient rooms.
Except the Bariatric room gets a 1000 Ib. lift system and will use the existing steel over the patient bed, but the GC will install additional steel to support the lift system into the bathroom.
A. Contractor to field verify size and location of any existing steel members and provide as-built documentation and calculations showing adequate support for new patient lifts certified by a structural PE., before the reuse of any existing structural steel supports.
Q.3 All Patient lift systems will travel from the patient bed area to the bathrooms using the existing steel above the patient beds; the GC will install new track supports that will pass through the interstitial space and anchor to the waffle ceiling above the interstitial space to support the track system from the bed area to the bathrooms (except rm 101 Bariatric rm, which gets new steel structural supports per S101 over the bathroom).
A. Contractor to field verify size and location of any existing steel members and provide as-built documentation and calculations showing adequate support for new patient lifts certified by a structural PE., before the reuse of any existing structural steel supports.
Indoor split units
Q4. The schedule shows two split indoor units DSS-1 and 4B-SS-1, and they are serving the same area, OIT closet. Even the tag number (4B-AC-123) shown on MH105 does not match what’s on the schedule. Am I to assume they are both the same unit since the plans show just one indoor unit?
A. 4B-SS-1 is the correct one and the indoor split unit should be 4B-SS-123 on the schedule while 4B-CU-1 should be 4B-CU-123 on the schedule. There is only one unit in the OIT closet.
Q5. Patient Lift System: Confirm gov wants 600 and 1000 lifts. We heard they want patient rooms like done on 4C which is 605 and 825. The previous company can go up to 880 with the curve into the combi lock, but for our twin hoist which is 1100 it must be a straight shot from the bedroom XY to the bathroom. The same track layout as 4C floor?
A. The VA would like the 600 lb. and 1000 lb. lifts as noted in the specifications. See screenshot on the following page.
Q6. Per new 087100 spec:

Q6. Please specify whether hardware pieces should be from the same manufacturer per the first spec reference above or if they should follow the hardware set breakout example per the second spec basis of design reference above.
A. Follow the revised hardware sets in order to match VA hospital hardware standard.
Q7. Symbol and are used in the updated drawings. No reference is given for these symbols. Please provide reference note explaining designers intent for these symbols.
A. These symbols are used to indicate where changes/modifications were made to construction drawings.
Q.8 The previously released signage package explicitly calls out 49 signs. Rooms 126, 130, 131, and 133 all require two signs each – one for each entrance. Please confirm that each patient room is to receive only one sign. Alternatively, please confirm that both the patient room entrance and the toilet require a sign for a total of two per patient room.
A. Each patient room receives one sign at the entrance from the main corridor, and one sign in the room for the patient toilet.
Q9. Updated S-101 is undated. Please issue updated S-101 with revision date included.
A. S-101 is dated, and PE certified on 06.12.19. No revisions are included on this sheet.
Q10. Please confirm that AI-101 and AI-601 are the only architectural drawings that have been changed. They are the only drawings in the architectural set that have revision dates on them.
A. AI-101 and AI-601 are the only architectural drawings that have been revised.
Q11. Can you please confirm frame details for frame type F3 on page AI601. The details for opening 101T are different compared to the details for all other F3 type frames.
A. Frame type F3 has a split header. Room 101T has a split header so the patient lift can pass through. The door is also wider to allow bariatric patients to pass through.
Q12. F3 frame is a bit bigger than type F1 & F2.
A. Frame sizes are noted AI-601. Room 101T has a split header so the patient lift can pass through.
Q13. Details H5 and J5a details show the extra bit of height it needs for these restrooms.
However, other details on F3 are calling out H2 & J2, which shows a regular standard size frame.
A. That’s because Door 115T is isolation toilet room and the door width is only 3'-0", unlike door 101T which is a 4'-0" wide door.
Q14. H5 and J5 is also shown for corridor opening 150N and 150S, however on the frame elevation for F4 it does not show that extra height like F3.
A. H5 and J5 are incorrect. The correct head and jamb details for door(s) 150N and 150S are H6 and J6a,b
Q15. Can you please specify hardware model and manufacturer for hardware set 10C?
A. Match Hardware set HW-2A but eliminate the access control system and provide a mortise lock with a storeroom function lockset.
Q16. For hardware set 2F, is the architect okay with and model/manufacturer for the coat hooks?
A. Yes
Q17. For hardware set 3A, can you please verify what function would the lockset be? Or do we reference based on previous hardware schedule?
A. Reference previous hardware schedule.
Q18. On the hardware specifications, hardware 6 calls out opening 123 however, this is crossed out on the revised door schedule. Can you please verify if this opening will be priced?
A. The door, frame and hardware can be excluded from this project and don’t need to be priced.
Q19. Can you provide a picture(s) of the interstitial?
A. Interstitial space was accessible to all potential bidders during the pre-bid site walk.
Q20. The revised drawings issued with Amendment 5 seem to have removed the requirement for the patient lifts in the restroom of the “Typical Patient Restrooms”. The patient lifts have been removed from drawings AI-101 and also AI-111. However, the patient lifts still appear graphically on the enlarged plans for the Typical Patient Rooms in detail 3 on drawing AI-401 and also on detail 3 on drawing AI-402. Please confirm that the patient lifts are not required for the restrooms of the typical patient rooms.
A. Patient lifts are not required in typical patient bathrooms.
Q21. The revised drawings issued with Amendment 5 and also response #103 provided in Amendment 3, indicate that detail 2 on S101 only applies to the Bariatric Patient room 101 and by exclusion does not apply to Isolation Patient Room 4B-115A. Drawing AI-101 and also AI-111 indicate that a patient lift is required for both the patient room as well as the patient restroom of patient room 4B-115A. Does detail 2 on drawing S101 apply to both the Bariatric Room 4B- 101 and also to Isolation Patient Room 4B-115A?
A. Detail 2/S101 shall apply to Bariatric Room 4B-101 and Isolation Patient Room 4B- 115A.
Q22. Detail 8 on drawing S101 requires a 4.5-inch diameter hole to be provided in the web of the W8x18 beams with a 2’0” minimum spacing. We cannot determine what these penetration holes are for nor are we able to quantify how many holes are required. Please clarify the requirement for the 4.5-inch diameter holes.
A. Penetrations are intended for any current/future HVAC work that may need to pass through the new beam's location. All holes shall be lined up with adjacent beams to allow for straight runs of any current/future HVAC work. Place 4.5" Dia holes in web at 2'-0 o.c. and 1'-0 minimum and 2'-0 maximum from each end.
Q23. With regard to ongoing Tariffs and fluctuating prices of materials and products, is there a way to cover Tariff price increases. Subcontractors have pricing good for 30-45 days.
A. This requirement is not being awarded as a Firm-Fixed Price with Economic Price
Adjustment. It will just be a Firm-Fixed Price contract. There is no plan to reimburse or recover ongoing tariffs or fluctuating materials pricing. For further details, reference FAR Subpart 16.202.
