About this file
This document is a Request for Information (RFI) response for the Richmond VAMC - Improve Patient Privacy 4B project, containing corrections, updates, and clarifications to the original solicitation. The document addresses three key questions: (1) clarification on W8x18 steel locations in patient lift rooms, (2) confirmation of a single electrode steam humidifier for the Clean Storage room, and (3) specifications for project management roles, specifically that the VA requires dedicated QC manager and superintendent positions, with the option for either to perform Site Safety and Health Officer (SSHO) duties if qualified.
The solicitation (36C24625B0006) is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for improving patient privacy at the Richmond VA Medical Center, with a project budget between $5-10 million. Updated architectural and structural drawings were included, along with clarifications on drawing M-601, door hardware specifications, and structural steel framing requirements. The project will be awarded under sealed bidding procedures and falls under the Commercial and Institutional Building Construction NAICS code.

QUESTIONS/RESPONSES:
103. Are the W8x18’s highlighted required in every room or only required in room 101?
A. Steel locations and requirements are noted on the structural drawings.
117. Drawing M-601 indicates 2 different humidifiers: one steam humidifier with steam dispersion tube, and one electrode steam humidifier. Both have the same tag number, but the schedule indicates different types, different capacities, and different locations for installation.
The drawings only indicate one humidifier in Room 104B HSK storage. Please clarify how many, what type, and location humidifiers are to be provided. If the humidifier scheduled for 1-AHU1 is required, please provide additional information on location and connection requirements (steam).
A. Drawing M-601 has been updated to remove the reference to unit mounted steam humidifier. The only humidifier for this project is to be electrode steam humidifier for the Clean Storage room. Airflow for the steam humidifier selection has been adjusted to reflect the update.
118. Q&A 14 indicates the superintendent cannot have duties as the QC manager and to reference part
3.4 of 014500. In review, the spec indicates the QC manager can have duties as the superintendent which is now contradicting. Several other Q&As in amendment 3 asked similar questions and the response was to refer to Q&A 14 and 15. Should one assume the spec 01 45 00 part 3.4 is incorrect and the VA wants a separate dedicated QC manager and a separate dedicated superintendent and either one of those individuals can perform SSHO duties if qualified?
A. The VA is requesting that the project has a dedicated QC manager and a dedicated superintendent, the superintendent or QC manager can perform the SSHO Duties if qualified.
119. Q&A 103 calls out structural steel framing which is required in all patient lift rooms. What wall type is required for walls that have structural 3x3 columns and cross bracing as the wall types shown on drawing A-001 will not work with structural cross bracing?
A. The structural steel will fit within the specified wall types.
