BRAND NAME JUSTIFICATION

FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES

PROCUREMENT REQUEST 613-20-4-653-0112/ RFP 36C24520R0124

In accordance with Federal Acquisition Regulation (FAR) 11.105(a)(1), the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs

❑ For brand name purchases not exceeding the simplif ied acquisition threshold (FAR 13.106 - 1(b)(1)).

Corbin Russwin Door Hardware is the system currently in place here at the VA. It is the Master Keying system in use throughout the VAMC Martinsburg campus. The uses of other manufacturer’s styles that may have compatible cores present a stocking problem of parts for multiple hardware types, increasing the costs of maintenance. Moreover, the styles do not match Corbin Russwin, creating unsightly inconsistency in appearance.

The Corbin Russwin brand name is called out in the project specifications section 08 71 00

– Door Hardware.

Approval of the Brand Name Justif ication:

Contracting Officer (CO) Date (Proposed contract not exceeding $250,000)

‘Handicare/Medcare’ Patient Lift System is the system currently in place here at the VA. We would need to integrate an entirely new system in addition to the ‘Handicare/Medcare’ System, that would double the cost of maintenance service contracts.

The ‘Handicare/Medcare’ brand name is called out in the following project specification section 11 73 00 – Ceiling Mounted Patient Lift Systems

It is necessary to specifically specify JCI Control Systems for the following reason:

As per VA guide specification 23 09 23, Part 1, paragraph 1.1.G, this campus has standardized on an existing ASHRAE 135 BACNet/IP Control System supported by a preselected controls service company, Johnson Controls, Incorporated (JCI). The specification requires the GC to hire JCI as Controls Integrator, if JCI is not directly doing the controls. As mentioned, we are upgrading from N2 to M5 on a piecemeal basis, predominantly in association with AHU’s. The specification allows for the use of third party gateway devices, and specifies the requirements for BACNet conformance and interoperability. The preference is not to use third party gateway devices, as we are upgrading the Metasys piecemeal. Unrestricted use of gateway devices would be expected to cause problems, as interoperability does not equate to interchangeability. The expertise to evaluate the Protocol Implementation Conformance Statement and analyze schedules for each device and listing for all BACNet Interoperability Building Blocks would be far above me. Usage of each gateway device would also require approval from the IT department. Last, use of third party gateways would increase bandwidth requirements and slow the system.

The JCI Control System is specified in the specification section 23 09 23 - Direct-Digital Control System for HVAC.

Stanley Access Technologies is the automated door system of sliding and swinging doors currently in place here at the VA. Since this directly affects patient access and care, promp t response to inspection and repair services is very important. Stanley service representatives are locally located, have historically been very prompt to perform maintenance, and their prices have been reasonable. Automated doors are high maintenance items and multiple systems would produce delays in obtaining repair service.

The Stanley brand name is called out in the project specification system 08 71 13 – Automatic Door Operators.
