613-19-100/101 Renovate 3A & 3B PRE-BID RFI RESPONSE 8/12/21
RFI QUESTION AND RESPONSE
1 We see that section 11 73 10 calls out the ICU boom equipment, but we were not able to find that section within any of the volumes. We also noticed that the Ceiling Mounted Patient Lift system has a brand name justification, but I am not seeing one for the ICU Booms. Could you please point us in the right direction on where to find the 11 73 10? Or will this equipment be purchased at a later time?
VA RESPONSE: Section 11 73 10 is attached. The booms are not brand name justified, however, all salient characteristics listed in the specifications shall be met. The basis of design was Skytron.
2 Specifications for this project were issued as four (4) volumes. Volumes 1 & 2 appear to be largely identical to Volumes 3 & 4, with the following differences:
Volume 1&2 only o 08 42 43 Aluminum Entrances ICU Door (Volume 1 & 2 only) o 08 88 16 Vision Control Window (Volume 1 & 2 only) o 09 72 16 Vinyl-Coated Fabric Wall Covering (Volume 1 & 2 only)
Volume 3&4 only o 05 40 00 Cold Formed Metal Framing (Volume 3 & 4 only) o 06 26 63 Cementitious Sheathing (Volume 3 & 4 only) o 07 06 00 Flashing and Sheet Metal (Volume 3 & 4 only) o 08 41 13 Aluminum-Framed Entrances and Storefronts (Volume 3 & 4 only) o 10 24 00 Equipment Screens (Volume 3 & 4 only) o 23 21 23 Hydronic Pumps (Volume 3 & 4 only) o 23 22 13 Steam and Condensate Heating Piping (Volume 3 & 4 only) o 23 25 00 HVAC Water Treatment (Volume 3 & 4 only) o 23 74 13 Packaged, Outdoor, Central-Station Air Handling Units (Volume 3 & 4 only)
Can the VA verify that the differences between Spec Vols. 1&2 and Vols. 3&4 are described accurately above, and that there were no other differences?
VA RESPONSE: This list above is correct with the following modifications.
Volume 1&2 only:
o 05 40 00 Cold Formed Metal Framing (Volume 3 & 4 only) not in sets 1 & 2.
o 23 05 11 Common Work Results for HVAC
Volume 3&4 only o 05 40 00 Cold Formed Metal Framing (Volume 3 & 4 only) not in sets 3 & 4.
o 06 26 63 Cementitious Sheathing (Volume 3 & 4 only) – not in set 3 & 4
3 The following Spec Sections are listed in the Table of Contents, but are not included in the specifications. Are there spec sections for the following:
o 01 33 23.10 Submittal Register (For 95% deliverable) o 01 35 26.10 Construction Safety Forms 18-1918 o 08 88 16 Vision Control Window o 09 06 00 Schedule for Finishes o 09 22 16 Non-Structural Metal Framing o 09 29 00 Gypsum Board o 09 30 13 Ceramic/Porcelain Tiling o 09 51 00 Acoustical Ceilings o 09 65 13 Resilient Base and Accessories o 09 65 16 Resilient Sheet Flooring o 09 65 19 Resilient Tile Flooring o 09 72 16 Vinyl Coated Fabric Wall Coverings o 09 91 00 Painting o 10 14 00 Signage o 10 21 23 Cubicle Curtain Tracks o 10 24 00 Equipment Screens o 10 25 13 Patient Bed Service Walls o 10 26 00 Wall and Door Protection o 10 26 20 Square Edge Panel System o 10 28 00 Toilet, Bath, and Laundry Accessories o 10 44 13 Fire Extinguisher Cabinets o 11 73 00 Ceiling Mounted Patient Lift System o 11 73 10 Ceiling Mounted ICU Boom o 12 24 00 Window Shades o 12 31 00 Manufactured Metal Casework o 12 32 00 Manufactured Wood Casework o 12 36 00 Countertops
VA RESPONSE: These above specification sections are included except the sections listed below.
o 10 24 00 Equipment Screens – NOT INCLUDED IN 3A or 3B o 10 26 20 Square Edge Panel System– NOT INCLUDED IN 3A or 3B
4 Both Volume 1&2 and Volume 3&4 cite Spec Section 07 21 19 as Spray Foam Insulation in the Table of
Contents. However, the Spec Section 07 21 13 is labeled Foamed-In-Place Insulation. Does this project include either Spray Foam Insulation or Foamed-In-Place Insulation, or both?
VA RESPONSE: The Table of Contents incorrectly lists Section 07 21 19 Spray Foam Insulation. The correct specification is 07 21 13 Foamed-In-Place Insulation.
5 In Specifications, Volume 3&4, the following specs are crossed out in the Table of Contents, but remain in the specifications book volume. Please clarify if these specs are part of this project?
o 05 40 00 Cold Formed Metal Framing o 06 16 63 Cementitious Sheathing
VA RESPONSE: Refer to response to RFI 2 above.
6 In Specifications, Volume 3&4, the Table of Contents includes Spec Sec 23 05 10 Common Work Results for
Boiler Plant and Steam Generation. This section is not included within the Specification. Spec Section 23 05 11 Common Work Results for HVAC is included, but it is not included in the Table of Contents. Please furnish Spec Sec 23 05 10 Common Work Results for Boiler Plant and Steam Generation, or advise that it’s not needed for this project.
VA RESPONSE: Specification Section 23 05 10 Common Work Results for Boiler Plant and Steam Generation is not needed for this project.
7 On Page 24 of the Solicitation in the list of Bid Items, Bid Item #7 (Deduct Alternate 6) is explained as:
“Perform all work stated in Bid Item 6, except deduct ‘Renovate 3A-Volume A’. This will not include any mechanical, piping, electrical work occurring above ceiling necessary for completion of the ‘Renovate 3B
Volume-B’ scope of work.” On Drawing AE103 under “Legend: Alternate Deducts,” the legend shows an area labeled “Alternate No. 6 Area of Work” .
Please clarify that this is the only area that should be deducted in Bid Item 7 (Deduct Alternate 6) and that the remainder of work shown on drawings for ‘Renovate 3A-Volume A’ is intended to remain in the project scope, even when Bid Item 7 (Deduct Alternate 6) is selected.
VA RESPONSE: The graphic hatch and legend note are in error. Bid Item 7 completely removes renovation to the 3A Wing out of the scope of work, i.e. ‘Volume A’ except for utilities listed that are necessary for the completion of the ‘Renovate 3B’ scope of work.
8 Please confirm which Fire Alarm System is currently installed.
VA RESPONSE: Notifier Brand system is currently in use at this facility.
9 On Renovate 3A, Drawing AF103, Corridors C3 & C4 have RES-2 listed as the floor finish on the Room Finish Schedule. However, according to the image legend on the same page, Corridors C3 & C4 are marked “EXCLUDE ALL WORK FROM CEILING PLANE TO FLOOR.” Does the VA want new RES-2 flooring installed in corridors C3 & C4?
VA RESPONSE: The VA does not want RES-2 flooring installed in corridors C3 & C4.
10 On Renovate 3B, Drawing AF103, Corridors C1 & C2 have RES-2 listed as the floor finish on the Room Finish Schedule. However, according to the image legend on the same page, Corridors C1 & C2 are marked “EXCLUDE ALL WORK FROM CEILING PLANE TO FLOOR.” Does the VA want new RES-2 flooring installed in corridors C1 & C2?
VA RESPONSE: The VA does not want RES-2 flooring installed in corridors C1 & C2.
11 On Renovate 3A, Drawing HA103, and Renovate 3B Drawing HA103, have the exact same approximate quantities listed under “Legend – ACM HAS Quantities.” However, these quantities do not match the amount shown on either drawing. Please clarify.
VA RESPONSE: The quantities on the drawings are not correct. The quantities on the environmental reports have changed since the date of the report. The are 10% more for 3B and 10% less for 3A. Totals are as follows: 3B: Floor Tile 7,900SF, HVAC 1,650LF, Insulation 2,780LF. 3A Floor Tile 7,100SF, HVAC 1,350LF, Insulation 2,520LF.
12 On Renovate 3B, Drawing GI003 “LEGEND: ALTERNATE DEDUCTS” includes “ALERNATE NO. 5 AREA OF WORK.” Please confirm no area of work in 3B gets removed by the Bid Alternates.
VA RESPONSE: Modify the note on the drawing to “DEDUCT ALTERNATE NO. 6 AREA OF WORK”. This refers to the shaded gray area in 3B on the west and south side of the core.
3A Specification 010000. Modify the 3A specification paragraph for ‘BID ITEM 7, DEDUCT ALTERNATE 6’ to the following:
BID ITEM 7, DEDUCT ALTERNATE 6. Perform all work stated in Bid Item 6, except deduct the deduct alternate no.6 area illustrated on the drawings for
‘Renovate 3A-Volume-A’. This will not include any mechanical, piping, and electrical work occurring above ceilings necessary for completion of the
‘Renovate 3A-Volume-A’ scope of work.
Construction Completion Time: 540 Calendar days.
3B Specification 010000. Modify the 3B specification paragraph for ‘BID ITEM 7, DEDUCT ALTERNATE 6’ to the following:
BID ITEM 7, DEDUCT ALTERNATE 6. Perform all work stated in Bid Item 6, except deduct the deduct-alternate no.6 area illustrated on the drawings for
‘Renovate 3B-Volume-B’. This will not include any mechanical, piping, and electrical work occurring above ceilings necessary for completion of the
‘Renovate 3B-Volume-B’ scope of work.
Construction Completion Time: 540 Calendar days.
13 On Renovate 3B, Drawing HA103 “LEGEND: ABATEMENT” includes “ALTERNATE NO. 6 AREA OF WORK.”
Please confirm that Alternate #6 (Bid Item #7) removes a portion of 3A, however, that it does not remove this area shown on HA103 in the 3B drawings.
VA RESPONSE: This refers to the shaded gray area in 3B on the west and south side of the core.
14 The alternates listed on GI003 drawings for both Renovate 3A and 3B do not match the alternates listed in the solicitation. Please clarify which is the correct set of bid alternates.
VA RESPONSE: Refer to the alternates list in the specifications only. Delete the lists from the drawings.
15 Will all work be performed during normal business hours?
VA RESPONSE: Work relating to connections to and interruptions to utilities shall be scheduled in advance and occur during ‘Non-business’ hours of the medical center.
16 The question I have is for the steam operated pump package labeled CP.
The schedule indicate a capacity that is much greater than the requirements of the mechanical room it is installed.
Is this condensate pump gathering condensate from other areas that are not indicated on the drawings.
If not, then we can recommend a much smaller unit which will coincide with the 1” PC line.
Also, the shell & tube heat exchangers will have to be raised so the steam traps will have gravity flow down to the inlet of the large receiver.
Is there room to provide the height differences?
VA RESPONSE: The only condensate feeding that pump is in the mechanical room and we will entertain a smaller pump size. There should not be an issue in raising the heat exchangers in that room.
