About this file
This document is an amendment to a solicitation for chemical treatment services for boiler and chiller plants at a Veterans Affairs medical center in Albany, New York. The solicitation seeks monthly chemical treatment to prevent corrosion and biological growth in closed loop systems and cooling towers. Key details include an extended response deadline of August 23, 2023 at 12PM EST. Services include providing oxidizing and non-oxidizing biocides, bromine, and Legionella testing every 90 days. Chemicals will be delivered in drums and pails to existing distribution stations. The incumbent contractor is Barclay and their most recent service reports are attached. The VA owns the equipment, which uses Iwaki and Pulsetron metering pumps. Proposals should include monthly pricing with the option to lease any new equipment.

Questions:
· Program mentions oxidizing biocide, and a bio dispersant. Contractor must also include Bromine for pot feeders. Since bromine is an oxidizing biocide, do you mean a second oxidizing biocide or do you mean a non-oxidizing biocide?
Non oxidating biocide.
· RFQ mentions annual Legionella testing, but NYSDOH now requires testing every 90 days, which we can handle. Did you mean every 90 days testing?
Yes every 90 days.
· Based on pricing schedule service appears to be once per month, but in section A3, it mentions biweekly (2X per month) testing on cooling towers. Can you clarify if it is monthly service of twice per month?
Twice per month
· Would most chemicals be delivered in drums or pails, or are there existing bulk tanks that need to be filled?
Drums and pails.
· In regard to the following statement:
A11 “Contractor will provide chemical distribution stations”.
· Does the customer own the pumps and current chemical distribution system or does new contractor have to provide any element of the chemical distribution system? Could you please have customer state in their words the condition of their current chemical distribution system and what the expectation of the new contractor is regarding using the existing system or installing a new system or if current system needs repaired. Expected situation is that VA owns an existing chemical distribution system and new contractor is to provide chemicals for working system, which does not require modifications.
Contractor to provide new distribution system.
Equipment Specs:
· Do all cooling towers / boilers have control panels to monitor the system along with, chemical feed pumps, injection points, blow down valves.
Yes.
· Is the equipment owned?
Leased.
· What brand equipment is being used?
Chiller Plant IWAKI Metering pumps & Boiler Plant Pulsetron Metering pumps.
System Specs:
· What is the volume of each closed loop system?
Unknown
· Is Nitrite or Molybdenum being used currently?
Nitrate
· Are there filter feeders/chemical entry point for each closed loop?
Yes.
· What is the tower tonnage/recirculation rate for each cooling tower?
Each tower is 12 tons Model# xes3e-1222-13o/l
1. Scope of Work:
· 2. Bromine for pot feeders- Is this for a closed loop or the cooling tower? It is not typical to use an oxidizing biocide in a closed loop.
Cooling towers.
· 3. What testing are they referring to for biweekly on the cooling tower? Is this all parameters or just a dipslide/free chlorine test?
Dipslide/free chlorine test
· 11. Could you clarify what is meant by chemical distribution stations? Are they referring to double walled chemical containments to feed chemistry or something else? If so how many are needed at each cooling tower/boiler?
Double walled chemical containments to feed chemistry and feed pump. 1 at each boiler/cooling tower.
Chemicals required are:
· Are the boiler treatment products only allowed to be fed independently or can a 1 drum chemical that encompasses liquid amine/alkalinity booster/sulfite/phosphate be applied?
Mixed Chemicals are allowed.
Additional Questions:
· Who is the current water treater?
· Barclay.
· Are you able to share the most recent service report by the current water treater?
Attached.
· How would you like the proposal submitted? Monthly invoice/pay all up front?
Monthly.
· If the existing equipment is not owned and they will need new equipment would they like to pay for that outright or lease it over the period of the contract?
Lease
