Sharon Pierce Contracting Officer Replace Chillers Ph. II 630-16-101 RFI’s
1. Please provide confirmed ACM types, quantities and locations.
The Contract Documentation for Project No. 630-16-101 by the CM, Cornerstone Contracting, lists the following in Section 02 82 13.13, line 1.1.2 under “Extent of Work”:
Removal, clean-up and disposal of ACM piping and fittings and asbestos contaminated elements in an appropriate regulated area in the following approximate quantities:
- (TBD) linear meters (feet) of <50 mm (2") diameter pipe insulation
| Response by Apogee: | Known ACM exists on piping that runs between 2 steam unit heaters shown on drawing MD101. |
| Glove-bag abate full span of pipe from connection at one steam unit heater to the connection at the other. | |
| Approximate length 15 meters (50 feet) of 1-inch pipe insulation and cementitious fittings. |
- (TBD) linear meters (feet) of 50 - 150 mm (2" - 6") diameter pipe Response by Apogee: No known ACM exists on piping 2 inches or larger.
insulation -(TBD) linear meters (feet) of >150 mm (6") diameter pipe insulation
- (TBD) fittings 50 - 150 mm (2" - 6") in diameter
- (TBD) other //specify// Response by Apogee: No known ACM on other than pipe insulation noted above.
2. Below is an RFI from KALLWALL…and then not sure if you know but the drawings for this project (like the 4W project) are also sized to 8.5”x11” and not scaled. Do you know if both of these issues will be rectified in time for subs to perform proper takeoffs of the work? It makes it difficult to get pricing when the subs cannot scale the drawings.
Response by Apogee: Apogee can furnish a new set of pdf document, if required.
3. It mentions this as a replacement of existing Translucent Fiberglass wall panels. Were they originally Kalwall? Approximately how old if it was? VA New York Harbor Healthcare System could have been the original project name, if it is Kalwall.
| Response by Apogee: | Apogee can furnish a new set of pdf document, if required. |
| Additional response by VA. |
4. Asks for 230 ft-lbs. impact resistant EXT/INT Face sheets, no problem. The .052” Hi-Impact (Large Missile C) only comes in WHITE color face. The spec. calls for 0.52” , 230 ft-lbs resistance, in CRYSTAL color. (Not available).
Response by Apogee: Color selection is not critical to Apogee. VA preference.
5. What is the ASD Wind Load in pressure rating? (Again, if this existing is Kalwall, I’ll have the original shop drawings pulled, which will identify the Wind Load).
Response by Apogee: Wind load pressure requirements are indicated in Section 084523, Paragraph 1.4.
6. The P.O. HC-2000 sashes with cam lock handles, and insect screens is OK. What is the Glazing Spec. for the sashes? (Mentions as 088000 Glazing Spec., which you did not forward).
Response by Apogee: This appears to be an issue between the contractor and supplier. No Apogee response.
7. Mentions TB (Thermally Broken) system and panel but does not indicate the U-factor for the panel. Please confirm.
Response by Apogee: This appears to be an issue between the contractor and supplier. No Apogee response.
8. You have drawn the take-off with the Grid being square? (What we call Tuckerman). Is that how the grid is represented on the Elevation Drawing, or even existing system? Please confirm.
Response by Apogee: This appears to be an issue between the contractor and supplier. No Apogee response.
9. Spec section 01 35 26 para 1.9B states to have a CSP for monthly site safety inspection. – Please confirm that this CSP is a separate individual and not SSHO.
Response by VA: The CSP does not need to be a separate individual.
10. Chillers project spec section 01 45 35 Special Inspections para 1.1 states ‘A registered design professional must perform structural observations during construction. The registered design professional performing these observations will be a representative of the Designer of Record (DOR) for the building being constructed’. --- Please clarify if this registered design professional must a third-party individual and if contractor have to hire him? Or VA will hire and pay?
Response by Apogee: Specification 01 45 35 refers to structural steel construction, which is not required for the chiller replacement. Section 01 45 35 will be deleted from the contract document set.
11. Chillers project spec section 01 45 35 Special Inspections para 1.4E states to hire Special Inspector/independent third party hired by Contractor. The Schedule of Special Inspections indicates which inspections are required. --- The cooling tower project does not have spec section 10 45 35, please confirm that special inspections are required only for the chiller plant project.
Response by Apogee: Specification 01 45 35 refers to structural steel construction, which is not required for the chiller replacement. Section 01 45 35 will be deleted from the contract document set.
12. Chillers project spec section 02 82 13.13 para 1.1.2.B states ‘Removal, clean-up and disposal of ACM piping and fittings and asbestos contaminated elements in an appropriate regulated area in the following approximate quantities’ --- But sub paragraphs 1 to 5 states ‘TBD’, no quantities are listed. Please provide the required quantities of ACM piping and fittings.
13. Regarding power from the switchgear to the VFD’s, and from the VFD to the chillers. The specifications call for single conductor stranded copper conforming to ASTM B3. The drawings also reflect “3-1/C” the interpretation of that means 3 separate single conductor cables with one cable’s outside overall diameter being 0.763 inches as a result of the remainder of the parameters outlined in 260513-4 Part 2.1 for medium voltage cable. With the permitted fill at 40% we would require a 6” conduit not a 3”. Should we accommodate this situation with a “3 conductor” medium voltage cable of the same specifications in a slightly larger conduit, or a rated cable tray as most of these cables are rates for use in hazardous locations.
Response by Apogee: The area of a 0.763 inch cable is (0.763/2) squared times 3.14159 = 0.4572 square inches. Three of them is 1.371 square inches. From table 4 Chapter 9 in the NEC, 40% fill for a 3” EMT conduit is 3.538 square inches. Use the 3” conduit.
14. Specification 01 32 16.15, Paragraph 1.6.D says "The Contractor shall cost load work activities/events for all BID ITEMS including ASBESTOS ABATEMENT." Does the government have a report on where Asbestos is going to be found? (i.e. how do you want us to price this aspect) {Section 02 82 13.13 paragraph 1.1.2.B. shows quantities at (TBD)
15. While reviewing Drawing MP101 there did not appear to be a chemical Treatment area, though it was on the walkthrough. Does the government intend on replacing the current Chemical Treatment area?
Response by Apogee: The Chiller Replacement project makes no changes to the chemical water treatment system..
16. Drawing AD101 (Cooling Tower) indicates that all Cooling towers will be demolished. In M502, however Chiller #4 is Existing to Remain (ETR). Does the government intend on operating Chiller#4 during the shutdown? If so: Reply from Gov’t - No
a. How will the contractor provide condenser water to CCU4 during the shutdown?
b. What Cooling Load is required to support the facility during the shutdown?
c. Does the VAMC need a chiller operational during the construction of the new project?
d. What level of assurance is needed to support the cooling load during the shutdown? (i.e. is cooling tied to operating rooms)
17. Drawing E-101 – Demo Sheet Keynote #2: Please provide pictures of the existing AMPGUARD MCC Starter Transformers for CCU1 / CCU2 / CCU3, with particular attention to the weight listed on the nameplates if accessible. We are required to dispose of this equipment, which may contain the harmful chemical PCB, in accordance with EPA regulations.
Response by Apogee: There are no known PCBs at the facility. The VA removed all PCBs years ago.
18. Drawing ED101 – Sheet Keynote #3: Please provide pictures of existing MCC-1 & 2, as well as their associated electrical feeder conduit and wire. We will need an indication of scale and location to allow for removal and disposal of these units.
Response by Apogee: The MCCs are shown to scale on the drawings. Coordinate removal and disposal with COR.
19. Drawing E-103: Will the new 5kV VFDs be located in the same locations as the existing AMPGUARD MCC Starters? If so, can we reuse the existing 3” conduit instead of removing it with the existing MCC Starters (Keynote #1) and replacing it with new 3” conduit (Keynote #3)?
| Response by Apogee: | Drawing E-101 indicates location of new starters. |
| Existing 3-inch conduits can be reused, provided they are cleaned of obstructions with a pig pull. |
End of Responses.

There does not appear to be a dedicated space for the GC and subcontractors to perform administrative functions (coordinate, review plans, write reports). It was clear there is no parking available for the contractors, however, does the government intend on giving office space to the contractor to support their needs during the construction period? No. The government has no available space to provide administrative functions.
1. Is Standard Weight (STD) pipe acceptable for pipe sizes 12” and larger and Schedule 40 for 10” and smaller for the condenser water and chilled water systems? The specification, 23 21 13-7, states schedule 40 but does not give a size breakdown for that type of pipe?
Response: The VA specifications only say that condenser water piping shall be Schedule 40 without mention of size. A/E is not sure of what is meant by “Standard Weight” pipe. It is up to the discretion of the VA if they want to use something other than Schedule 40.
Response by Apogee: The specification is correct.
30) The following deals with the existing BMS system:
My understanding is that these two projects will include a new Building Management System and updates to the existing Automated Logic front end workstation at the facility. I am trying to get a sense of the existing system in place, and the intent of the BMS Scope of work as it relates to the existing Engineering Control Center. Both project specifications call for a new front end workstation.
Response by Apogee: The chiller replacement contract documents do not require the contractor to provide a new BMS.
The chiller replacement contract documents do not require the contractor to provide a new front-end workstation.
The specification states that the BMS System / Head End ECC was originally installed in 2008.
0. Is there a way to coordinate a site visit with the building to investigate the state of the existing head engineering control center (ECC) and existing Automated Logic front end workstation?
Response: Contractor to coordinate with the VA COR.
The specification section 23 09 23 responsibility matrix states that all work associated with the Engineering Control Center (i.e.: updates to graphics, programming, etc.) will be the responsibility of the control systems integrator (CSI). If Automated Logic NY/NJ is selected as the BMS contractor for these projects, we will be giving the VAMC Facility a new project specific Automated Logic front end workstation to control the cooling towers / chillers in Building 4, as well as a front end workstation in Building 1 for the Ward Renovation Project.
0. Is there an existing provider who will be tying the work associated with these two projects back to the existing campus ECC, or can Automated Logic NY/NJ, as the local factory office provide the Controls Systems Integrator Services as well. There wouldn’t be any compatibility issues since the new BMS system will be an Automated Logic system.
Response: Contractor to coordinate with the VA COR. There is an existing Automated Logic workstation that needs to be modified (re-programmed) to accommodate the new Chillers and Cooling Towers. We use Integrated Controls Equipment as our BMS) Building Management system contractor. The VA is not getting any new workstations.
31. Wage Determination should be updated to current General Decision NY20210003 01-01-2021.
