About this file

This is Amendment 0003 to a VA solicitation (36C24126R0120) issued on August 26, 2026, addressing pre-bid Requests for Information related to the 402-23-794 Modernize Campus Corridors project at Togus VA Medical Center in Augusta, Maine. The amendment documents 15 pre-bid RFIs and their corresponding answers, covering technical clarifications on construction specifications and design intent. Key RFI topics include: ceiling height transition details and metal trim profiles in corridors; electrical panel locations for new lighting fixtures; confirmation that existing lighting branch circuits will not be reused; location and details of new lighting control panels; quantities and specifications for new cover plates on existing receptacles; device types and locations for fire alarm, nurse call, and security equipment requiring reinstallation in new suspended ceilings; corridor shutdown status during construction; procedures for identifying equipment to be retained or removed; mechanical equipment power requirements; roles and responsibilities for Project Superintendent, Quality Control Manager, and Site Safety and Health Officer positions; and asbestos abatement quantities and procedures. The amendment clarifies design intent rather than modifying contract terms, with all other solicitation terms and conditions remaining unchanged. A separate Asbestos Spot Survey report and missing specification section 21 13 13 (Wet-Pipe Sprinkler Systems) are referenced as attachments to the pre-bid response package.

PRE-BID RFIs

Question 1: There are a few locations on the reflected ceiling plans where there is a transition in the ceiling heights and the transition detail is referenced to detail B1 on AE501 calling out a metal edge profile. Typically the referenced metal trim is built at even 2 inch intervals. One example is Corridor 204206 (AE110.3) has this detail and a high change from 11’-1/2” to 11’-1 ¼”. Please clarify the detail.

Similarly, Corridor B200-74 (AE110.9) has a series of “height” changes from 7’-1” to 7’-1” -all calling out detail B1 on AE501. Please clarify the detail.

Answer: Please carefully review the height changes, as there are a lot of ups and downs in these corridors. The Corridor 204206 example noted actually has a portion of lowered ceiling at 10'-1 1/4" between the two noted ~11' ceiling height sections. The detail is being provided to span between the lower ceiling (~10') and the upper ceiling (~11'). The basis of design trim pieces do come in standard 2" increments, but the intent of the detail noted on AE501 is that the top edge of the profile extends above the upper level of ceiling, so that an exact dimension match is not required, it just needs to be taller vertical piece that the ceiling height change.

See note C12 on AE110.9. The floor is sloped in this corridor, so in order to keep the ceiling a mostly consistent 7'-1" height, the ceiling must step up at th eintervals noted on the plans. AE suggests reviewing the existing conditions on site to understand what is happening in this location, as the intent is to replace the ceiling matching the current existing heights.

Question 2: Note 1 on many of the sheets indicates connecting new light fixtures to spare 20A 1 pole breakers in existing panels. Please provide location of any lighting panels to be used for feeding new fixtures, including emergency lighting circuits.

Answer: Panel locations are shown on sheets ED101 and EL101.

Question 3: Drawings indicate new branch circuits for lighting. Please confirm branch circuits for existing lighting will not be reused for new lighting in corridors.

Answer: Design intent in all cases is to utilize existing spare 20A/1PH breakers in the panels specified to serve new branch circuits.

Question 4: Drawings include low voltage switching and occupancy sensors in corridors, but no information on lighting control panel. Are the new LV controls tying into an existing lighting control panel, or a new lighting control panel. In either case, please provide location of lighting control panel. Not indicated on drawings.

Answer: Low voltage lighting controls are provided to interface with low voltage lighting power pack relays for area control, and a new lighting control panel is to be provided in the existing electrical room as shown on sheet EL101.

Question 5: Drawings state to install new cover plates on existing receptacles in corridor. Drawings do not indicate device quantities or locations. Please provide a count of devices requiring new plates, including material type and color for all corridor sections.

Answer: Exact number of devices and locations to be determined by General Contractor Pre-Bid walkthrough. VA to determine exact material type and color of new faceplates.

Question 6: Notes state to temporarily support all fire alarm, nurse call, security, SSTV, Paging and any other non-lighting loads and reinstall in new ACT ceiling. Please provide device types and locations within each corridor segment. None shown on drawings.

Answer: Exact device types and locations to be determined by General Contractor Pre-Bid walkthrough.

Question 7: Will entire segments of corridors be shut down for construction, or will they be open to VA staff during construction?

Answer: VA to confirm intent. Design Team understanding is that the corridors will be completely shut down for construction and only open to the VA staff involved with the construction project.

Question 8: Drawings indicate that the VA has the option to retain removed devices, light fixtures, etc. Is there a list of equipment the owner has already decided to keep, or is it assessed on a case-by-case basis in each segment of the corridor?

Answer: Please see notes 12 and 14 on AD101 - GC is responsible for walking the entirety of the project with COR to identify all items to be removed and either reinstalled or turned over to the owner. Also see notes on AF700 regarding notable art and signage. There is not a pre-established list.

Question 9: Mechanical equipment schedules indicate only the ceiling mounted unite heaters will require 120V power. Please confirm existing circuits feeding this equipment can be reused. If new circuits are intended, please confirm the name of the power panel and its location.

Answer: Cabinet Unit Heaters draw 3.35A, and call for a 15A/1P circuit. Existing circuits may be reused.

Question 10: All other mechanical equipment being replaced in corridors appears to be steam only. Please confirm no additional 120V power is required for any additional mechanical equipment.

Answer: Other than the Cabinet Unit Heaters, no other mechanical equipment requires electrical connections.

Question 11: Please confirm if the roles of Project Superintendent, Quality Control Manager (QCM), and Site Safety and Health Officer (SSHO) must be filled by three separate, dedicated individuals, or if the government will allow any of these positions to be performed concurrently by the same individual (e.g., dual-hatted).

Answer: The Project Superintendent and Quality Control Manager (QCM) must be separate individuals, while the SSHO may be dual‑hatted with one of those roles.

Question 12: Specification Section 21 13 13 appears to be missing from the provided bid set. Could you please provide this missing section?

Answer: Attached.

Question 13: Discrepancy in Project Number and Proposal Item Scope - The solicitation header and description identify the project as "402-23-794 Modernize Campus Corridors". However, the "STATEMENT OF ITEMS" section requests pricing for a Base Proposal of "402-24-007 B200E Lobby Flooring".

Answer: Addressed in Amendment 0001.

Question 14: Specification section 01 00 00 paragraph 1.3 Statement of bid item shows two deduct alternates but not showing separate line items in the bid form. Please advise.

Answer: Addressed in Amendment 0002.

Question 15:

Contractor.

B. Extent of Work:

1. Below is a brief description of the estimated quantities of asbestos containing materials to be abated. These quantities are for informational purposes only and are based on the best information available at the time of the specification preparation. The Contractor shall satisfy themselves of the actual quantities to be abated. Nothing in this section may be interpreted as limiting the extent of work otherwise required by this contract and related documents.

2. Removal, clean-up and disposal of presumed asbestos containing materials (PACM) and asbestos/waste contaminated elements or debris in an appropriate regulated area for the following approximate quantities;

(0) square meters (feet) of plaster ceiling/wall.

02 82 11 - 2 10-18-24

(0) square meters (feet) of drywall and/or drywall joint compound. (18,000) square feet of floor tiles and mastic

(0) square feet of cove base and adhesive

(0) square feet of stair tread adhesive

(0) square feet of firestop

(0) square feet of suspended ceiling tiles (6000 square feet fire rated wall. Assumed ACM, instructed by VA rep not to sample.

It should be noted that during the original survey, these materials were not sampled and were instead assumed to be asbestos containing. These materials should be treated and removed as ACM unless a follow up inspection is performed and these materials are tested to determine the asbestos content.

Due I get a quote for the Assumed ACM, or assume everything is HOT. Is there a Mabbet report that we can get.

Answer: ACM report provided as part of pre-bid response package.
