About this file
This is an asbestos testing report for the Togus VA Medical Center in Augusta, Maine, documenting bulk material sampling and analysis conducted by RPF Environmental in October 2024.
The survey identified asbestos-containing material (ACM) in 12 floor tile and mastic samples across the VA Medical Center corridor, with asbestos content ranging from 2% to 7% chrysotile detected via polarized light microscopy analysis. All ACM samples were floor tiles with mastic located in various buildings (Buildings 200, 206, 209, 232) and specific rooms, with locations precisely documented in the report's appendices and blueprints. Additional testing of gypsum board, plaster, ceiling tiles, and cove base glue samples showed no asbestos detected. The report recommends that damaged ACM be repaired at minimum, with abatement specifications prepared and repair versus removal options obtained from qualified licensed contractors. An Operations and Maintenance Program is recommended for safe management of ACM per current OSHA and EPA requirements. The survey was limited to the VS Medical Center corridor with 21 homogeneous groups sampled across 73 total samples analyzed. The report notes that a full inspection of the entire corridor was not performed, and additional pre-construction surveys may be required prior to renovation activity to comply with State of Maine, EPA, and OSHA requirements. All analytical work was performed by Scientific Analytical Institute, Inc. using EPA Methods 600/R-93/116 and gravimetric reduction techniques.

Re: Togus VA Medical Center - 1 VA Center, Augusta, ME Limited Asbestos Testing RPF File No. 230534
Dear Mr. Lantz, In accordance with our scope of work dated October 17, 2023, RPF Environmental (RPF) conducted bulk material sampling of suspect material in the Togus VA Medical Center in Augusta, ME. The survey was limited to the VS Medical Center corridor. The sampling was completed, as designated by you, for analysis to determine possible asbestos content. The sampling was conducted by Conner Jinx & Nick Howard on October 22, 2024, and October 29, 2024, in accordance with current State and federal rules and regulations. The analytical results and sample locations are enclosed with this report and the results were reviewed with you previously.
Asbestos is the name for a group of naturally occurring minerals that separate into strong, very fine fibers. The adverse health effects associated with asbestos exposure have been extensively studied for many years. Results of these studies and epidemiological investigations have demonstrated that inhalation of asbestos fibers may lead to increased risk of developing one or more diseases. In all cases, extreme care must be used not to disturb asbestos-containing materials or to create fiber release episodes.
Twenty-one (21) homogeneous groups of accessible suspect material were sampled during this testing. In accordance with current industry sampling protocols, a total of seventy-three (73) samples were collected and submitted for analysis using polarized light microscopy. Asbestos containing material (ACM) is defined by current EPA regulations as materials having equal to or greater than 1% asbestos content.
As listed in appendix A results as shown, equal to or greater than 1% asbestos was detected in the material samples listed below and these materials are defined as ACM:
• Floor tile & mastic, white/gold, in front of Room 118
• Floor tile & mastic, white/tan, between Rooms 132F & 107
• Floor tile & mastic, white/tan, Northeast of Room 107
• Floor tile & mastic, white/purple, in front of exit
• Floor tile & mastic, white/gold, SW, ramp, entrance to building 201
• Floor tile & mastic, white/green, entrance to Building 232
• Floor tile & mastic, white/gold, Building 206, entry, Northeast, behind door, hallway
Limited Asbestos Testing Project No. 230534 Above Group Inc. – VA Medical Center, Augusta, ME Page 2
• Floor tile & mastic, blue, front of Building 206, exit
• Floor tile & mastic, light gray/white, Building 200, in front of door 16B
• Floor tile & mastic, tan/dark green, Building 209, hallway, in front of emergency exit
• Floor tile & mastic, light gray/white/dark gray, Building 209, in front of Room 153, on hatch
• Floor tile & mastic, tan/white/dark brown, in front of entrance to 206, beside heater
Please note that a full inspection of the VA Medical Center corridor was not performed during this limited testing. In the event that other materials or areas of the building will be impacted by planned upgrades, maintenance activity, renovation or demolition activity, please notify our office to arrange for additional site inspections, testing and analysis.
It is recommended that the damaged ACM be repaired at a minimum. An abatement specification should be prepared for the work, and it is recommended that options for repair versus removal be addressed and bid alternates be obtained from a qualified, licensed asbestos abatement contractor.
Care should be used during the interim to ensure that damage or further damage to the material does not occur and that dust is not created in the immediate area.
In general, ACM should be managed in accordance with current OSHA and EPA requirements, including but not limited to proper hazard communications, labeling, and maintenance of the ACM.
It is recommended that an Operations and Maintenance Program be prepared and implemented to allow for the safe use and maintenance of buildings with ACM present.
Please also reference existing asbestos OSHA hazard communication documentation for this building for details of the accessible ACM and presumed ACM present. Prior to renovation activity, additional pre-construction surveys may / will be required to comply with current State of ME, EPA, and OSHA requirements throughout affected areas. If you would like further assistance or have questions, please call our office.
Sincerely, RPF ENVIRONMENTAL
Conner Jinx EH&S Consultant Licensed Inspector

APPENDIX D
LIMITATIONS
1. The observations and conclusions presented in the Report were based solely upon the services described herein, and not on scientific tasks or procedures beyond the RPF Environmental, Inc. Scope of Work
(SOW) as discussed in the proposal and/or agreement. The conclusions and recommendations are based on visual observations and testing, limited as indicated in the Report, and were arrived at in accordance with generally accepted standards of industrial hygiene practice and asbestos professionals. The nature of this survey or monitoring service was limited as indicated herein and in the report or letter of findings.
Further testing, survey, and analysis is required to provide more definitive results and findings.
2. For site survey work, observations were made of the designated accessible areas of the site as indicated in the Report. While it was the intent of RPF to conduct a survey to the degree indicated, it is important to note that not all suspect ACBM material in the designated areas were specifically assessed and visibility was limited, as indicated, due to the presence of furnishings, equipment, solid walls and solid or suspended ceilings throughout the facility and/or other site conditions. Asbestos or hazardous material may have been used and may be present in areas where detection and assessment is difficult until renovation and/or demolition proceeds. Access and observations relating to electrical and mechanical systems within the building were restricted or not feasible to prevent damage to the systems and minimize safety hazards to the survey team.
3. Although assumptions may have been stated regarding the potential presence of inaccessible or concealed asbestos and other hazardous material, full inspection findings for all asbestos and other hazardous material requires the use of full destructive survey methods to identify possible inaccessible suspect material and this level of survey was not included in the SOW for this project. For preliminary survey work, sampling and analysis as applicable was limited and a full survey throughout the site was not performed. Only the specific areas and /or materials indicated in the report were included in the SOW.
This inspection did not include a full hazard assessment survey, full testing or bulk material, or testing to determine current dust concentrations of asbestos in and around the building. Inspection results should not be used for compliance with current EPA and State asbestos in renovation/demolition requirements unless specifically stated as intended for this use in the RPF report and considering the limitations as stated therein and within this limitations document.
4. Where access to portions of the surveyed area was unavailable or limited, RPF renders no opinion of the condition and assessment of these areas. The survey results only apply to areas specifically accessed by
RPF during the survey. Interiors of mechanical equipment and other building or process equipment may also have asbestos and other hazardous material present and were not included in this inspection. For renovation and demolition work, further inspection by qualified personnel will be required during the course of construction activity to identify suspect material not previously documented at the site or in this survey report. Bordering properties were not investigated and comprehensive file review and research was not performed.
5. For lead in paint, observations were made of the designated accessible areas of the site as indicated in the
Report. Limited testing may have been performed to the extent indicated in the text of the report.
